THE UNITED MUSLIM UMMAH (TUMU)

Abstract
In this paper, a proposal is made for the setting up of an International Muslim
Organization to be globally known as The United Muslim Ummah (TUMU). The main
objective of TUMU is to implement seven core Amals or Activities through monitoring,
execution of projects, reports and information dissemination. The seven core Amals/
Programs/ Activities that covers all spheres of human endeavors on earth are made up of
Education, Trade and Commerce, Development, Communications, Finance, Social and
Culture, Security and Defense. An Amir, who will have Amal Coordinators to assist the
Amir in coordinating all the Amals or activities, will head the Secretariat. The
organizational structure of TUMU as well as its mode of operations and implementations
is also covered in this paper. Membership of TUMU will be drawn from Muslim Nations
worldwide and individual Muslims whose knowledge, experience and spirit of Islam are
exemplary and outstanding. For this mission, anybody who testify that there is no god but
Allah and that Muhammad is the Messenger of Allah is a member of TUMU
automatically in principle.. A Muslim Nation in this context is defined as a country or
state or nation in which the majority of the populations are Muslims or any government
of a nation whose leadership is lead by a Muslim. The vision of TUMU is to uplift the
well being of the Muslim Ummah in particular and mankind in general as “Insanul
Kamil” and Vicegerent of Allah on earth to serve Allah because “Ye are the best of
peoples evolved for mankind enjoining what is right forbidding what is wrong and
believing in Allah”(Surah Al Imran Ayat 110). It is proposed that there will be an annual
review of progress and problems faced by the Muslim Ummah in Makkah just after the
Hajj. The scope of TUMU operations is envisaged to complement the activities, programs
and efforts of OIC as well as short term and long term plans made by all Muslim Nations,
Governments machineries, Ministries and bodies and all Non-Governmental
Organizations (NGOs), with special focus on the new emerging Muslims reverts or
converts, everywhere in this globe, whose brilliant ideas and vision conforms to the spirit
of Islam.

INTRODUCTION:
The social life of the true Muslim is based upon supreme principles and designed to
secure happiness with prosperity for the individual as well as for the society. Class
warfare, social caste and domination of the individual over society or vice versa are alien
to the social life of Islam (Abdalati, 1975). However, it is rather depressing to observe
that the present Muslim States and conditions of people of Islamic faith is at its lowest
level of dignity, honour, weak in spirit, and quarrels, disintegrates, divides among
ourselves at the advantage of the enemies of Islam. The unity of humanity is not only in
its origin but also in its ultimate aims. According to Islam the final goal of man is Allah.
From Allah we come, for Allah we live and to Allah we shall return. As revealed.: “
Thus, We made of you an Ummat justly balanced. That ye may be witnesses over the
nations; and We appointed the qiblat to which thou wast used; only to test those who
followed the Messenger from those who would turn on their heels from the faith. Indeed
it was a change momentous, except to those guided by Allah. And never would Allah
make your faith of no effect. For Allah is for all people most surely full of Kindness
most Merciful”( Surah al baqarah verse 143)
“ T o each is a goal to which Allah turns him ;then strive together (as in a race)
towards all that is good; wheresoever ye are; Allah will bring you together. For Allah
hath power over all things” ( surah al baqarah verse 148)
The unity of origin and ultimate goal are the background of social life in Islam and
therefore the relationship between the individual and society. (Surah Zaariyat, Ayat 5658). “l have only created Jins and Men , that they may serve Me. No sustenance do I
require of them, nor do I require that they should feed Me. For Allah is He who gives all
sustenance; Lord of Power , Steadfast for ever.”

Islam is perfect for all mankind but Muslims failed to uphold, implement and
adhere to the basic principles of Islam .We said it loud and clear the Kalimah Taiyibah as
Laila ha illallah Muhammadur Rasulullah - There is no god but Allah, Muhammad is the
messenger of Allah”. But what do we really have? We create many gods. We are afraid
of human beings and honor them more than we are afraid and love of Allah (SWT),
because at great gatherings like this, we sometimes skip our daily prayers. We in fact
disobey the basic command of Allah (SWT). which revealed as “ And establish regular
prayers at the two ends of the day and at the approaches of the night; for those thing that
are good remove those that are evil; that is a reminder for the mindful”(Surah Hud Ayat
114). We cannot talk on unity unless and until we are able to be in unity in prayers in
togetherness (jamaah), together we praise and humble ourselves in prostration to the
greatness of Allah (SWT), the Creator of the heavens and earth. This is the inner strength
of the Muslim Unity, the daily prayers performed in ja,maa or at least perform the daily
prayer in person for in its contain the unity of the Ummah in saying “Assalamualaina
waa’la ibadiIIaahis salihin”- peace be upon us and upon those servants who perform
good deeds.
Are the Muslim World today contented to be in the present status quo in which the
systems in trade, education, social and culture, communication, finance, development and
security and defense, are all intelligently dominated, manipulated, distorted and
unfairness dealings by the western powers under globalization?
Even though our national territories are not shrinking, but our minds and thinking
are slowly but surely being exploited, disempowered and technologically colonized by
their powerful mass media and communication networks. The western mass media are
experts in facts manipulation, unfair reporting, bias information and even worst the
misunderstood aspects of Islam is being highlighted, and Muslims are branded by
western medias by many terms but none are accepted in Islam.
Our balance of trade is forever in the red because we all import western goods and
services more than what we should do among ourselves. Even though Malaysia exports a
substantial amount of halal food to OIC countries, that volume is like a drop of water

