Decision: sign the Atlantic Charter; provisions became foundations of
UN Charter
 Provisions Include:
o No territorial expansion
o No territorials changes without consent of inhabitants
o Self-determination of all peoples
o Free trade
o Cooperation for the improvement of other nations
o Disarming of all aggressors
 Roosevelt & Churchill
 Casablanca, Morocco
 Decision: to accept nothing less than an unconditional surrender of the
Axis powers
 Roosevelt, Chiang Kai-shek, & Churchill
 Cairo, Egypt
 Decision: Korea to be independent at war’s end and Taiwan to be
returned to China from Japan
 Roosevelt, Churchill & Stalin (The “Big Three”)
 Teheran, Iran
 Decisions:
o Agreement to open a second battle front in Europe
o Soviet agreement to enter war against Japan after Germany is
defeated
o Inconclusive discussion about demilitarization and occupation of
Germany

 Decisions:
o Germany to be disarmed and divided into 4 zones of occupation
o Veto power to be given to Big 5 nations at UN
o Soviet Union to get 3 seats in UN General Assembly

Germany surrenders, Soviets to be given: South Sakhalin Islands,
concessions in Manchuria for ports, joint control of Manchuria Rail
Road and Central Kuril Islands
o Eastern Polish borders to be set to the advantage of the Soviets
o USSR to pledge to hold free elections in Eastern Europe
o War crimes trials held after the war
 Truman, Stalin, & Churchill / Attlee [Attlee replaced Churchill during the
Conference when Churchill’s Conservative Party lost the British
election]
 Potsdam, Germany
 Decisions: Potsdam Declaration. Provisions include:
o Unconditional surrender of Japan or fact prompt and utter
destruction.
o Set up of a council to administer Germany/
o Set up of machinery to negotiate peace treaties.
o Transfer of German people out of Czechoslovakia, Hungary, and
Poland into Germany.
o Stalin’s announcement that there will be no elections in Eastern
Europe.



