Viewing small and medium-sized enterprises (SMEs) as the country's leading job creators for Saudi nationals,
the authorities created the Public Authority for SMEs in October 2015, a new government body to channel
funding for this category of businesses.
In an effort to curb consumption, the government announced in January 2016 a 50% hike in water tariffs for
government offices and business enterprises. At around the same time, the state-owned Saline Water
Conversion Corporation (the largest producer of desalinated water in the world) announced plans to spend
US$80bn over the next decade to expand water desalinisation capacity to 8.5m cu metres per day.
In a landmark move in June 2015, the Saudi authorities allowed foreigners to directly purchase shares in
Saudi-listed companies on the Saudi stock exchange (known as the Tadawul), opening the market to
qualified institutional investors from outside the kingdom. Previously, foreigners could purchase shares in
Saudi companies only indirectly through channels such as equity swaps and exchange-traded funds.