in the ocean when you compare it with the amount of western goods and services that are
being imported into OIC countries.
The Islamic concept of knowledge — ilm — must form the basis of the theoretical
and institutional structure of education in Islam. In other words, what makes education
truly Islamic is the fact that it is based on a genuinely Islamic notion of knowledge. The
concept of ilm, as has been argued forcefully in recent years by numerous Muslim
scholars, integrates the pursuit of knowledge with values, envelopes factual insight with
metaphysical concerns, and promotes an outlook of balance and genuine synthesis. This
is the ultimate difference between the western notion of knowledge, which keeps
"knowledge" and "values" in two separate compartments, and does not appreciate any
form of knowledge that is not gained by sense perception. The integral world-view of
Islam, on the other hand, furnishes us with a number of concepts which, when
operationalized and actualized in all their sophistication at various levels of society and
civilization, yield an integrated infrastructure for the distribution of knowledge. In
addition to the core concept of Tauheed, at least five other Islamic concepts — of ilm
(knowledge), adl (justice), Ibadah (worship) Khilafah (trusteeship), istislah (social
welfare) — have a direct bearing on education to be pursued in the true Islamic spirit.
The all-embracing Qur’anic concept of ilm shaped the outlook of the Muslim people right
from the beginning of Islam in Arabia. Islam actually made the pursuit of knowledge a
religious obligation: by definition, to be a Muslim is to be deeply entrenched in the
generation, production and dissemination of knowledge (Syed Abdul Latiff, 1977).
This is significantly borne out by the first revelation of Iqra (Read!)(Surah Alaq,
Ayah 1-5) “ Read ! in the name of Thy Lord, and Cherisher ,who created- created man
out of the lrach-like clot; Proclaim! And Thy Lord is Most Bountiful-He who taught (the
use of ) the Pen-Taught man doth which he know not” revealed to our beloved Prophet
Muhammad (SAW).
Again the concept of ilm here is not a limiting or elitist notion. Ilm is distributive
knowledge. It is not a monopoly of a few individuals, or a certain class, group, or gender;

to acquire it is not an obligation only for a few, absolving the vast majority of the society;
it is not limited to a particular field of inquiry or discipline but covers all dimensions of
human awareness and the entire spectrum of natural phenomena.
“ And among His Signs is the creation of the heavens and the earth, and the
variations in your languages and your colours; verily in that are signs for those who
know.” ( surah ar rum verse 22)
. Indeed, it seems that the Holy Qur’an places ilm at par with adl; the pursuit of
knowledge is as important as the pursuit of justice. One is an instrument for achieving the
other. Only when knowledge is widely and easily available to all segments of society, can
justice be established in its Islamic manifestations. The Islamic civilization has rightly
been described by some historians as the civilization of "the book."
Despite our entire rich heritage, our educational systems lack the integration and
the assimilation of both the revealed knowledge and the acquired knowledge. (Afzalur
Rahman, 1980). The integration or more appropriate, the Islamization of all forms and
spirit of knowledge will produce a well rounded, balanced persons who appreciates the
needs of this present, temporary, transitory and playful world and the permanent world
after death.
It is common knowledge that Ummah's basic economic problem is the dependence
of the Muslim countries on others. Most of them are borrowing huge amounts from the
rich Western countries. Some countries are incurring these heavy interest-bearing loans
not only for the development projects, but also for their day-to-day expenses, and what is
more serious, is the payment of interest or debt servicing accrued on their previous loans
which keeps the size of their indebtedness ever-increasing, through a vicious circle.
Dependency on foreign loans is the basic disease of our economy that has not only
shattered our economic life, but has also devastated our self-determination and has forced
us to submit to the demands of our creditors, sometimes, at the price of our collective
interests. It is no secret that the creditors impose their own conditions before they
advance a loan. These conditions keep us under a constant foreign pressure, often

stopping us from pursuing our own objectives and force us to follow the policies dictated
by others. The evil consequences of dependence on foreign loans are too obvious to need
any further elaboration. Islamic teachings consider "Indebtedness" as a detestable
phenomenon, which should not be resorted to except in cases of extreme necessity. But
our present indebtedness was not created by lack of resources. In fact, the Muslims have
never been so resource-rich. They own enormous natural resources. They occupy
important strategic positions on the globe. They are joined together by a geographical
chain from Morocco to Indonesia. They produce nearly 50% of the oil of the world. They
are said to account for more than one third of the world's export of raw material. What is
more, the cash they have invested in the western countries alone may be more than
sufficient to set off their total liabilities.
Our dependence on foreign loans is self-imposed for which we cannot blame
anyone but ourselves. We did never probe into the factors underlying the flight of our
capital. We did never try to remove those factors and instill confidence in our own
people. We could not deliver ourselves from the corrupt and oppressive system of
taxation. We were not able to create a peaceful atmosphere for investment. We could not
provide our countries with stable political system. We did not bother to create
opportunities for the sound utilization of capital and, above all, we failed to mobilize the
spirit of Islamic Unity and to activate the strength of the Muslim Ummah as a whole.
The tragic situation cannot be corrected by expensive celebrations at the advent of
the new century. We will have to take the challenge of time seriously. Our economic and
political leadership will have to find ways and means to free ourselves from dependence
on foreign countries. This is where the concept of “The United Muslim Ummah”
(TUMU) comes in. We already have the basic resources for that. All we need is to
design new policies to utilize the wealth of the Ummah within the Muslim World, and to
develop the concept of Islamic Brotherhood and mutual understanding and cooperation.
The Quran says: "All the Muslims are brothers." Qur'anic injunctions and the Prophetic
teachings require that the Muslim Ummah should act as a single body. The geographical
barriers should not divide them into different nations with conflicting objectives. The
political boundaries may only be tolerated for the internal administrative affairs of each

