Market access has been at the core of eight negotiating rounds of the General Agreement on Tariffs and Trade (GATT). Yet,
agricultural trade remains a heavily protected sector, characterized by higher tariffs relative to industrial goods, large tariff
dispersions, numerous specific tariffs and systems of tariff-rate-quotas. This has made the analysis of trade liberalization a
formidable task among policy analysts. Previous studies of agricultural trade liberalization have used partial or general
equilibrium models of trade. However, each of these modeling strategies has their drawbacks. General equilibrium (GE) models
have been criticized because they face serious aggregation issues and miss much of the policy detail that occurs at the tariff line.

Vaccines against several common foodborne pathogens are being developed and could substantially alter the policy tools available
to address foodborne illness. However, little analysis is available to suggest how social welfare would be affected by these new
vaccines. To address this void, we use stated preference data to estimate consumer willingness to pay (WTP) for food safety
vaccines and then simulate the welfare impacts on related commodity markets of subsidizing consumer purchases of the vaccine

THE DOHA ROUND OF THE WORLD TRADE ORGANIZATION: APPRAISING FURTHER

Using the Food and Agricultural Policy Research Institute (FAPRI) modeling system, we investigate the multilateral removal of
border taxes and farm programs and their distortion of world agricultural markets. We find that agricultural and trade distortions
have significant terms-of-trade effects. Terms-of-trade effects caused by trade barriers are much larger than those caused by
domestic farm programs. World trade is also significantly impacted. Trade expansion is substantial for most commodities,
especially dairy, meats, and vegetable oils. Net agricultural and food exporters, such as Brazil, Australia, and Argentina, emerge

Analysing the South African table grape industry within a partial equilibrium framework

This paper presents a partial equilibrium model for the South African table grape industry, focussing on the fresh market
segments. The model is a dynamic recursive model solving various equations simultaneously, reaching a state of equilibrium once
total production equals total demand and equilibrium is established in the export- and domestic market for fresh grapes. Results
over the next eight years are presented in the form of a baseline outlook and two “what if” questions. Answering these questions
quantifies the sensitivity of the export price to changes in demand and supply. The model is housed and maintained in the Bureau
for Food and Agricultural Policy at the Western Cape Department of Agriculture and Universities of Pretoria and Stellenbosch.

The Global Welfare Effects of GM Sugar Beet under Changing Sugar Policies

Since most of the recent agricultural biotechnology innovations have been developed by private companies, the central focus of
societal interest is on the distribution of the gains from these technologies among all stakeholders. In a partial equilibrium model,
assuming perfect corporate pricing strategies given the heterogeneous population of potential adopters, we model the worldwide
introduction of GM sugar beet. The introduction is modelled under both the old and new CMO for sugar in the EU. We see GM
sugar beet could bring great benefits to both consumers in the world and sugar beet producers even when the innovation is
protected by intellectual property rights and the innovator uses his restricted monopoly to the full extend.

Welfare Implications of Washington Wheat Breeding Programs

We calculate the welfare effects of the WSU wheat breeding programs for producers and consumers in Washington State, Oregon,
Idaho, the United States and the rest of the world. We develop a partial equilibrium multi-region, multi-product, multi-variety
trade model for wheat that provides consumer, producer and total surplus for each wheat class and region. Our results provide
evidence suggesting that WSU wheat breeding programs have increased welfare in Washington State, in the United States and the
rest of the world.

According to world market studies, the influence of policy measures on the world market price in one or in a limited number of
countries is, in general, much less significant than the influence of multilateral policy changes. To investigate the impact of EU
agricultural policies on world market prices, we attempt to model the transmission between EU policy and world prices directly
via world market price equations, as part of the AGMEMOD model.

From the prospect of implementation of the Mercosul/UE agreement, which should allow the strengthening of the trade between
the two blocks, we analyzed the possible gains in two alternative scenarios of integration using a Partial Equilibrium Model for
the estimation of trade creation and trade deviation in the Brazilian Agricultural Export Sector. The results for the two levels of
tariff reduction confirmed the expectations that the integration Mercosul/UE would provide significant commercial gains for the

Impact of Free Trade Agreements on the Colombian Beef Sector

Colombia negotiated bilateral Trade Agreements (TAs) with the United States and with the MERCOSUR region (Argentina,
Brazil, Paraguay, and Uruguay). Colombian cattle and beef interest groups argue that TAs hurt the local beef supply chain. We
employ a partial equilibrium framework to assess the impact of these TAs on the welfare of cattle producers, beef marketers and
meat consumers in Colombia. Our results suggest that with free imports of chicken parts from the U.S, beef consumption and
retail prices of beef both decrease and the derived demand and prices of fed cattle decrease. With beef imports from the
