The prime minister, Malcolm Turnbull, came to power in September 2015 after toppling his predecessor,
Tony Abbott, in a ballot for the Liberal Party's leadership. Resistance from the right wing of Mr Turnbull's
party, and a lack of a majority in parliament's upper house, have hampered his ability to shape the legislative
agenda. In the medium term, it will be difficult to pass controversial legislation through both houses of
parliament. 5
Federal privatisation efforts have mostly stalled since 2015. In that year, Mr Abbott's administration ruled
out the privatisation of Australian Hearing, Defence Housing Australia, and Snowy Hydro. In 2016, it ruled
out the privatisation of the Royal Australian Mint. The government performed a study into the potential sale
of the Australian Rail Track Corporation in December 2015, but privatisation plans were dropped in May
2016. 7
Privatisations at the state level have continued. In November 2015, the New South Wales government sold
the state's transmission grid, TransGrid, for A$10.3bn to an international consortium that is 35% Australianowned and 25% Canadian-owned, with the remainder split evenly by the sovereign wealth funds of Abu
Dhabi and Kuwait. 8