country, but all the Muslim countries must have a united face at least with reference to
the common objectives of the Muslim Ummah vis-à-vis the rest of the world. Gone are
the days when technical know-how was the monopoly of a few Western countries. Now,
the Muslim talents are capable of at least handling the immediate requirements of the
Ummah. What we need is to seek these talents, and to put them to the service of this
Ummah with a missionary zeal. But all these require the unified, integrated and the
systematic efforts from the leadership of our countries. This is the biggest challenge faced
by all of us. We must meet it, not only for the betterment of the Ummah, but for our own
survival as well as for the benefit of all mankind. A great responsibility, in this respect,
lies on the shoulders of TUMU, which should take the initiative and create a Muslim
talents pool to design new policies for the Ummah as a joint-unified- integrated body. To
be united, we must, but to be divided and to be disintegrated, we must not. This is why
we are here today! TUMU is now born.
On finance, even though we have a limited degree of Islamic Banking, Islamic
Capital Market and Takaful (Islamic Insurance), but global trading and transactions are
all dominated by financial system where usury or interest rate is the game. This is
contrary to what is revealed in the Qur’an as follows,
“Those who devour usury (interest) will not stand except as stands one whom the
Satan by his touch hath driven to madness, this is because they say, “trade is like usury”
but Allah s.w.t. has permitted trade but forbidden usury. Those who after receiving
admonition from their Lord, desist, shall be pardoned for the past, their case is for Allah
s.w.t. to judge. But those who reject, they are the companions of the fire; they will abide
there forever. (Surah Al Baqarah: 275)
Again in verse 130 Surah Ali Imran, Allah revealed “O ye who believe! Devour not
usury, doubled and multiplied, but fear Allah that ye may really prosper.”
What is the value of monies we dump in the western banks with high rate of
interests and buying stocks in the New York Stock Exchange, Dow Jones etc. even
though we know that they are involved in non halal counters? There is therefore the

urgent need for us to develop strategies for using our Allah endowed resources in ways
sanctioned by Allah to whom we are accountable for all our activities on earth.
On the development front, we lack the concern for the refinement, development and
exploitation of the spiritual, psychological, and mental domain of mankind, thus we
witness the moral decay and lack the beauty of ethics and good manners, but instead the
lust for power, egoism, greed, unconcerned and uncaring for the environment, polluting
the air, contaminating the water system, killing the eco-systems, murder of various
degrees including declaring unwanted war, killing humans and other Allah’s creations on
earth, in total disregard for the value of life. This wanton mismanagement of Allah
endowed resources should be reversed if we are to qualify to be called the vicegerent of
Allah on earth. (Althaf Gauhar, 1978)
The capitalist economies still suffer from inequities in the distribution of wealth.
There is still a large gap between the haves and the have-nots and 'poverty in the midst of
plenty' is still the major problem of their economy. These are the real problems created
by capitalism and unless they are satisfactorily solved, it may give birth to another
reaction that may be more aggressive than communism. The world, therefore, is in urgent
need of a Third Economic System to be known as Islamic Economic System (IES) for the
New World Order (NWO).
The Muslim Ummah can work out this system based on the Islamic norms. The
economic principles taught by the Qur’an and Sunnah of the Prophet (SAW) are quite
capable of solving the major economic problems faced by the world today. While they
allow private ownership and market economy, they also provide a well-considered
system of distributive justice, which may eliminate the inequities and bring about a
system in which profit motive works with the collective interest of the society. The basic
fault of communism was that, frustrated with the inequity of capitalism, it assailed the
very institutions of private ownership and market forces and developed a utopian idea of
planned economy which was unnatural, artificial and oppressive. The denial of individual
liberty curtailed the zeal for production and the wide powers of the state left the destiny
of the people in the hands of the ruling elite. It was neither private ownership nor the
institution of market forces that was the basic cause of injustice in the capitalist system.

The basic factor for creating inequities in the capitalist countries was the absence of
a criterion to differentiate between just and unjust earnings. The instruments of interest,
gambling, speculative transactions and the tools of exploiting immoral desires of the
consumers to secure huge profits were allowed, which tend to create monopolies and in
turn paralyze the forces of demand and supply or at least obstruct their operation.
The system of interest favors the rich industrialists who benefit from the wealth of
the common people who deposit their savings in the bank, and after making huge profits
do not allow the common people to share these profits except to the extent of a fixed rate
of interest that is again taken back by them as it is charged to the cost of production. At
macro level, it means that these rich people always use the money of depositors for their
own benefit and in reality pay nothing to them because the interest payments are always
added to the cost of production. Similarly, gambling is a major instrument for
concentrating the wealth of thousands of men in a few hands and for promoting the
disastrous motive of greed for the unearned income. The speculative transactions are also
a major source of disturbing the natural market operations and contribute to the inequities
in the distribution of wealth. (Kurshid Ahmad, 1976).
Islam not only allows the market forces but also provides mechanism to keep them
operative with their natural force without their being hindered by monopolies. It applies
two types of controls on the economic activities. First, it subjects the process of earning
to certain divine injunctions, which clearly define the limits of halal and haram. These
injunctions tend to prevent monopolies and curb the unjust and immoral earnings and
commercial activities, detrimental to the collective interest of the society.
In the context of modern economic needs, where the savings of the common people
are activated to boost development, the use of the Islamic instruments like musharakah
and mudarabah, instead of interest, may make the common people directly share the
fruits of development which may bring prosperity in a balanced manner reducing the gap
between the rich and the poor. Second, the institution of zakat, sadaqat, waqf, and certain
other financial obligations provide that even the halal income is again distributed to the
persons who could not earn enough due to insufficient market opportunities. Through the
multiple controls, the wealth is kept under constant circulation and the chances of its

