CCN Update – July 2015
Shorter Waits for Cancer Treatment


Health Target - All patients, ready for treatment, wait less than four weeks for radiotherapy or
chemotherapy - region consistently meeting the 100% target
Key outputs of the Cancer Centre Development Plan 2014/15 include:
 A developing model of care for medical oncology across the 3 DHBs
 Planning for and commencing EViQ chemotherapy training programme for nurses across the
region
 Progressing the implementation of e-prescribing for chemotherapy at MDHB; CCDHB currently
identifying requirements to inform a business case
 Capital activities including a replacement linac for CCDHB and development of new medical
oncology facilities at MDHB
Faster Cancer Treatment (FCT) programme
FCT Indicators




DHBs reporting monthly against the indicators including the new 62 day health target - patients
receive their first cancer treatment within 62 days of being referred with a high suspicion of cancer
and the triaging clinician believes the patient needs to be seen within two weeks.
Public reporting by DHB of the new health target commenced Feb 2015 – 85% of patients to be
treated within 62 days by July 2016.
CCN has analysed Quarter three data (Oct 2014-Mar 2015) and provided this to DHBs to support
improvements. At a regional level currently 69% of patients identified under the health target are
receiving treatment within 62 days
CCN continues to work with DHBs to improve the quality of reporting.
National Tumour Standards



National Tumour Standard Groups have progressed the development of definitions for High
Suspicion of Cancer and these should be confirmed in July. Drafts of the minimum datasets are
expected soon.
CCN DHBs have identified bowel, lung, gynae and breast as the initial four standards for service
reviews to be undertaken during 2013/14 and 2014/15:
o Bowel – Implementation plan underway – recent activity relates to the development of
two sub-regional colonoscopy plans and CT Colonography Stocktake
o Lung – implementation plan developed and underway – current focus on access to
Endobronchial Ultrasound (EBUS) services and PET -CT.
o Gynaecological – Review underway – data collection on the patient cohort completed and
analysis underway; this will be fed back to DHBs in July for them to undertake the qualitative
analysis
o Breast –review process and data points agreed; data collection to commence July
Two more tumour standards are required for review in 2015/16 and this will be confirmed at the
regional cancer forum in August

Multi-Disciplinary Meeting (MDM) Development

CCN presented to the COOs/GMs re developments to date and proposed next steps which was
endorsed. A draft plan for this next phase of work is currently being reviewed by the clinical teams
and will be finalised end of July. Focus areas include:
o Clinician resourcing to support the current MDMs
o IT infrastructure to support meeting management
o Duration and frequency of MDM to support meeting the 62 day target
FCT in Primary Care

CCN is partnering with the Whanganui Regional Health Network (WRHN) to develop a strategic
approach to the Faster Cancer Treatment Programme across primary care in the central
region. Meetings with primary care providers and consumers across the region have been
undertaken and a draft report on the findings has been circulated for feedback. The report and draft
implementation plan will be further circulated end of July and then presented at the regional cancer
forum on 26th Aug in Wellington
Supportive Care


CCN is continuing the nationally informed project to develop a Supportive Care Framework –
includes the model of care, standards of care, tools and resources to support the delivery of care
and competencies to support the workforce. Feedback on the draft framework will be sought July
2015
The region has developed a Psychological and Social Support Services Plan to guide the
implementation of the newly funded psychologist and social worker roles for DHBs from July 2015.
CCN will be facilitating implementation and a regional steering group will be established to support
this work
FCT Request for Proposal

Round 1 2014/15 – these projects are coming to a conclusion in DHBs across the region. Outputs
from these projects will be presented at the regional Cancer Forum on the 26/8 in Wellington

Round 2 2015-18 - nine proposals were submitted in May for this second round of funding to
support DHBs to meet the 62 day target, impellent the tumour standards and address equity –
approximately $1.1 million for the CCN region over the next 3 years. Negotiations underway.
CCN Equity Programme



CCN has been contracted by the Ministry to provide interim secretariat services for Hei Āhuru
Mōwai (Maori Cancer Leadership Aotearoa) until October 2015. Initial activities have focused on
establishing the secretariat functions and engagement.
Working with local cancer networks to identify and progress initiatives
Planning for the delivery of the Kia ora e te Iwi programme (living with cancer)across the region;
facilitators training day scheduled for Taranaki this month
General
 Palliative Care – a business case to increase the number of 3yr palliative medicine trainees in the
region is under development for consideration by the COOs/GMs in August
 National Cancer Health Information Strategy – the Ministry are in the last stages of completing
endorsement processes for the strategy and it is expected for release in July
