An Emotional Disability is a condition that, over a long period of time and to a marked degree, consistently
interferes with a student’s learning process and adversely affects the student’s educational performance. An
emotional disability may include, but is not limited to, one or more of the following conditions:

A tendency to develop physical symptoms or fears associated with personal or school problems
A general pervasive mood of unhappiness or depression
An inability to learn that cannot be explained by intellectual sensory or health factors
An inability to build or maintain satisfactory interpersonal relationships
Inappropriate behaviors or feelings under normal circumstances
Episodes of psychosis