concentration are almost eliminated. Unfortunately the Principles of Islamic Economy
(PIE) are still in infancy, which through commitment, will, sincerity and awareness, it
would Insha Allah be a reality. The Muslim Nations in general, have not tried to structure
their economies on Islamic basis. Most of them are still following the capitalist system
and that too in a half-baked manner, which has made the economic atmosphere much
worse than that of the developed capitalist countries. Unfortunately, despite having the
clear cut Islamic injunctions, the inequities existing in Muslim countries are far more
severe than in the Western world.
This tragic situation cannot last forever. If we are not prepared to mend our ways,
some natural process of revolution is bound to find its way. If we want to avoid
disastrous consequences of such revolution, we'll have to restructure our own Islamic
Economic Systems (IES) on the basis of clear guidance provided by the Qur'an and
Sunnah. Our success in setting an example for implementing the Islamic Principles will
be our best gift to the human fraternity at the advent of the new century. We hope that, if
the Principles of Islamic Economy are implemented sincerely, we'll find the world more
receptive to them today than we experienced it in the past.
The Islamic Law (Syariah) is to be looked at the positive angle and the setting up of
an International Islamic Court Of Justice (IICJ) shall solve all human injustices for the
references will be the Qur’an, hadith, ijma’, ulama’ and finally ijtihad. It will settle all
legal problems for all mankind, for Islam is for all mankind. As revealed, “ Now then for
that reason, call them to the faith and stand steadfast as thou art commanded, not follow
thou their vain desires; but say,: I believe in whatever book Allah had sent down; and I
am commanded to judge justly between you. Allah is our Lord and your Lord! For us is
the responsibility for our deeds, and for you for your deeds. There is no contention
between us and you. Allah will bring us together , and to Him is our final goal.” ( surah
as shuraa’ verse 15)
“ Ye are the best of people s evolved for mankind; enjoining what is right,
forbidding what is wrong. And believing in Allah. If only the people of the Book hath

faith, it were best for them, among are some who have faith, but most of them are
perverted transgressors.” (surah Ali imran verse 110)
Just to channel our thoughts in all these problems facing the Muslim Ummah in
general, please think and ponder over these verses of the Quran as follows:
“Allah s.w.t. will not leave the believers in the state in which you are now, until He
separates what is evil from what is good, nor will Allah s.w.t. disclose to you the secrets
of the unseen, but He chooses of His Messengers whom He pleases. So believe in Allah
s.w.t. and His Messengers, and if ye believe and do right, ye have a great reward without
measure.”(Surah Ali Imran Ayah 179)
THE WAY FORWARD FOR THE MUSLIM UMMAH
Therefore, in order to achieve unity of the Ummah, we invite all of us to:
Total paradigm shift of the mind, spirit, psychic and soul to be directed only
toward serving Allah s.w.t. by doing good deeds and forbidding evil among
mankind and other living creation of Allah s.w.t. This is the total grand jihad
(struggle, strive) of the Muslim Ummah in this 21-century and forever.
“Ye are the best of peoples, evolved for mankind. Enjoining what is right ,forbidding
what is wrong and believing in Allah. If only the people of the Book have faith ,it

were best for them, among them are some who have faith, but some of them are
perverted transgressors” (surah ali imran verse 110)
Strengthen further the conviction (yaqin) and the belief (iman) that we are the
best people evolves among mankind, believe in the hereafter and compete in
doing goodness. “ Let there arise out of you a band of people inviting to all that is
good, enjoining what is right and forbidding what is wrong; they are the ones to
attain felicity” ( surah ali imran verse 104)
Support, coordinate, integrate and close ranks by all Muslims globally,
irrespectively of our social, political, educational, economical and national status
in realizing this Master Plan of TUMU. This is the proof of our commitment for
Muslim Unity and for the betterment of the Muslim Ummah. “Whatever good O!
man, happens to thee, is from Allah, but whatever evil happens to thee is from
thyself. And We have sent thee as a Messenger to instruct mankind, and enough
is Allah for a witness” ( surah annisaa’ verse 79)
Please appreciate that
Allah, He will help you and plant your feet firmly. But
those who reject Allah for them are destructions and Allah will bring their deeds
to naught.” (Surah Muhammad verse 7-8).
In one of the famous sayings of the Prophet Muhammad (SAW), he stated: "I
enjoin on you five things: A collective life (jama'ah), listening (sam'), obeying (ta'ah),
migration (hijra), and striving hard in Allah's way (jihad fisabilillah). He who secedes
from Jama'a (social movement) as much as a span has cast off the tie of Islam from his
neck, unless he returns to its fold. And he who summons to what the pre-Islamic (jahiliya)
people followed belongs to the assemblies of hell even if he fasts, offers prayers, and
asserts that he is a Muslim." (Transmitted by Ahmed and Tirmidhi)

