Reconstruction
rebuilding the state and society of Southern states following the Civil War from the remains of war
when complete please respond the the question on a following sheet of paper
Imagine that you have two sons. Your older son has been bullying and fighting your younger son. The older son says he is upset because the younger son gets more attention. You punish your older son, and he responds by running away from home. Before he leaves, he steals $500 from you. What would you do when your son returns? Would you punish him harshly so he won’t do it again, or be lenient with him if he promises not to do it again? Explain your choice.
Two Plans
The same dilemma existed in the US after the Civil War
How do you welcome the South back into the Union?
Should the south be "punished" for trying to leave?
What will happen with the recently freed slaves?
1. Lincoln's plan
a. developed while the war was still going on
b. keep the border states in the Union
 Proclamation of Amnesty (1863)
 WadeDavis Bill (1864)
c. Lincoln did not want to punish the south
d. 10% Rule
How are the rights of freed slaves protected?
Who will be the leader following Lincoln's assassination
2. Johnson's plan
a. deny American/amnesty citizenship to "aristocrats"
b. appointed individuals to setup makeshift governments
c. did little for blacks and voting rights
II. Make the South Pay
a. Thaddeus Stevens idea (from PA)
b. southern institutions needed to be broken up and recreated
c. reduce it all to nothing and build it from scratch
d. Radical Republicanism
III. WadeDavis Bill of 1864
a. majority of males needed to swear allegiance to US
Lincoln's plan was for only 10%
b. former confederates could not hold public office
c. states had to create new consitutions that abolished slavery
d. "ironclad" oath that said they had never supported the Confed.
e. Lincoln refused to sign it
