It sold its remaining 11.5% stake in Allied Bank for PRs14.44bn in December 2014 and 41.5% in Habib Bank for PRs102.36bn in April 2015, both to international and local investors. The government is reforming the country's crisis-ridden gas and electricity sectors. It passed legislation in May 2015 to legalise a levy on gas consumers that will fund gas-infrastructure development. It also raised petroleum prices despite falling international prices. The International Monetary Fund reports that Pakistan's electricity subsidies have fallen from almost 2% of GDP in 2013/14 to 0.7% in 2014/15; the government aims to reduce this to 0.3% in 2015/16. Total foreign direct investment in Pakistan fell to US$709.3m in 2014/15, from US$1.69bn in the previous year, according to the Board of Investment. Political instability, sectarian strife, weak infrastructure and high crime rates continue to discourage investors.
