Organizational Context
The Kune-Vaini lagoon system (KVLS), located within the Drini-Mati River Delta in
the Lezha region of Albania, provides a wide range of valuable goods and services to
nearby communities. These local communities derive the majority of their income
from fishing or agriculture and therefore depend on functional, intact ecosystems in
the lagoon system for their livelihoods. A rapid increase in population size and
widespread poverty in the area have led to an increase in pressure on the lagoon for
ecosystem goods and services, and to unplanned alterations in the buffer zone
surrounding the lagoon.
The unsustainable use and alteration of the KVLS is being compounded and will be
further exacerbated by the effects of climate change, in several ways. Firstly, recent
climate change models predict an increase in air and sea surface temperature, which
will lead to increased evaporation. In addition, global climate models also predict a
reduction in precipitation, which will also result in an increase in salinity in the
lagoon with detrimental effects on the fisheries. Secondly, models predict an
accelerating rate of sea-level rise (up to 61 centimetres by 2100) resulting in increased
erosion and the consequent loss of habitat within the KVLS. Finally, the KVLS is
expected to experience more intense and frequent floods and storm surges. These
extreme events will lead to the erosion of beaches and riparian forests and the
alteration of flow patterns within the KVLS, which in turn reduces physical barriers
to extreme coastal flooding events and limits the capacity of the lagoon to buffer the
surrounding communities from these events.
In order to address this problem, Special Climate Change Fund (SCCF) resources
have been provided to the Government of Albania to implement the project
“Building the resilience of Kune-Vaini Lagoon (KVL) through ecosystem-based
adaptation (EbA)” which aims to increase the capacity of government and local
communities living nearby the KVLS to adapt to climate change using an integrated
suite of adaptation interventions, including EbA.
This will be achieved by the following outcomes of the project:
1. Improving technical and institutional capacity of policy- and decision-makers in
Albania to address climate change risks through the implementation of
adaptation interventions, including ecosystem-based adaptation (EbA).
2. Demonstrating adaptation interventions within the KVLS.
3. Improving awareness and knowledge of local communities and national
stakeholders on effective EbA.
Functions
Summary of Key Functions:
The environmental impact assessment (EIA) consultancy will be responsible for
undertaking a comprehensive EIA of the SCCF project’s climate change adaptation
interventions. The EIA should be conducted in accordance with all relevant laws in
Albania, and should outline the potential environmental impacts fo the following
interventions::

Reforestation of coastal forest;

Rehabilitation of coastal dunes;

Opening and maintaining a new tidal inlet channel; and

Constructing and rehabilitating artesian wells.
Objectives of the Assignment
The objectives of this assignment are to develop a report and to evaluate all the
environmental impacts of the SCCF project’s interventions. The consultancy should
also develop an environmental management plan to mitigate any of the
environmental impacts identified.
Duties and Responsibilities of National EIA Consultancy:

Become familiar with the project document and project objectives.

Maintain regular communication with the Chief Technical Advisor and Project
Coordinator to ensure that the correct and necessary deliverables are being
produced in a timely manner.

Develop a work plan for the study and the evaluation of the EIA according to the
strategy and work plan of the project.

The company will develop a comprehensive EIA for all of the SCCF project’s
climate change adaptation interventions, including:

Reforestation of coastal forest;
◦
Rehabilitation of coastal dunes;
◦
Opening and maintaining a new tidal inlet channel; and
◦
Constructing and rehabilitating artesian wells.

Prepare a report detailing the findings of the EIA.

The report should be detailed according to property type - national, municipal or
private land.
The EIA should include mitigation options (if necessary) to reduce
environmental impacts.


The EIA should include an impact evaluation on flora and fauna or any other
related component in the sites where reforestation, tidal inlet construction,
artesian well and dune rehabilitation will take place.


Prepare a detailed Environmental Management Plan in compliance with national
legislation and standards.
Collaborate with other consultants employed by the SCCF project, particularly
those consultants that are designing the reforestation/rehabilitation and
construction interventions.


Experience and qualifications:

The contract will be implemented by an Albanian Consultancy/Company with
relevant experience in Environmental Impact Assessment, communication
strategy and participation regarding environmental issues at the national level.

Company to have the licence for the EIA, according Albanian Legislation ;

Work experience with Climate Change projects funded by international donors is
an advantage.

In the last five years the company must have managed projects in the field of
environmental impact assessment approximately amount of 15 000 Euro.

Strong communication, reporting and presentation skills.
The staff of the company should have the following skills:

Relevant university degree in environmental sciences, environmental education
wetland/coastal zone management, communication and marketing.

Ability
to
communicate
effectively
with
a
broad
number
of
stakeholders/NGOs/Community groups/ general public etc.

Fluency in English and ability to write reports and project management plans in
English.

Willingness to participate in field activities/surveys and travel to remote areas
within the country.
Schedule and deliverables
The consultant will report to the Coordinator of the PCU and will prepare the
following outputs:

Work plan for the identification and evaluation of the environmental impact
resources;

Detailed Environmental Impact Assessment report.

Public and stakeholder consultation and integration of the comments and
recommendations;

Final detailed Environmental Impact Assessment report
Payments will be made upon receipt of the following deliverables:

Detailed work plan: 20%

EIA report for four interventions: 40%

Final EIA report : 40%
Language
All final reports /deliverables must be submitted in English and Albania language
