(M&P WING) CHIEF ENGINEER, MM, HVPNL, PANCHKULA DECEMBER-2015 GENERAL REQUIREMENTS 1.0 SCOPE: 1.1 This specification covers the design, engineering, manufacture, inspection & testing at manufacturer’s work before dispatch, packing, forwarding and delivery at the discretion of Purchaser of various testing equipment listed in the schedule of requirements at Annexure-A. 1.2 Unless specifically excluded from the offer, all fittings and accessories, not specifically stated in this specification but which are necessary for satisfactory operation of the scheme or to complete the work in a good workman like manner shall be deemed to have been included in the scope of supply of the Bidder. 1.3 The Demonstration of the equipment in live EHV switchyard upto 400kV S/Stn. and satisfactory performance as per GTP requirement i.e. the consistency and repeatability of test results shall be the criteria of acceptability of successful bidder thereafter part-II (price bid) of the tender shall be opened. 2.0 SERVICE CONDITIONS: Equipment to be supplied against this specification shall be suitable for satisfactory continuous operation under the following tropical conditions:- i. ii. iii. iv. v. vi. vii. viii. ix. x. The climatic conditions are also prone to wide variations in ambient conditions. 3.0 MATERIAL AND WORKMANSHIP: All the materials used in the construction of the equipment shall be of the best quality obtainable of their respective kinds and whole of the work shall be of the highest class, well finished and of approved design and make. Castings shall be free from blow-holes, flaws, cracks or other defects and shall be smooth grained and of true dimensions and forms. 4.0 DEPARTURE FROM THE SPECIFICATIONS: Should the tenderer wish to depart from provision of this specification either on account of a manufacturing practice or for any other reasons, he will draw specific attention to the proposed points of departure on the prescribed performa (enclosed) at Annexure-B in his tender and submit such full information, drawings & specifications as will enable the merit the merit of his proposal to be appreciated. In the event of contractor drawings, specification and table etc. disagreeing with this specification during the execution of the contract, this specification shall be held binding unless the departures have been fully recorded as required above. 5.0 SITE DEMONSTRATION:- The successful bidder(s) will be required to demonstrate the performance of their offered equipment(s) at four locations in Haryana so as to familiarize the purchaser’s Engineers/technicians for use of a given testing equipment. These demonstrations will be free of charge & will be planned soon after the supplies are made so as to make use of the testing equipments. Apart from the detailed demonstration at site, the supplier shall also have to arrange necessary training to HVPNL engineers. 6.0 NAME PLATE: An easily accessible engraved or painted name plate shall be provided on each equipment. It must include purchase order No., supplier’s reference No. & item number as per purchase order. 7.0 INSPECTION AT MANUFACTURERS WORKS: 7.1 All equipment shall be subject to routine tests according to the relevant standards and to such other tests as may be required to ensure that all equipment is satisfactory and in accordance with this specification. The Purchaser reserves the right to witness all the tests, unless dispensed with in writing by the purchaser. 7.2 The supplier shall give sufficient advance intimation at least 15 days notice to the purchaser to enable him to depute his representative for witnessing the tests to prove the test equipment. 8.0 GENERAL TECHNICAL REQUIREMENT: (i) (ii) Supply Voltage Frequency (iii) The testing set shall be capable of working in hostile condition of electrostatic field prevailing in charged HV/EHV Substations up to 400 kV of high voltage and of high interference environment. : : Single Phase AC, 230 Volt +10% 50 Hz + 3% 9.0 DOCUMENTATION: The supplier shall furnish nicely printed and bound volumes of the instruction manuals in English language, prior to the dispatch of the equipment. The instruction manual shall contain step by step instructions for all operational & maintenance requirements for all the testing equipments. If should also include the GA & detailed schematic drawings including internal wiring diagram of the various equipments to facilitate its repair at site incase of any defect. The number of sets of instruction manuals to be supplied shall be as under: - i) Two sets for CE/MM, HVPNL, Panchkula ii) Five sets separately bound for each item for SE/M&P-Cum-Carrier Circle, HVPNL, Delhi & five sets for SE/M&P-Cum-Carrier Circle, HVPNL, Ambala. B. TECHNICAL SPECIFICATION:- I PORTABLE DIGITAL TRUE THREE PHASE TRANSFORMER TURN RATIO TESTER (AUTOMATIC) The portable automatic transformer turn ratio tester for automatic measuring the turn ratio of power transformer (two winding, three winding and auto transformer, connected in Star-Star or Delta-Star or any other configuration) shall conform to the following: i) Range : Atleast 1-99 ii) Ratio Accuracy : +/- 0.1% of reading iii) Least count (Resolution) : 0.001 iv) Protection : The instrument shall be protected against over load, short-circuit, wrong connection and HV/LV reversal at instrument end. v) Power requirement : Input power (i) Single Phase AC, 230 Volt ±10% (ii) Frequency: 50 Hz ± 3% vi) Casing : Strong shockproof casing with detachable leads along with leather case and shoulder carrying strap. vii) Accessories : Instrument should be complete in all respect with rubber-insulated test leads of 15 meter length and all other accessories for normal operation of the TTR and Software, if applicable. viii) Position of use : Horizontal ix) Duty Cycle : Heavy duty rated for continuous use. x) Display : VGA/LCD simultaneously for three phases with back light viewable in bright sunlight. xi) Polarity : The polarity of the winding of transformer indicated on the LCD/VGA. Test Voltage Excitation Current should be Upto 80V 1mA to 2000mA or higher Measurement Ratio, Phase Deviation, Excitation current. Display Should display % error vs name plate value for all taps with pass/fail limits Storage Built in storage of test results in printable report form. Interfacing PC The kit shall be provided with necessary ports (RS-232/USB/Equivalent) to interface the other prophetical devices such as printers, portable drive, etc., Software The kit should have facility to connect with windows based computer for exporting the test data. The software should be suitable for data storage, report printout and down load of data etc. The original software in CD shall be handed over to HVPNL during commissioning. Vector Group The kit should have automatic vector group detection using software if applicable Temp. Range. 0 to 50 C Measuring Time Within 30 seconds depending on mode of operation and type of Transformer. Transit Case Moulded case for storing /shipping the instrument and other accessories. Safety It should meet the safety requirement of IEC1010-1, CE and ASTM D999.7528 Protection of Kit Kit should have all necessary protections against transient surges, over voltages, induction, short ckts.