“Blessed be He in whose hands is dominion , and He over all things hath
power) (surah al mulk verse 1)
The proposed Organization, The United Muslim Ummah (TUMU) will be in the
main a Cyberspace Based Organization (CBO) supplemented with land - based programs
and activities will have an organizational structure shown in Figure 1. TUMU will have a
Secretariat with an Amir assisted in the running of programs (Amal) by seven Amal
Coordinators to be in charge of the TUMU Secretariat.
“He directs the affairs from the heavens to the earth ; then it ascends unto Him
on a day , the measure of which is a thousand years of your reckoning” ( surah
assajadh verse 5)
The seven Amals (programs) spans all sphere of human activities in life as it affects
all creations of Allah made up of human beings, animals, and the whole environment
(water, land, air) with human beings as the Custodian (Khalifa of Allah) with the
responsibility to utilize all the resources provided by Allah to enable us to worship Allah
the way Allah should be worshipped which is our main goal in life and the purpose of
creation of human beings and jinn. The seven Amal (programs) are; Education,
Development, Communications, Finance, Social and Culture, Trade, Security and
Defense.
“And We appointed , from among them, leaders, giving guidance under Our
Command, so long as they perservered with patience and continued to have faith in our
signs . Verily Thy Lord will judge between them on the day of Judgement , in the matters
wherein they differ among themselves. Does it not teach them a lesson , how many
generations We have destroyed before them, in whose dwellings they now go to and fro?
Verily in that are signs ; do they not then listen?”
( surah as sajadh verses 24-25-26)
There will also be a TUMU Shura Council with composition made up of all Amal
Coordinators and Global representatives as shown in Figures 2 and 3.

In order to maximize the utilization of existing resources in all Muslim Nations, TUMU
will have a Shura Council, which will be an E-Management, headed by the Amir of
TUMU together with the Amal Coordinators with representatives from various existing
organizations
like

ASEAN(Association of South East Asian Nations), GCC (Gulf Coordinating Council),
EU(European Union), AL(Arab League), AU(African Unity), NAM,(Non- Alliagned
Movement) SA,(South America) NA,(North America) Russia, China and India

shown in Figure 3.
The Shura Council will meet annually at Makkah after completion of Hajj rites to receive
and review progress reports from Amal coordinators, to formulate new programs as well
as discuss and propose solutions to problems faced by TUMU Nations in the
implementation of Amals.”
OBJECTIVES AND VISION OF TUMU
Through the seven core Amals (programs) or activities (see Figure 4) TUMU envisages
to uplift the well being of the Ummah in particular and mankind in general as We, the
Vicegerent of Allah on earth( insanul kamil) are to serve mankind and to serve Allah.
The vision of Ummah will be achieved through implementation of the seven basic Amals
(programs or activities) by executing , monitoring, reporting, informing (ICT), and reexecuting all the amals and programs

Each of the seven core activities under each amal shall have areas of concentration as
shown below;
i)
It
International Islamic Educational Curriculum Development
will be involved with Islamization of all branches of knowledge through
development of detailed syllabuses at all levels in the educational sector, as well as
carrying out curriculum review and update as and when the need arises. As a guiding
principle only TUMU may suggest the following subjects taken collectively as they
are related to one another.
a. All source of knowledge must originate initially from the Quran and those
knowledge not found then seek from those who know them as revealed,
“Before thee, the messengers We sent but men. To whom We granted
inspiration; if you know this not, ask of those who possess the
knowledge(message)(surah al anbia’ verse 7)
b. Teaching thinking is a must to all as this will be the tools for all of how,
what , why and when to think, if not we just be like robots and parrots.
Knowledge must be applied in day to day affairs of mankind
c. Ultimately, knowledge must bring oneself closer to the Creator , Allah swt
d. The maximization and optimization of one’s potentials, talents, interests,
inclinations, creativities , and ambitions to strive to be the best in the
physical form, mental alertness, and physchological spiritual awareness.
(ii) Islamic Formal Education will be involved with programs dealing with
child care, pre-school, formal school i.e. primary and secondary as well as

tertiary education. This program will also deal with continuous education in
the form of refresher courses through seminars, workshops, conferences, daily
ta’alim sessions etc as well as programs for senior citizens. TUMU is very
much concerned at the initial stage of education and the subsequent learning
process is the knowledge of Allah being the first and foremost knowledge
that must be mastered.
. “And call not , besides Allah on another god. There is no god but He .
Everything that exist will perish except His Face. To Him belongs the
Command, and to Him will ye all be brought back” ( surah Al qasas verse
88).
In order to call Allah , one way is to perform daily prayers. And this have to
be done properly and correctly with the most attentive mind and spirit of a
person, failing which , the syaitan is ever ready to disturb, distract, allure
him/her . What is meant by “ another god” which have to be elaborated in
great details as they are together with syaitan to lead all mankind to hell as
revealed,
“ O ye who believe, ! enter into islam whole heartedly; and follow not the
footsteps of the satan for he is to you an avowed enemy.” ( surah al baqarah
verse 208)
“ O ye the children of Adam! Whenever there come to you messengers from
among you, rehearsing My Signs unto you-those who are righteous and mend
their lives, on them shall be no fear nor shall they grieve. But those who reject
Our Signs and treat them with arrogance they are companions of the fire . to
dwell there in forever.” ( surah al a’raf verse 35-36)
please note that the most arrogant of Allah’s creation is satan himself “Allah
said,
; what prevented thee (satan-iblis)from prostrating when I commanded thee?
He said, “ I am better than He (Adam); Thou did create me from fire, and him
from clay. Allah said, “ Get thee down from it; it is not for thee to be arrogant
here. Get out., for thou art of the meanest of creatures. Allah said, “ Get out

