Background Central Cancer Network (CCN) Jo Anson ISRRT World Congress April 2008 Regions NZ Cancer Control Strategy (NZCCS), 2003 Overall purpose: Reduce the incidence and impact of cancer Reduce inequalities with respect to cancer Subsequent Action Plan 2005-2010 – regional cancer networks proposed as a vehicle for achieving a number of the objectives Ministry of Health developed framework and funding for four regional cancer networks early 2007 The four networks have developed their own structure, guided by agreed principles and objectives. NZCCS Goals 1. Reduce the incidence of cancer through primary prevention 2. Ensure effective screening and early detection to reduce cancer incidence and mortality 3. Ensure effective diagnosis and treatment of cancer to reduce cancer morbidity and mortality 4. Improve the quality of life for those with cancer, their family and whanau through support, rehabilitation and palliative care NZCCS Goals cont. 5. Improve the delivery of services across the continuum of cancer control, through effective planning, co-ordination and integration of resources and activity, monitoring and evaluation 6. Improve the effectiveness of cancer control in New Zealand through research and surveillance Regional Cancer Networks Principles provide a focus on improving the pathway of care for cancer patients, families and whanau by improving quality, access to and appropriateness of care have an organised structure that provides management and leadership to support co-ordination of activities and actions by groups and organisations within the network are accountable to their constituent District Health Boards through regular reporting including performance against agreed output and outcomes measures provide collaborative advice to support the existing decision making and accountability framework of District Health Boards are evidence based in approach to advice and work programmes 1 Regional Cancer Networks Principles cont. Regional Cancer Networks Objectives provide a framework to support the input and engagement of Maori, Pacific Islanders, non-government organisations and consumers are multidisciplinary across all providers in cancer care and provide framework that supports both tumour and generic service multidisciplinary teams provide the focus for implementation of quality assurance programmes, guidelines and protocols enable increasing total system efficiency within available resources to the cancer sector provide a transparent framework for the lines of advice, decision making and accountability to the DHBs the efficient and effective use of finite resources within and across District Health Board populations reduction in disparities in outcomes and improvement in equity of access closing of existing gaps in services and reduction of duplication greater co-ordination of service planning and delivery promotion of a focus on patient access to, and experience of, care reduction of barriers to co-ordinated service provision to ensure seamless care across providers Regional Cancer Networks – Objectives cont. Central Cancer Network (CCN) accountability for performance across provider organisations provision of expertise to support planning and development of services facilitation of clinical audit and outcomes reporting implementation of multidisciplinary teams and clinical guidelines. Mandate of the Network – to ‘strongly influence’ the direction of cancer service provision in the region, consistent with the CCS Action Plan.
