Initiatives taken by Himachal Pradesh Himachal Pradesh State Disaster Management Authority (HPSDMA) Department of Revenue, Disaster Management Cell Shimla HAZARD PROFILE OF HIMACHAL PRADESH • AFFECTED BY 25 OUT OF THE 33 HAZARDS IDENTIFIED BY HPC. • ATTAINED DUBIOUS DISTINCTION OF FALLING IN FIRST FIVE STATES IN RESPECT OF HAZARDS SUCH AS EARTHQUAKE , FLASH FLOODS,LANDSLIDES,AVALANCHES AND FOREST FIRES; • FLASH FLOODS ARE NOT NEW BUT GLOF & LDOF/LLOF – POTENTIAL TRIGGER OF CLIMATE CHANGE IS A NEW INSIGHT. DISASTER MANAGEMENT CELL, DEPARTMENT OF REVENUE HAZARD THREATS IN HIMACHAL PRADESH Geologically Related Disasters Earthquakes, Landslides, Mudflows, Dam Bursts & Dam Failures Water & Climate Related Disasters Floods, Droughts, Cyclones, Cloud burst, Flash Floods, Avalanches, Heat & Cold Waves Hailstorms Chemical, Industrial & Nuclear Related Disasters Chemical & Industrial Disasters, Forest Fires, Mine Collapse, Nuclear Disasters Accident Related Disasters Road, Rail & Air Accidents, Boat Capsizing, Major Building Collapse, Bomb Blast, Stampedes, Rural & Urban Biologically Related Disasters Biological Disasters, Epidemics, Cattle Epidemics Emerging Threats Man and Animal Conflict, terroristic threat ,Climate Change (GLOF & LDOF) Vulnerability Physical isolation, remoteness & tough terrain. Scattered nature of settlements & hamlets. Harsh climatic conditions. High construction cost. Inadequate infrastructure. Inadequate road connectivity Fragility of eco-system. Non availability of adequate land. Poor or inadequate communication infrastructure. Dependency of 70% people on agriculture and allied sectors for their livelihood. 90% of the population is rural in character. Heavy dependence on rains and inadequate irrigation. Substantial population of livestock (52, 26,388). Vulnerability to climate change. THREATS LOOMING LARGE •Possibility of Major Earthquake Any time. •Glacial Lake out burst or Landslide Lake Out burst floods due to Climate Change and Seismicity Paralyzing the Hydro economy and other infrastructure of the State. Seismic vulnerability 32% area of the state falls in very high damaging risk and remaining 68% in high damaging risk zone. very high vulnerable zone accommodates about 60%, 38% in high vulnerable zone and only 3% population in low vulnerable . Assessment of population potential for 109 tehsils and sub tehsil headquarters suggest two highly vulnerable zones viz. Kullu-Mandi-Sundernagar Corridor and Palampur-Dharamshala-KangraDehra Corridor. Areas surrounding Chamba, Nurpur, Hamirpur and Bilaspur have also been identified as highly vulnerable zones by this assessment. INITIATIVES OF GOVT OF HP. INITIATIVES OF GOVT. OF HP • Development of Hazard Risk and Vulnerability Analysis (HRVA) for the entire state by engaging the services of an expert agency. • Documentation of prevailing knowledge aptitude and practices for evolving human resources development strategy. • Undertaking an exercise for understanding training need assessment on Disaster Risk Reduction and Climate Change Adaptation. INITIATIVES OF GOVT OF H.P • Development of State Disaster Management Plan • Development of District Disaster Management Plans. • Development of Crisis Management Plans with respect to hydropower projects in the state. • Development of state policy on DM • Establishment of emergency operation centers at State as well as all district head quarters level by engaging an expert agency and providing financial support to all Deputy Commissioners. • Strengthening coordination with Central Water Commission & Indian Meteorological Department for dissemination of Early Warning Information. INITIATIVES OF GOVT. OF H.P. • Strengthening of SDMA by constituting advisory committee. • Initiating the process for strengthening SDMA & DDMAs by inducting expert manpower from UNDP as per the instructions of the Ministry of Home Affairs under Development Support Scheme. INITIATIVES OF GOVT OF H.P • Conduct of First Session on State Platform for Disaster Risk Reduction (SPDRR) inaugurated & chaired by Hon’ble Chief Minister, Govt. of HP (Chairman, HPSDMA) on 22nd September, 2016 • Release of Activity Report (2011-2015) • Launching awareness campaigns through media i.e. Print, Electronic, FM channels, Doordarshan and AIR. • Observing the week beginning from 4th April as Preparedness Week. • Conduct of mock drills by different institutions. • Celebration of State level Annual Capacity building and mass awareness campaign of HPSDMA- Samarth 2016 (On going from 19th Sept to 6th Oct 2016) INITIATIVE BY GOVT OF H.P • Strengthening of ATIs i.e. HIPA, Revenue training Institute, Joginder Nagar, State Institute of Health & Family Welfare, Shimla and Mountaineering Institute Manali for capacity development. • Initiating School Safety Programme and capacity development of school teachers through training institutes such as SCERT & GCTE. • Initiating capacity development of Panchayati Raj training institutions. • guidelines for ensuring participation of NGOs in DM process. INITIATIVE BY GOVT OF H.P • Implementation of National School Safety Programme. • Implementation of GoI-UNDP Disaster Risk Reduction and Climate Change Adaptation program in Himachal Pradesh. • Strengthening response capability of institutions like Home guards & Police. • Supporting the setting up of disaster victim identification facility the first of its kind in the northern India for victim identification. • Supporting Municipal Corporation Shimla to initiate Disaster Risk Reduction activities like ‘Building Urban Actions for Resilience in Emergencies’ at Ward Level. Ongoing Studies/Modules and Framework Developed • Framework on Integration of Flood Risk Reduction Measures into Development Schemes. • Framework and Action Plan developed on Integration of DRR & CCA in Rural Development and Education Sector Schemes. • Study on Early Warning Systems for Floods/Flash Floods of the most vulnerable communities of Beas River Basin (5 villages selected for pilot study) • Study of Early Warning System in city level. • Training of Trainers Module on Disaster Risk Reduction and Climate Change Adaptation for School & College Teachers. Ongoing Studies/Modules and Framework Developed • Development of baseline database for assessing Community Resilience Indicators. • Scoping Study on NGOs/Civil Society Organizations for Community Based Disaster Preparedness. • Special Pilot Project on Enhancing Rural Communities through Integration of Flood Risk Reduction and Adaptation Measures into Development Schemes (MNREGA & PMGSY) in selected Gram Panchayats of Kullu District. Actions taken by Municipal Corporation Shimla • Prepared an Action Plan on Mainstreaming Disaster Risk Reduction and Climate Change Adaptation into Sectoral (Water, Sewerage, Storm water and Solid Waste Management) Development Plan and City Development Plan of Shimla. • Updated City Disaster Management Plan of Shimla City. • Ward Disaster Management Plans being prepared. • “BUARE” (Building Urban Actions for Resilience in Emergencies) - A Community Based Disaster Risk Reduction Training Program has been initiated in every ward of Shimla City. • Rejuvenation and Augmentation of Natural Water Springs of Shimla City. Implementation of Sendai framework HPSDMA, Disaster Management Cell has initiated steps to implement the Sendai framework for Disaster Risk Reduction (DRR) which was signed by Government of India in March-2015. State level Consultation workshop on Implementation of Sendai Framework was organized by the Revenue –Disaster Management department on 11th October 2015, with the support of UNDP India.
