Proposed New ISO Rules Section 304.4 Version 2.0 sets out requirements
regarding adjustments to the set point of the automatic voltage regulator or
voltage regulating system or the on-load tap changer, and indicates exceptions.

1. The on-load tap changer is not specific to any
reactive power resource. With regard to
which on-load tap changes are intended to
be addressed in proposed New ISO Rules
Section 304.4 Version 2.0, it is the on-load
tap changers that are manually operated.
The AESO is proposing the following amendments in Version 2.0:
1. Subsection 1 has been amended such that it is applicable to an operator of a
transmission facility operating a “controllable reactive power resource” rather
than a “synchronous condenser”.
In the AESO’s opinion, “controllable reactive power resource” is broader and
a more appropriate term to use in the context of “maintaining network
voltage”.
2.
Subsection 2 has been amended to allow for adjustments to the set point of
the automatic voltage regulator or voltage regulating system, the on-load tap
changer; or the set point or status of the controllable reactive power resource
after advising the AESO and receiving approval. In the AESO’s opinion, this

With Reference to Subsection (2):
“The Draft does not clearly indicate in section 2
that the on load tap changer is in relation to the
reactive power resource. At what point does the
reactive resource tie into the system tap changers.
The rule does not indicate what on load tap
changers will be under the rule and what tap
changers will not”.
To improve clarity, the AESO has amended
final proposed New ISO Rules Section 304.4
Version 2.0 to indicate that it is the on-load
tap changers that are manually operated.

the opportunity to comment on proposed ISO Rule,
Section 304.4 Version 2.0

language more closely reflects the intent of ISO OPP 702 Voltage Control.
The AESO is seeking comments from stakeholders with regard to the following
matters:
1. Are there any subsections where stakeholders feel that language does not
clearly articulate the requirement for either the AESO or a market participant?
If yes, please indicate the subsections and suggest language that would
improve the clarity.

The current version of the proposed rule makes no
exception for emergency situations where
immediate action without the ISO’s pre-approval
would be required in order to protect personnel, the
public’s safety and/or prevent significant damage to
equipment. The inclusion of such a provision would
be prudent and consistent with the Section 39(4) of
the Electric Utilities Act.
EPC understands that ATCO Power has already
suggested that the AESO include a provision for
emergency situations. The AESO’s reply however,
only addresses ATCO’s concern in the context of a
system restoration event which may not
encompass all emergency situations.
3. The AESO has reconsidered the need to
make adjustments in emergency situations
which may not allow enough time to receive
AESO approval.
The AESO has amended final proposed New
ISO Rules Section 304.4 Version 2.0 to allow
for adjustments in accordance with the
conditions set out in section 39(4) of the
Electric Utilities Act.

Stakeholders wishing to comment on specific provisions are requested to copy
the provision into this area and provide comments.
