CHICHESTER DISTRCT COUNCILS’ CLIMATE CHANGE ACTION PLAN 2016 – 2020
Action
Reduce carbon emissions from domestic housing and households
Support and promote the Your Energy Sussex Partnership which works with
householders and businesses to improve the energy efficiency of domestic and
commercial buildings. The partnership is investing in energy saving, renewable
energy schemes, building refit schemes and solar PV programmes.
Promote the Your Energy Sussex Affordable Warmth boiler replacement and
insulation scheme for low income households. This is funded from Energy Company
Obligation grants but qualifying households will normally be required to make some
contribution. For those unable to pay top up funding will be available from YES for
Winter 2016, beyond that funding would be available from the Chichester Warm
Homes Initiative below
Develop and deliver the Chichester Warm Homes Initiative which aims to improve the
energy efficiency of those households identified as being a cold hazard. The scheme
will provide top up funding towards measures (from YES and from other sources) to
improve the insulation and heating systems of the most hard to treat households.
Promote the take up of Home energy visitor service as this service can identify
household likely to qualify for the scheme.
Promote lifestyle changes which lower carbon emissions in the wider community
through publicity and supporting projects through the Grants and Concessions
Scheme
Promote local food production through the continued support of the Chichester
Farmers’ Market
Promotion and continued development of the CoWheels car club.

Consider the adoption of an Ultra-Low Emission Vehicle salary sacrifice scheme to
encourage staff to purchase zero and/or ultra-low emission vehicles.
Install additional electric vehicle charging points across the CDC car parks.
Reduce emissions from Chichester District Council’s corporate energy use
Continue the installation of LED lighting when replacing bulbs, across East Pallant
House. Consider further invest-to-save opportunities to improve the energy efficiency
of CDC’s estate, such as those identified with the Carbon Management Action Plan.
Continue to promote New Ways of Working to staff which results in the more efficient
use of CDC’s buildings and reduces journeys to work by promoting home working.
Encouraging staff to travel to work and for work by rail through the use of ‘Easit’
discounts.
Using DfT sponsored Energy Saving Trust consultancy review CDC’s fleet with a view
to integrating electric vehicles where the vehicles are up for replacement and a robust
business case and fit is documented.
Reduce emissions from Business and Industry
Continue to support and promote the Sustainable Business Partnership which
supports businesses in lowering their environmental impact.
Continue to promote and expand our commercial waste and recycling scheme and
green bin composting service and meet the EU target of recycling 50% of household
waste by 2020. Develop new recycling waste streams.
Fund and support the Sustrans Bike IT scheme in schools.

Reduce carbon emissions through planning
Implement standards which minimise carbon emissions from new development during 2016/17
the local plan review (if zero carbon buildings do not come forward through changes to
the Building Regulations)
Ensure sustainable transport options are promoted through the master planning of the 2016/17
Strategic Development Sites and the local plan review.
Adapt to a changing climate
Ensure that the Shoreline Management Plans and Coastal Defence Strategy develop
a long-term sustainable approach to sea level rise and coastal squeeze
Ensure that climate changes impacts on the District are considered during the Local
Plan Review
Support the Fixing and Linking Our Wetlands (FLOW) project which aims to enhance
the wetland network on the Manhood Peninsula to ensure that it is fully functioning,
reducing surface water flooding incidents, providing improved habitats for wildlife and
allowing species to move and therefore better adapt to the changes brought by
climate change
Continue to plant a combination of native species and drought resistance plants within
our parks and open spaces to ensure that the planting can tolerate drought conditions,
continue to provide shade and therefore adapt to a changing climate.
