In this research, we integrated an experimental auction with sensory science techniques—namely, trained sensory panels used to
analyze the sensory attributes of wines—to examine the effects of objective and sensory information in the market for
California-produced Cabernet Sauvignons. The experiment permitted observation of consumer valuation for sensory attributes of
wine, appellations, expert ratings, and wineries. Participants submitted bids each time they received new information about the
wines. The balanced experimental design permits evaluation of the effects of consumer characteristics on attribute valuation.
We had 236 people participate in the research, which consisted of nine rounds of bidding and one round of hedonic liking scores.

Governments often attempt to enhance food safety by mandating standards and inspection of food products to supplement the
voluntary efforts by private firms. This paper assesses a form of collective action that falls between typical government mandates

In their attempt to maximise trade benefits, agricultural trade negotiators must allocate scarce resources and consider trade‐offs
across issues such as liberalising foreign border measures or reducing foreign domestic subsidies. Analysis and examples support
the notion that more liberalisation will be achieved in the new WTO round by emphasis on lowering border barriers and export
subsidies rather than attempting to discipline domestic farm subsidies directly. Analyses of EU grain policy, Korean rice policy
and US sugar policy show how reduced export subsidy or more import access have substantial trade benefits, even if farmers are
compensated with payments or price supports.

Recent trade negotiations have attracted much attention to the consequences of domestic support applied to agricultural markets.
In various markets, researchers have examined the economic effects of regimes and scenarios with less, or different forms of,
domestic support including decoupled payments. Here we examine the domestic support regimes for processed fruits and

The California pistachio industry led an initiative to establish a federal marketing order, which mandates quality standards and an
inspection program to assure food safety and consistency in the quality of California pistachios. We develop a stochastic
dynamic simulation model of the pistachio market to investigate quantitatively the likely effects of such collective action enforced
by government mandates.
Simulation results indicate that, across the full range of parameters used in the analysis, the
benefit-cost analysis was always favorable to the proposed policy. The measured benefits to producers, the nation, or the world
always well exceeded the corresponding measure of costs, typically by many times.

We develop a simulation model to analyze the effects on U.S. milk markets of an Australia-U.S. free trade agreement. An
important contribution to the literature is the derivation of explicit supply and demand relationships for milk components, which
allows an analysis of long-term production, consumption, and trade patterns that is not tied to specific products. Simulations
indicate that increased imports from Australia, resulting from bilateral trade liberalization, would result in modest reductions in
U.S. milk prices and production.

Tight import barriers cover many milk products, but import quotas or prohibitive tariffs have not covered imports of a variety of
high-protein specialty products. These products without tariff rate quotas include various casein and milk protein concentrate
products. In recent years, imports of milk protein products into the United States have received increasing attention from U.S.
dairy interests. A simulation model is used to study the effects of imports of milk protein products on U.S. prices and production

Three trade policy changes underway and on the horizon have the prospect to alter global markets for japonica rice. This paper
considers likely global market effects of expansion of access into the market in Japan and Korea, and reduced subsidy for japonica
rice (among other crops) in the United States. We consider these policy changes in the context of a proposed Doha Development
Agenda WTO agreement and one potential outcome of the proposed Free Trade Agreement between Korea and the United States

Explaining Variations in the Price of Dairy Quota: Flow Returns, Liquidity, Quota Characteristics,
and Policy Risk

An econometric model based on the net present value model is used to examine factors that drive the variation of California dairy
quota values over a 29-year period. The results suggest the price of quota is based on expected returns, variations in quota owner
liquidity, and the risk of policy default. The dominant influence on the variation of the quota price was the historical variation in
monthly flow of net benefits from owning quota. This analysis confirms that the rate of return to quota rises in periods of policy
uncertainty.

