Important Internal Relationships:
The Leader and Executive, Councillors, Management
Board (consisting of the Chief Executive, Assistant Chief
Executive, Monitoring Officer, Section 151 Officer and
Head of Human Resources and, when invited to attend,
this post), Service Managers, and staff across the
Authority at all levels.
Important External Relationships:
Members of the Public, Strategic networking partners,
local primary partners including the Police and Health
Authorities, Government offices, Members of Parliament,
Local Authority partners, External Auditors and the Audit
Commission, local businesses and respective trade
associations, local government associations and
extensive individual network contacts.
MAIN PURPOSE OF JOB
 Plays a full and active part in the corporate and strategic leadership of the Council through individual
direction and membership of the senior management team.
 Provides high quality advice to the Council, it’s Executive and it’s supporting committees on all areas
falling within the responsibilities of the relevant executive function and in the on-going development
and delivery of Corporate and Community Plans and future strategic plans.
 Directs and manages the relevant executive service in a professional manner and within all statutory
and regulatory guidelines, ensuring effective delivery of the services either internally, externally or
through partnering arrangements and by developing service plans which are responsive to the local
and client service needs and in line with any policies or strategic objectives laid down by the Council
from time to time.
 Pro-actively leads in the strategic management of the relevant executive function, identifying strategic
opportunities and continuous improvement of services either by internal provision, by effective
partnering arrangements or by external provision and actively explore all avenues available to local
government for more diverse and cost-effective ways of delivering services.
MAIN RESPONSIBILITIES/DUTIES OF JOB
Strategic role









Pro-actively participating in the corporate management of the Council by:
Making an effective contribution to setting the strategic direction for relevant Executive Function.
Embedding the corporate strategic vision and shared understanding of the Council’s key priorities
within the relevant executive function and promoting an effective performance led approach.
Fostering a culture which sets goals, develops staff to their full potential and values individual
contribution.
Encouraging and establishing ‘joined up working, providing joined up solutions’ which add value to
the Council and deliver a “one team” approach across all activities.
Taking personal responsibility for appropriate key corporate tasks and delivery of key projects.
Developing and sustaining positive working relationships with elected members and portfolio holders
to ensure that service priorities are effectively implemented and that Members are able to undertake
their strategic monitoring role, having full trust and confidence in officer advice.
Where appropriate, supporting the Chief Executive in all Council functions by acting as a nominated
deputy when requested to do so and by representing the Chief Executive at official functions,
meetings and other external activities where necessary.
Where appropriate, participating in, and supporting the Chief Executive as necessary in the event of
a civil emergency, maintaining a full understanding of the responsibilities set out in the Council’s
Emergency Plan. Undertaking a specific strategic role in the Emergency Plan, if requested to do so
by the Chief Executive.
Where appropriate, participating and supporting the Chief Executive in his/her role as Returning
Officer, Deputy Returning Officer, Area Returning Officer and Acting Returning Officer by ensuring
the efficient and effective management of all elections and referendums.
Leadership
 Provides pro-active and effective leadership of the relevant executive function, ensuring that all of its
resources are aligned to the delivery of strategic objectives.
 Acts as the decision maker for all matters which are within budget and policy guidelines. Refers only
matters which are complex/strategic to the Chief Executive or Management Board.
 Sets clear aims and objectives for the relevant executive function (in line with the Council’s vision) to
review performance and implement corrective action to ensure delivery of key objectives.
 Takes an innovative approach to decision making and problem solving, ensuring that resources,
outline proposals and projects are developed, implemented and delivered effectively.
 Leads, supports and motivates managers and staff during periods of change.
 Markets and promotes the relevant executive function to ensure the promotion of the Surrey Heath
Borough Council in accordance with the Council’s corporate image.
Governance
 Supports the Executive Head of Finance in maintaining effective Corporate Governance and that all
actions and transactions conducted within the relevant executive function remain lawful,
 Supports the Head of Human Resources in ensuring that the Council demonstrates through its
Human Resources policies that it is a cost-effective and respected employer which positively
demonstrates equality of opportunity to all.
 Supports the effective use of resources to facilitate service delivery, capital programming and annual
revenue budgets, effectively monitors expenditure against budget provision including using financial
management information to ensure that there are effective and appropriate arrangements for cost
and budgetary control.
Executive Service Management
 Initiates proposals for the development of services within the relevant executive function, ensuring
their relevance through consultation with the Chief Executive and Elected Members.
 Ensures services are innovative, quality driven, and responsive to client needs, meet Community and
Performance plan objectives and are delivered efficiently and effectively.
 Manages and participates in the appointment, development, appraisal and discipline in the relevant
executive function, as appropriate.
 Ensures a continuing commitment to equality and diversity so that the relevant executive function has
the ability to identify and deliver to diverse client groups and recognise the need for a responsive
choice of service delivery.
 Ensures that corporate communication is effectively and consistently delivered through the relevant
executive function’s different teams.
 Ensures the Health and Safety of users of the Council’s services and employees for whom this post
is responsible in line with statutory requirements and Council Policy.
Performance Management
 Ensures the timely and effective delivery of the Council’s performance management arrangements to
guarantee consistent quality standards across the relevant executive function’s activities ensuring
that service standards are achieved and complement service standards within the other Executive
Services.
 Determines, in conjunction with Service Managers, the fair allocation of resources to ensure the
provision of quality, cost effective services that meet the Council’s objectives.
 Makes a wider management contribution to the development and implementation of the Council’s
improvement planning processes in relation to both external and internal requirements including risk
management, performance agreements and the on-going development of the Corporate Plan.
Communication
 Co-ordinates and gives advice on policy relating to relevant Executive function to the Executive,
respective Committees, and any outside partnerships or bodies and to attend and advise the Council,
Executive, relevant Council Committees and working groups as required.
 Implements measures to ensure effective lines of communication with staff within the relevant
executive function and encourage close working relationships with all staff across the Council.
 Assists and supports the Chief Executive and senior management colleagues to ensure all staff
understand and contribute to the delivery of the Council’s vision.
 Establishes close liaison with Members on the broader issues relating to all of the relevant executive
function’s activities, promoting the best possible professional advice on courses of action aimed at
implementing the Council’s policies.
 Represents the Council and Chief Executive at appropriate local, regional and national external
meetings as required.
 Represents the Council and Chief Executive at various borough, social and other functions, where
appropriate.
Partnerships
 Promotes and maintains good external relationships with user/amenity representatives’ bodies,
commercial organisations, other local authorities, government bodies, trade unions, voluntary and
professional organisations to ensure co-ordinated action in any aspect of the Council’s activities.
 Pursues the provision of partnership services with other like-minded local authorities and government
organisations where such partnerships are to the benefit of the Council.
General
 Carries out any other duties as required by the Council from time to time.
 To be responsible for the delegated decisions listed within the Scheme of Delegation to Officers and
for any other decisions delegated by Committee.
