Nokia has made Finland into a pioneer of AI, but this advantage is disappearing
Finnish AI expertise is narrow. Dismantling of Nokia depencey requires special actions. The prospects of Finnish firms for future business in AI are weakened by the strong positions gained by international competitors
Startups are important for Finnish AI expertise and large firms (excl. Nokia) are too careful about investing in the area
Recommendations

Instead of national debate, concrete actions are needed. A national AI strategy is needed.
Actions must facilitate the creation of AI expertise and skills to apply AI in emerging business areas
Finland must become global leader in AI
Public policies must be revised, but of critical importance is new strategy by the leading Finnish industries
Top management of the largest Finnish companies must recognize AI based future business opportunities more clearly
Startups and large firms must cooperate more in AI
