MAYFLOWER 400 Ask: That the Government continues to work with Plymouth to deliver the Mayflower 400 UK Programme, and to use its influence where possible and appropriate to make this happen. That the Government supports national partnership bids into the ‘Discover England’, ‘Great’ and Heritage Lottery funding programmes to enable Plymouth and its national partners to capitalise on the existing heritage assets and community histories alongside the overseas marketing opportunity that Mayflower 400 presents. Context: In 2020 the City of Plymouth will celebrate and commemorate the 400th anniversary of the sailing of the Mayflower, the ship that took the Pilgrim Fathers from Plymouth UK to Plymouth Massachusetts. A major historic voyage of discovery that significantly contributed to the development of the United States of America. The Mayflower sailing is celebrated by many in the US as the beginning of a national legacy, and in the UK as the beginning of one of the most enduring alliances the world has ever known. Commemoration in 2020 of the 400 years since the sailing of the Mayflower provides a unique and outstanding opportunity to act as a catalyst for major economic growth and cultural enrichment on both sides of the Atlantic, and on a global scale. Mayflower vision: 2020 will be a defining moment! It will mark the culmination of a six year programme of community, cultural and capital investment on a transformational scale. It will provide a platform for an international celebration of global significance endorsing the remarkable relationship between the UK, US and Dutch communities, which began with the sailing of the Mayflower in 1620. It will place them, their heritage and their contribution to world history, on the global map. Proposal: The Government can play an important role in supporting us through the following: 1. To promote Mayflower 400 to Government counterparts across the Atlantic. Securing profile and support for Mayflower 400 within US Government circles is essential to our plans, and direct promotion of Mayflower 400 during official engagements would be much appreciated and highly valuable. 2. We would specifically welcome the British Embassy in Washington hosting a reception during a visit to promote Mayflower 400 in early 2017 3. It is fitting that a Mayflower Memorial is built as part of our programme through to 2020. This physical landmark would have a lasting legacy as something that visitors from the USA and other parts of the world would want to visit for many years to come, providing a real boost to the UK’s visitor economy. Accordingly, we ask that consideration be given to financial support from the Government towards the cost of a Mayflower Memorial. 4. We would welcome bespoke support from Government/UKTI to deliver a Trade and Investment Expo as part of Mayflower 400 celebrations, developing new trading links with the US. 5. We request Government backing in the development of our programme and feedback on our emerging plans from the GREAT initiative, in particular support for a bid into this fund during 2016 for international marketing activities. 6. Support from Government departments and their arm’s length bodies to develop Mayflower 400 marketing material and educational curriculum packs would provide a real boost to the start of the programme of Mayflower 400 activities which will run through to 2020. Outcomes: Plymouth is the focal point from which to showcase and celebrate Anglo-American history and excellence, to a global audience. Benefits: Becoming the main hub for the Mayflower celebrations is expected to create approximately 5,407 FTE jobs and to generate an additional £256m GVA for the Plymouth area. Across the wider travel to work area, this is expected to account for 8,110 FTE jobs and £384m GVA of the 10,000 FTE jobs and £0.5bn for the UK as a whole. The estimated value to the media is in the order of £20-30m for the UK. The event is expected to attract significant investment boosting activity, particularly in the educational, cultural and commercial sectors. Investment will be maximised by attracting international sponsorship. Attract higher numbers of new foreign students to study in the UK, boosting inward investment for academic institutions and their host cities. In a similar vein to Growth Deals and City Deals, our ‘ask’ of Government is to receive support which gives backing, freedoms and flexibilities to best utilise already established funding streams and tie-in with Government priorities and objectives. We would welcome the support of Government to jointly showcase Anglo-American history and excellence to a global audience and to use its influence where possible and appropriate to make this happen. Plymouth City will co-ordinate and lead the UK programme, deliver events and activities, coordinate funding and sponsorship, and facilitate economy and tourism growth. Have major economic impact worth at least: 5,407 FTE jobs and £256m GVA for the Plymouth area; 8,110 FTE jobs and £384m GVA for the Travel to Work Area; 10,000 FTE jobs and £0.5bn for the UK. c. Media value will be in the order of £20-30m. d. Enable the UK to demonstrate its continuing leading role in world affairs. e. Attract significant boosts to investment and activity in the educational, cultural and commercial sectors in particular, and f. Be delivered in a value for money manner, making the most of private sector buy-in and local partnerships which makes use of and enrich the Government’s approach to supporting locally driven initiatives of impact Mayflower Vision: 2020 will be a defining moment! It will mark the culmination of a 6 year programme of community, cultural and capital investment on a transformational scale. It will provide a platform for an international celebration of global significance endorsing the remarkable relationship between the UK, US and Dutch communities, which began with the sailing of the Mayflower in 1620. It will place them, their heritage and their contribution to world history, on the global map. We wish to gain support from the US and UK governments to work together to realise an ambitious programme of events, cross cultural opportunities and joint celebrations to commemorate the achievement of the Mayflower voyage and the values of liberty and humanity that we subsequently share today. This landmark anniversary will be an opportunity for the whole of the UK to: Commemorate the Mayflower voyage Honour the cross cultural collaboration Honour the achievements and sacrifice of our armed forces as they stood together in two world wars and the current ongoing war on terror Celebrate the legacy of the Mayflower’s lineage with the millions of Americans who are direct descendants Raise the profile of the story of independence and the first ‘Thanksgiving’ and the part the UK played in this Highlight the significance of faith, community, character, courage and self-governance The project and programme will seek to develop cultural, economic, military, educational and community links between the two countries Spotlighting the historic connections between the UK and US will help to increase visitors and business investors to the UK, increase visitor and investor spend and ultimately boost growth in jobs ASK: That the Government supports national partnership bids into the ‘Discover England’, ‘Great’ and Heritage Lottery funding programmes to enable Plymouth and its national partners to capitalise on the existing heritage assets and community histories alongside the overseas marketing opportunity that Mayflower 400 presents. Following the Visit England / Visit Britain Triennial review the government has recently established the Discover England fund for product development. We would ask that a bid from the Mayflower 400 national partnership into this fund is supported during 2017. Without support to develop our product we will not be able to take advantage of the overseas marketing opportunity that Mayflower 400 presents over the next five years. In addition the UK partnership are currently developing a national HLF bid to preserve and restore the connected heritage assets and to engage local communities to share their connected histories globally as part of this commemoration.
