Annex
to the Decision of the Council
of the Eurasian Economic Commission
of ___________ 201_ No. __
Amendments No. 1 to the Technical Regulation of the Customs Union
“On Low-voltage Equipment” (TR CU 004/2011)
1. Paragraph 2 of Article 1 shall read as follows:
“2. The Technical regulation of the Customs Union does not cover:
2.1.
low voltage equipment:
of medical purpose;
for usе on air, waterway, land and subway transport;
of pastoral fence control systems;
previously used;
2.2.
electric equipment, covered by Customs Union technical regulations:
“Safety of Elevators” (TR CU 011/2011);
“On Safety of Equipment for Use in Explosive Environments” (TR CU
012/2011).
2. To add the following terms to Article 2:
“low voltage equipment - is electric equipment that has input and (or) output
rated voltage that does not exceed 1000 V of alternating current and 1500 V of
direct current (except for spark discharge impulse voltage);
consignment of product - is a set of products of the same name and
designation, produced within certain timeframe under the same conditions and
accompanied by one shipping document”.
3. The term “electric equipment” in Article 2 shall read as follows:
“electric equipment - is equipment functioning of which is due to presence,
use, generation, conversion, transmission and distribution of electric currents
and/or electro-magnetic fields, intended for direct use by the consumer (user) and
for embedding by producers as constituent elements (nodes and components) for
cars, devices and other products”.
4. In Article 2 the term “nominal voltage of low voltage equipment” shall
be replaced by the term “nominal voltage of electric equipment” as follows:
“nominal voltage of electric equipment - is input and (or) output voltage
(voltage range) of electric equipment indicated by the manufacturer on the
equipment and in operational documents”.
5. Paragraph 5 of Article 5 shall read as follows:
“5. Operational documents shall be presented in Russian and in official
language(-s) of the Member State in whose territory the products are sold if such
requirements are present in the legislation of the Member States. Units of measure,
trademarks in letter form, proper noun, names of settlement and other names and
requisites in operational documents may appear in other languages.
Operational documents shall be in paper form. Set of operational documents
on soft copy can be enclosed to them. Operational documents for low voltage
equipment of non-household use can be in soft copy only.
If the amount of information required in paragraph 4 of this Article allows,
the operational documents may be omitted, and information shall be placed
(marked) on the equipment or on its package”.
6. To add the following paragraphs after second paragraph of Paragraph 1
of Article 7:
“The following is not subject for conformity assessment with the safety
requirements of present technical regulation of Customs Union:
low-voltage equipment, manufactured by juridical and physical persons
performing as individual entrepreneurs, not intended for use in commercial
activities, including transfer free of charge, placing on the market, leasing, hiring
or rental, as well as use by consumers (users), being customers in the sphere of
services and trading;
compounding parts (components and constituent element) of low-voltage
equipment, supplied by the manufacturer of given low-voltage equipment under
the foreign trade contracts, provided that these compounding parts can not be
obtained on the market of the Customs Union Member States otherwise than
embedded in products, for the production of which they are designed;
compounding parts (e.g., connectors, wire winding, circuit boards,
microswitches, relays, integrated circuits, discrete semiconductor devices,
capacitors, coils of inductance, resistors, filters and other components for mounting
on printed circuit boards or other means inside corps or containments), safety of
which is partially or completely determined by how these components are built in
electrical equipment, and cannot be evaluated (tested) otherwise than as part of the
equipment.
7. To exclude the last (duplicate) paragraph of subparagraph 6.2 of
Paragraph 6 Article 7.
8. The penultimate paragraph of subparagraph 8.1.1 of Paragraph 8 Article 7
shall read as follows:
“contract (supply contract) or shipping documentation (for a consignment of
low-voltage equipment (single product) (scheme 4d)”.
9. To add two following enumerations to Paragraph 1 of the Annex to
Technical Regulation of the Customs Union “On Safety of Low-Voltage
Equipment”:
“fuses, cupboards and cable-distributive devices, automatic control devices
of household electrical equipment;
switches, contactors, actuators, remotes and control panels and controllers”.
10. Paragraph 3 of the Annex to the Technical Regulations of the Customs
Union “On Safety of Low-Voltage Equipment’ shall read as follows:
“3. Low-voltage equipment for household and office use, connected to
personal electronic computers:
- scanners, printers and copiers (including multifunction devices);
- monitors;
- uninterruptible power supply;
- active acoustic systems;
- multimedia projectors.
11. To exclude Paragraphs 8 and 9 of the Annex to the Technical Regulation
of the Customs Union “On Safety of Low-Voltage Equipment”.
12. To add the following last paragraph to the Annex to the Technical
Regulation of the Customs Union “On Safety of Low-Voltage Equipment”:
“8. Cash (and cash control) equipment”.