from this , despised and expelled. If any of them( generations descendents of
Adam ) follow thee ( satan) Hell will I fill with you all.”( surah al a’raf verses
12-13- and 18)
The point here is the teaching and the proper doing of solat(prostrate is a part
of solat) for all beginners in the search of knowledge. Without solat and the
knowledge of Allah , the search of subsequent knowledge is meaningless
.What is the use of a nuclear scientist if he is an unbeliever , arrogant and
unguided?
“ Some He dath guided, others have deserved the loss of their way; in that
they took the Satan in preference to Allah , for their friends and protectors,
and think that they receive guidance’ ( surah al a;raf verse 30)
Thus , in this part , TUMU have the following syllabi in built in the systems;
. 1. solat to be performed in all schools , primary, secondary and universities as
programmed . in supplementary to the understanding of the Quran as revealed.
“knows the deeds that you do”( surah al angkabut verse 45).
Therefore to programme solat in all types of schools, “ and Recite what is sent of the
Book (Quran) by inspiration to thee and establish regular prayer; for prayers restrain
from shameful and evil deeds; And remembrance of Allah is the greatest thing in life
without doubt.”
And remembering Allah in all institutions of learning especially in all universities,
is one of the many ways to culture and develop the best of ethics and moral and “
REMEMBRANCE OF ALLAH is the greatest thing in life”.
. 2. The understanding, the manner and all perfection of solat is an on going learning
process in schools
3. The process of the solat system is ,
“ Whatever beings there are in the heavens and the earth do prostrate themselves to
Allah with good-will or in spite of themselves; so do their shadow; in the morning
and evenings.” (surah al ra’d verse 15) .

Therefore, to perform solat is in step and in rhythm with the heaven and the earth
for that matter ., the first thing to be examined on the day of judgement is the solat
performed by all individual muslim, if it is presentable and acceptable by Allah
everything else is an easy process, otherwise, it is difficult all the way, probably
leading to hell for being disobedient not performing solat as prescribed at fixed time
of the day and night everyday
. “And establish regular prayers at the two ends of the day and at the approaches of
the night; for those things that are good remove that are evil; that is a reminder for
the mindful” ( surah Hud verse 114)
Secondary is the historical knowledge of the creation of man and the many anecdotes
of all the prophets from Adam to prophet Muhammad ,( peace be upon him) as
revealed in the AL Quran and to extract the many lessons and wisdoms derived from
their lives and tribulations as they are relevant in day to day applications. The focus
here is to study values, ethics and morals. Good manners , respect the elders,
salutation , permission to entre the room of parents ,as revealed,
“But when the children among you come of age, let the also ask for permission , as
do those before them; thus does Allah make clear His Signs to you; for Allah is full of
knowledge and wisdom” (surah an nur verse 59 read also verse 58)
fair and just , forgiveness and many others human values and goodness that can be
learnt from the Quran. By so doing we are developing the human capital to develop
the earth in line with Allah’s commands.
All other subjects for worldly usages are supplementary to the above important core
basic and principle subjects -------------, knowledge of Allah and all prophets from the
Al Quran, solat ,and moral(akhlaq), and other principles of islam will be taught in the
systems as a learning process, say Islamic banking systems and takaful, savings and
unit trusts,
Islamic legal systems, business and management ethics, trading in
commodities and shares, Islamic bonds
and many other disciplines. All these are to
be exposed at the early stage of learning cycle and not wait until admitted into any
university. Probably , it is late to know that students do not even have a saving

account when leaving school! As this culture of saving was not exposed and taught
at schools. On the positive note , the nations will benefit a lot from the saving of
millions of students in all Muslim nations globally
It is most disheartening and frightening to know that many secondary pupils cannot
perform solat as prescribed, and even there are mosques built within or near the
schools , pupils only perform Friday prayers. Is this correct?
The correct and proper manner is to perform daily zuhur prayers and asar prayers as a
group congregation and lead by the imam of the school, every muslim in the preschool ,schools, primary or secondary, and universities, must solat , there is no
excuse , for solat is Allah’s command not the wish of the headmaster or school
principle or the rector of any university. For those who are arrogant and disobeys
Allah’s command is equal to satan who did not prostrate as commanded by Allah.
This is the first lesson to be emphasized. We can imagine the greatest human impact
if all schools and universities , all their humans ,in them perform solat glorifying
Allah and humble oneself to Him alone, at the time of azan, then we are the real
servant of Allah on earth.! Once , solat is the culture and the way of life for all
muslims pupils, students and graduates, then only we will witness all of them perform
solat whenever , whatever, wherever and however they are, when they face the
challenging world of various jobs and professions, then only they are eligible to be
termed as professional muslims which will reflect the image of the nation they live in.
Iii) Qur’an and Sunnah Centre:
This program will include reviewing, studying Al-Quran and Sunnah for application
in normal day to day lives of Muslims globally through seminar, workshops,
production of printed materials, software etc. The Center will also deal with issues on
Fiqh, Schools of Thoughts (The Four Mazhabs) with efforts made for harmonization
for easy of application throughout TUMU Nations.
This centre is to produce men and women who , not only memorize the whole Quran
but most important is the ability to express the contents in the most simple way to be

