PROGRAM
The Investment Capital Branch (ICB) directs the venture capital tax credit programs for the Province of British
Columbia, overseeing program delivery for up to $170 million in investment tax credits annually. ICB facilitates
increased investment in small businesses that drive economic growth and job creation across British Columbia.
ICB promotes greater access to venture capital while ensuring that participating businesses and investors
comply with applicable legislation.
ICB has supervisory responsibility for two Crown corporations: (1) the BC Immigrant Investment Fund Ltd.
(BCIIF) which has invested more than $400 million in public infrastructure projects (schools, universities,
hospitals, and research centres) and (2) the B.C. Renaissance Capital Fund Ltd. (BCRCF), which has committed
$90 million to venture capital partnerships that invest in key high technology sectors of information
technology, digital media, life sciences and clean technology.
ICB is dedicated to improving British Columbia’s global competitiveness through programs that support
entrepreneurship and foster the commercialization of innovative technologies, attracting investment both
domestically and internationally.
ICB provides expertise, advice, information and support to Cabinet, the Minister Responsible, Deputy Minister,
and other senior government officials on all matters relating to venture capital in British Columbia.
JOB OVERVIEW
To leads and directs the analysis, development, implementation, administration and enforcement of the
Province of British Columbia’s venture capital tax credit programs. ICB also provides supervisory oversight
services for two Crown corporations, BCIIF and BCRCF, whose mandate is to invest for economic development
and job creation in B.C. The Executive Director serves the Minister Responsible, Deputy Minister (and ministry
staff), and Minister of Finance (and ministry staff) by proactively providing strategic policy advice, information
and support related to all aspects of venture capital in British Columbia, including but not limited to
investment tax credits and investment funds. The Executive Director makes decisions and recommendations
that can have significant impacts on venture capital investment in British Columbia.

ACCOUNTABILITIES

Establish goals, objectives and strategic direction for ICB. Builds and foster partnerships with a diverse
range of senior leaders to ensure the corporate goals of government are achieved.

Provide a clear vision and strategic direction that aligns with the direction of Government for venture
capital in B.C. and lead broad organizational change.

Provide strategic policy and planning advice, information and support on all aspects of venture capital
to the Minister responsible, Deputy Minister, Ministry staff, as well as to related areas in the Ministry
of Finance.

Coordinate ICB-related budget and estimates material in concert with the Minister Responsible,
Deputy Minister, Crown Corporation CEO and management, and Treasury Board Staff.

Lead the development and implementation of a monitoring and compliance framework for the venture
capital programs, including the ongoing monitoring and reporting framework to ensure venture capital
program registrants are complying with legislative requirements as efficiently as possible.

Lead the development and implementation of controls and risk management frameworks for ICB and
venture capital tax credit programs.

Advise and make recommendations to government on legislative changes directly impacting venture
capital investment programs and legislative drafting instructions as required.

Direct negotiations of contracts related to program delivery, including internal and external audits of
the venture capital tax credit programs.

Directs the development of business mandates, plans overall business direction and develops strategic
plans and governance structures.

Develops financial forecasts and funding scenarios, advocates for operational and specific project
funding priorities, allocates and manages financial resources.

Supervises staff including assignment of work, development and evaluation of performance plans,
approval of leave, represents the Employer at Step 2 of the grievance process and takes disciplinary
action, up to and including recommendation for dismissal.

Represents the ministry and/or the Assistant Deputy Minister on committees and in meetings on
controversial issues with stakeholders and other jurisdictions with the authority to negotiate solutions
at the provincial, national and international level.

Leads the preparation of recommendations and briefings for Ministry executive and implements action
plans to achieve Ministry objectives

Directs the development of a performance management framework, linking strategy, structure and
performance targets, ensuring effective implementation for the division/ministry.

Directs and implements new or major transformations of the Ministry’s core business with multiple
delivery components (e.g. develops trade policy and strategies, develops division/ministry
performance management framework; leverages use of technology to advance business development
initiatives; leads research initiatives for the entire division/ministry).

May provide strategic direction for the development of market entry strategies by sector, based on
sound market entry research and analysis.
JOB REQUIREMENTS

Degree in law, accounting, business administration, related field or equivalent.

Experience in a senior management role leading a government program related to finance, taxation, or
investment.

Experience establishing collaborative and professional relationships with senior leaders across
government, including Ministry of Finance and Crown corporations.

Experience in strategic business planning; contract management; financial management; legislative
interpretation; and leading negotiations.

Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
screening checks as required by the ministry (Note: It is important that you read the job posting