This paper analyzes the rice production technology in Korea in the context of multi-output framework. The estimation uses a set
of national farm-level panel data within the primal approach. The particular focus of the study is to analyze the existence of
heterogeneous technologies for different farm sizes, and the possibility of output substitution. Unlike many previous studies, we

Bullocks are an important resource in Indian agriculture where they are used as draft animals. Previous research suggests that
farmers who do not own bullocks, or own bullocks in insufficient numbers relative to their land holdings, adjust bullock‐land
ratios through transactions in the land market, rather than by hiring bullock services. The reasons given for this behaviour are that

The US Farm Bill of 2002 is the latest in a 7-decade history of farm subsidy laws that transfer funds to farmers and regulate and
subsidize production of selected commodities. Fruit, tree nut, ornamental and vegetable crops, hay and meats remain outside

Hundreds of studies have been conducted since Griliches (1958) suggested a method for measuring the benefits to agricultural
research. Alston et al. (2000) reviewed 292 studies that reported 1,886 observations of returns to agricultural R&D. While
some studies consider complicated cases, most studies have focused solely on R&D policy. However, it is common that

This research shows that the existing literature on milk marketing orders misses an important effect. Previous work ignores the
interaction of marketing orders with milk grading regulation. We model this interaction and show that producer benefits from
marketing orders have been smaller than previous work suggests, and, under some conditions, may even be negative. Additional
costs of producing fluid grade milk, omitted from previous welfare analyses, reduce producer benefits from marketing orders.

Modeling Staple Food Consumption: Measuring the Trade Effect on Food Security for Chinese Grain

This paper derives a simulation model that examines the food security of the grain producing households in China in an open
border model regime. We define a food inadequacy index (F.I.) to measure the change of the food security status under
alternative scenarios of border liberalization for the households. We conclude that if opening the border of grain market is
followed by a more variable grain price distribution, the food security status will deteriorate for the low-income households on
average. However, if border liberalization is followed by a decrease in mean of the price distribution, even with a more variable
distribution, the food security status improves.

More open international markets benefit the economy as a whole, as well as most U.S. agricultural producers. The Uruguay
Round Agreement laid out a useful framework. Specifically addressed here is why the key to further liberalizing agricultural trade
is reduction of tariffs as comprehensively and rapidly as politics will allow. Other issues such as export subsidies, tariff-rate quota
quantities, and developing-country relationships are also important, especially while tariffs are coming down. Internal support
rules have much less potential to liberalize trade. Finally, as the December 1999 World Trade Organization ministerial meeting
in Seattle demonstrated, delay in the negotiation process threatens liberalization.

As the result of Uruguay Round negotiations, Korea and Japan established tariff rate quotas (TRQs) for agricultural imports. Both
countries allocate the TRQs with various methods that show different fill rates and welfare implications. The state trading
enterprises play important roles in TRQ administration in both countries. The TRQs contributed to increased imports. However,
the transparency and commercial consideration in administrating the TRQs remain a concern and the access for some
commodities seems to be less open than would be the case if quota amounts were made available on a purely commercial basis.

There has been a rapid increase in recent years in invasive species and animal management economic research. Expanded interest
in the topic has been partially driven by the practical importance of public policy to deal effectively with invasive species, given
its public good aspects. This paper shows that the basic criteria of public goods: non-rivalry and non-excludability, apply directly
to animal disease border measures and eradication services, with some caveats. It is also argued that public policy should assess
disease control and eradication on grounds of biology, national economic interests, and international cooperation. Specific
regulations and programs must be evaluated on the basis of cost benefit principles.

During the negotiations on the Australia–US free trade agreement (AUSFTA), the US dairy industry vigorously opposed opening
the US market to imports of Australian dairy products on the grounds that the US industry would be devastated. Subsequently, the

Beginning January 1, 2015, conventional cage housing for egg-laying hens is scheduled to be prohibited in California. We
consider the economic implications of the new hen housing regulations on the California shell egg industry. Our data show that
egg production is more costly using noncage systems than conventional cages. The main result of the new regulations will be a
drastic reduction in the number of eggs produced in California, a large increase in egg shipments from out of state, little if any
change in hen housing for eggs consumed in California, and little change in egg prices in California.

In the policy arena, there is a demand for "trade distortion indicators", but many of the traditional indices are difficult to compute
and interpret. Recent developments in the literature have led to a new indicator: the Trade Restrictiveness Index (TRI). This paper
analyzes some problems related to the TRI's computation and interpretation. We argue that the index is theoretically well
grounded and offers potential for measuring the relative importance of agricultural policy distortions. However, the name of "trade

In this paper we focus specifically on the implications for additional traceability in the context of liability for food safety
problems. We model formally the linkage between traceability and food safety and establish the implications of an increase in
traceability-liability for food safety and related economic outcomes. The capacity to trace the origin of food increases the
possibility of legal remedy and compensation in case of food safety event. Traceability also allows parties to more easily