understood by anybody. They must be able to apply and adopt the verses of the Quran
whenever it is applicable and needed for clarity and firmness, to avoid confusions.
Then all must follow the Quran supported by the Hadith where ever needed.
The effort to harmonise all the four school of thoughts (4Mazhabs) is the task of this
centre and will come out with rulings that are easily applicable for global muslims.,
and any effort by any authority to go against the rulings is amount to “ declare war”
against Islam
iv)
Virtual Global Islamic University:
The virtual institution will be involved with the education of Muslims and nonmuslims globally at the tertiary level in cyberspace using Islamized revealed and
acquired knowledge curriculum developed by the International Islamic Educational
Curriculum Development Committee. Candidates can enroll for studies in selected
disciplines, leading to the award of degrees at bachelors, masters and doctorate levels.
Convocation for the conferment of the degrees will however be carried out at
designated land-based locations. A special website and portal will be drawn up to
enable people all over the globe to register as students , either to achieve degrees or
just to acquire Islamic knowledge . The enrolment is not confine to muslims only , it
is for all mankind, for islam is for all and it is the main role and task of the Virtual
international Islamic University to inform the world what is Islam , and what is not
Islam.
v)
Islamization of Humanity through Da’awah.
This will involve the full cooperation and participation of all existing global Muslim
organizations like INTERNATIONAL INSTITUTE FOR MUSLIM UNITY (IIMU)
INTERNATIONAL INSTITTUTE FOR ISLAMIC THOUGHTS (IIIT), ISLAMIC

strategies for implementation of Islamic Da’wah globally for mankind to achieve
desired objectives.
“And who does more wrong than he who invents a lie against Allah or reject the truth
when it reaches him? Is there not a home in hell for those who reject faith?”( Surah
al angkabut verse 68)
It is with the effort to tell the truth by way of reading and understanding the Quran
, the Hadith , listening to the learned and knowledgeable Muslims worldwide, then
only we are capable of convincing the human kind to know islam and iman
consequently

Education and development of the socially handicapped:
This will involve development of programs for implementation at local national,
regional and global levels to develop the socially handicapped .to become self reliant
and productive members in society. There will be the need to establish centers well
staffed with qualified professionals as well as equipment and other relevant resources.
vii)
Professional and Skill Development:
This program will be involved with setting up of technical schools/ colleges,
vocational training centers in collaboration with industries at local national and
international levels. There should be a built in mechanism through global networking
for optimum utilization of resources such as equipment, staff, workshops, laboratories

etc. within TUMU Nations to enable candidates from areas with inadequate resources
to benefit from the facilities available in other TUMU nations worldwide.
The R & D on Defense Industries and Biotechnology for Agriculture as first
priority projects.. This will be a long term plans to make it workable and cost
effective at the same time make TUMU nations militarily independence
but
inter=dependence among TUMU Nations thus they will be no more dependence on
the Western and Russian military hardwares for their national defences.

Kalimantan , Indonesia.

National & International Islamic Court of Justice: Harmonize and standardize
all the schools of Islamic Fiqh. Codification of the Shariah Laws. Research
and Development in the interpretation of Shariah law and standardization.
Development of curriculum of legal education.
ii)
Mosque-Center-point of Islamic Activities: All conferences, seminars
workshops etc. to be held in mosque complexes. Center of learning through
ta’alim, ta’alum. All affairs of the Shura to be done in the mosque for
selection of Amir and the constitution of the Shura Council.
iii)
Conflict-Crisis management and Problem solving: Center of arbitration by
TUMU to resolve all personal, community and national conflicts and
problems.
iv)
Culture and Youth Development: Integration of culture and art within TUMU
Nations. Development in Islamic perspectives through youth exchange
programs i.e. Formation of TUMU Youth Corps. The need to develop TUMU
Youth Camps for training in all TUMU nations . The present camps of the
PLKN ( PUSAT LATIHAN KHIDMAT NEGARA ) MALAYSIA will be the
models to train muslim youths globally in many aspects
v)
Tourism and Culture: Promotion of tourism and culture among TUMU
nationals, promotion of K-passport for ease of movement of TUMU nationals.
Development of a portal on E-Culture for TUMU.
vi)
Language Centers: Establishment of multi-lingual centers at Regional points
for integration of the Ummah. E-Learning of languages.
vii)
Poverty- International Zakat Distribution: Programs on poverty alleviation
for disadvantaged groups in society made up of widows, physically
handicapped, orphans, old and infirmed using Zakat funds.

i)
E-commerce & E-laws: Riba/interest based commerce shall be declared
illegal. Product promotion through advertising as well as sales shall be
through cyberspace. Islamic principles of discharge of trust (Amanah) shall be
applied to the quality of products as well as delivery of goods/products.
ii)
Trading among TUMU Nations: Production and promotion of products
among TUMU nations globally, specialization in production of products too
should be encouraged while promoting healthy competition through quality of
product and fair market prices. Trade and Commerce Exposition on rotation
basis among TUMU Nations.
iii)
Production/Marketing Systems: Specialization in production and setting up of
market network within and outside TUMU nations. Halal Food Global
Network: Continuous monitoring of all production of food products to within
TUMU and most importantly outside TUMU nations to ensure they are Halal.
Produce Shariah guidelines to be followed for monitoring and compliance.
iv)
TUMU - collaboration in Globalization: Fair price in raw materials and
finished products based on equity and justice. Standardized product quality for
raw materials and finished products. A TUMU ISO will be established.
v)
Industrialized Nations and Developing Nations Equity Partnership: In situ
production with strict observance of environmental regulations. Marketing of
finished products to serve local, regional and global needs according to
priority.
vi)
Professionals & Experts in TUMU: Promote free movement and migration of
professionals/ experts to / among TUMU Nations. Reverse brain drain from
industrialized to TUMU Nations to serve the Ummah as well as promote
unity.

