Stakeholder Comment and Rationale Form AESO AUTHORITATIVE DOCUMENT PROCESS Stakeholder Consultation Draft 2013-02-07 Second Consultation on Proposed New ISO Rules Section 304.4 Maintaining Network Voltage (“New ISO Rules Section 304.4 Version 2.0”) Michael Date of Request for Comment [yyyy/mm/dd]: Period of Consultation [yyyy/mm/dd]: Comments From: ATCO Electric Date [yyyy/mm/dd]: 2013/02/21 2013/02/07 2013/02/07 through 2013/02/22 Contact: Michael Sturrock Phone: (780) 632-5931 E-mail: [email protected] Listed below is the summary description of changes for the proposed new, removed or amended sections of the ISO rules. Please refer back to the Letter of Notice under the “Attachments to Letter of Notice” section to view the actual proposed content changes to the ISO rules. Please place your comments / reasons for position underneath (if any). 1. ISO Rules New Proposed New ISO Rules Section 304.4 Version 2.0 sets out requirements regarding adjustments to the set point of the automatic voltage regulator or voltage regulating system or the on-load tap changer, and indicates exceptions. The AESO is proposing the following amendments in Version 2.0: Stakeholder Comments and/or Alternative Proposal Comment # 1: With Reference to Subsection (2): “The Draft does not clearly indicate in section 2 that the on load tap changer is in relation to the reactive power resource. At what point does the reactive resource tie into the system tap changers. The rule does not indicate what on load tap changers will be under the rule and what tap changers will not”. AESO Replies 1. Subsection 1 has been amended such that it is applicable to an operator of a transmission facility operating a “controllable reactive power resource” rather than a “synchronous condenser”. In the AESO’s opinion, “controllable reactive power resource” is broader and a more appropriate term to use in the context of “maintaining network voltage”. 2. Subsection 2 has been amended to allow for adjustments to the set point of the automatic voltage regulator or voltage regulating system, the on-load tap changer; or the set point or status of the controllable reactive power resource after advising the AESO and receiving approval. In the AESO’s opinion, this language more closely reflects the intent of ISO OPP 702 Voltage Control. Issued for Stakeholder Consultation: 2013-02-07 Page 1 of 2 The AESO is seeking comments from stakeholders with regard to the following matters: 1. Are there any subsections where stakeholders feel that language does not clearly articulate the requirement for either the AESO or a market participant? If yes, please indicate the subsections and suggest language that would improve the clarity. Other Stakeholders wishing to comment on specific provisions are requested to copy the provision into this area and provide comments.
