25/05/2016 The Gender, Climate Change and Environment Nexus – What is missing in the SDG indicators? Background Around the world, environmental conditions impact the lives of women and men in different ways as a result of existing inequalities, responsibilities and roles. Gender is a distinguishing factor in determining human relationships with the environment, and in the ways men and women are enabled or prevented from acting as agents of environmental change. It is therefore important that environmental management be gender responsive: gender blindness will lead to less effective environmental protection and management in the face of climate change. 1 25/05/2016 Which population tends to fall behind in Asia and the Pacific? Certain social groups within the region experience more severe impacts of climate change than others. The poor, who already (suffer or endure) fewer rights, will be more adversely affected. Within this group, women and girls face further denials of rights and as a result they will bear the full brunt of climate change. Gender equality in response to climate change These differences between men and women can manifest through unequal land and tenure rights; obstructed access to natural resource assets; women’s limited opportunities to participate in decisionmaking, access basic education, and access to markets, capital, training, and technologies; as well as through women’s common double burden of responsibilities inside and outside the household. Gender, Environment and the SDGs The Sustainable Development Goals (SDGs) include not only a specific gender goal and targets, but also integration of gender targets in other goals. Nevertheless, inclusion of gender targets under the goals related to environmental sustainability remains limited. 2 25/05/2016 Equal access to land and natural resources & decision-making Equal access to renewable energy Integration of gender & environment across Equal inclusion in strategies to climate change and resilience to disasters Equal inclusion in awareness-raising and education on climate change, mitigation, adaptation, impact reduction and early warning Lifestyles & consumption patterns Sustainable use of marine resources Sustainable use of ecosystems and forests Goal 7. Ensure access to affordable, reliable, sustainable and modern energy for all Target 7.1 By 2030, ensure universal access to affordable, reliable and modern energy services Indicator 7.1.1. Proportion of population with access to electricity Indicator 7.1.2. Proportion of population with primary reliance on clean fuels and technology What data disaggregation is needed (desirable)? 3 25/05/2016 Goal 13. Take urgent action to combat climate change and its impacts Target 13.1 Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all Countries 13.1.2 Number of deaths, missing and persons affected by disaster per 100,000 peopled Target 13.b Promote mechanisms for raising capacity for effective climate change-related planning and management in least developed countries and small island developing States, including focusing on women, youth and local and marginalized communities 13.b.1* Number of least developed countries and small island developing States that are receiving specialized support for mechanisms for raising capacities for effective climate change-related planning and management, including focusing on women, youth, local and marginalized communities.