IMPLEMENTATION STRATEGIES OF TUMU
“Let there arise out of you a band of people inviting to all that is good, enjoining what
is right and forbidding what is wrong. They are the ones to attain felicity” (Al- Imran
Ayat 104) “Ye are the best of peoples evolved for mankind. Enjoining what is right,
forbidding what is wrong, and believing in Allah…” (Surah Al–Imran Ayat 110).
For smooth take off and implementation of TUMU, the proposed strategies to be
employed are shown in Figure 10 and table 1. The first stage is the enabling opportunity
brought about by The International Institute of Muslim Unity (IIMU) through the
conference on Muslim Unity which created the awareness and awakening in all of us the
need to go back to our Islamic roots and heritage so as to restore our dignity to be what
Allah wants us to be which is that of the best of all peoples evolved for mankind. After
the conference, interested participants will be invited to form a TUMU Working
Committee (TUMUWC). All participants will be requested to become facilitators for
membership drive for TUMU on return to their various destinations. Since TUMU will be
a cyberspace-based organization, the Working Committee will arrange to setup a portal
for TUMU to disseminate information about TUMU globally. Initial start up fund for
TUMU operations will be requested from TUMU members. The Working committee will
then arrange for the TUMU inaugural conference to be hosted by IIMU for selection of
Amal Coordinators for the seven core TUMU Amals. The Amal Coordinators will them

select/ elect the Amir who will arrange for a meeting promptly for the Amal coordinators
to identify programs and programs to be executed during the year. Finally there will
Insha Allah be an annual TUMU Shura Council meeting in Makkah after during Hajj to
review progress reports on projects and programs as well as plan new projects for the
coming year.
CONCLUSION
“For him (each) person, there are angles in succession, before and behind him. They
guard him by the Command of Allah. Verily Allah will not change the (good) condition
of a people as long as they do not change their state (of goodness) themselves (by
committing sins and by being ungrateful and disobedient to Allah). But when Allah
Wills a people’s punishment, there can be no turning back of it, and they will find
besides Him no protector” (Surah Ar-Ra’d Ayah 11).

BRIEF BIO-INFORMATION ABOUT THE AUTHORS:
DR. SULEYMAN AREMU MUYIBI was born in 1950 in Osogbo, Osun State Nigeria.
He earned his BS in Engineering from the University of Central Florida USA 1979,
MEng from the University of Benin, Nigeria in 1987 and PhD in Environmental
Engineering from the University of Newcastle upon Tyne, UK in 1995. He earned
Diploma in Islamic Studies from the International Islamic University Malaysia in 2001.
He is a member of the Nigerian Society of Engineers (NSE), a Registered Civil
ENGINEER (COREN, Nigeria), and a member of the Malaysian National Committee on
Irrigation and Drainage (MANCID), and Group Leader of the Environmental
Biotechnology Engineering Research Group at the International Islamic University
Malaysia. He is currently an Associate Professor in the Faculty of Engineering in the
Department of Biotechnology Engineering at the International Islamic University
Malaysia. His area of research interest include environmental biotechnology, water
supply and treatment, wastewater treatment, water pollution control, development of
bioactive materials for use in water and waste treatment, and environmental hydraulics
and application of Islamic principles in environmental pollution control and prevention.
He has authored and co-authored more than 40 technical papers in journals, conferences,
technical reports, and a textbook. He is presently the Amir of the Nigerian Muslim
Network (NMN) and a member of Board of Trustee of Muslim Educational Trust Fund
(METF). He is married with four children.
HJ.ABU ZAHRIN BIN ABU BAKAR was in born 1944, educated at The Royal
Military College, Malaysia, a multi-racial-cultural-religious-ethnic boarding Secondary
Institution. He was enlisted in the Malaysian Army, and served for 27 years with
operational, administrative and logistical staff and command functions. After graduating
from The Malaysian Armed Forces Staff College, he was sent to the University of
Lancaster, England to study Diploma in Politics-International Relations & Strategic
Studies, and obtained MA in Systems Management. He appointed as the Imam of The
International Muslims Society of Lancaster University (1979-1981). He also earned
Diploma in Islamic Studies (DIS) from the International Islamic University Malaysia in
2002.
His interest to propagate Islam motivated him to be in The Regional Islamic Da’awah
Council of South East Asia the Pacific (RISEAP) as the Executive Secretary. This
position had enabled him to establish global networks. His interest in applying his
knowledge of Systems Thinking In Problems Solving and the added knowledge of Islam
through the Diploma Of Islamic Studies (International Islamic University, Malaysia2002)
had greatly drive him to formulate the Master Plan of The Unity Of The Muslim Ummah.
