As of October 2015, Ecuador had received US$900m in disbursements from an expected US$4bn in loans from China. China also controlled about 90% of the country's oil-export volume by end-2014, up from around 30% in April 2010. In October 2015 the government approved the Law on Incentives for Public-Private Partnerships and Foreign Investment (Ley Orgánica de Incentivos para Asociaciones Público-Privadas y la Inversión Extranjera). The law creates a committee to oversee the regulation of public-private partnerships (PPPs) and offers tax-exempt status for ten years to PPPs developing needed public infrastructure. The PPPs will be exempt from a foreign-exchange tax. In March 2015 the government imposed tariffs of 5-45% on 2,961 tariff categories, including various imported consumer goods, as a safeguard against falling international oil prices. The move is meant to help stabilise the country's balance of payments. In October 2015 the government agreed with the World Trade Organisation to reduce the safeguards on consumer goods from 45% to 40% starting in January 2016.
