Watertown Board of Health
Meeting Minutes
515 South First Street
February 18, 2016 - 5:30pm
Members Present: Andrea Turke, Ann Nienow, Dr. Donene Rowe, Fred Smith, Steve Zgonc, and Carol
Quest.
Others in Attendance: Ted Tuchalski, WDPH, Carley Haenel, Nursing student for WDPH, Kim Hiller,
Administrative Asst., WDPH
1. Call to Order
Steve Zgonc called the meeting to order at 5:30 p.m.
2. Citizens to be Heard
Carol introduced Carley Haenel to the board members. Carley is a nursing student from the UW Green Bay
completing her public health clinical in Watertown.
3.
Approval of Minutes & Financial Report
It was noted that the minutes from November 12, 2015 has a spelling error in item number six. It word
policies is misspelled and is shows as polices.
Motion to note error and approve the minutes was made by Ann Nienow and seconded by Andrea Turke.
Unanimously passed.
Carol reviewed the end of year 2015 financial sheets with the board members and noted that the Health
Department had a $24,803.47 fund balance that would go back to the general fund. She also noted that the
other budgets (Environmental, Emergency Preparedness, and Seal A Smile) fund balance would roll over as
they are not tax levy programs.
A review of the January 2016 financial sheets was also completed.
Fred Smith commended Carol on her hard work to maintain the budgets for the department.
Motion was made by Dr. Rowe and seconded by Fred Smith to approve the financial sheets from December
2015 and January 2016.
Unanimously passed.
4. Legislative update
Carol reviewed several items with the members including:
a. Communicable disease investigation remains an unfunded mandate for local health departments. The
local resolution urging state elected officials to provide local funding for communicable disease was
forwarded to state representatives. As of this date, the proposal has not been picked up in the
legislature, local public health will continue to educated state representatives on this topic.

b. An article on public health departments and the accreditation process was shared with the board.
c. Fred Smith discussed contacting our state representatives to visit the Council semi-annually to discuss
items going on in the State Legislature and give an opportunity to ask questions about topics that affect
the community.
5. Accreditation
The accreditation team is currently working on policy development and program evaluations.
The team will be meeting with Wisconsin Department of Health Services representatives at the end of
February for guidance in this process.
Members of the local accreditation team will be attending an accreditation summit taking place in April. Kaye
Bender, Public Health Accreditation Board (PHAB) President and CEO will be presenting.
6. Emergency Preparedness
Carol provided the following updates on local Public Health Emergency Preparedness:
a. In September of 2015 there was a train derailment exercise where the health department, emergency
response agencies, Jefferson & Dodge Counties, the hospital and other departments worked together to
coordinate an emergency response. On November 8, 2015 there was an actual train derailment in
Watertown and areas to improve response were identified.
On October 22, 2016 a full scale train derailment exercise will take place. This exercise will test the
emergency capacity of mass care and mass fatalities.
b. Hazard Vulnerability Study was performed with Dodge & Jefferson Counties. The top hazards found were:
i. Tornados
ii. Ice
iii. Severe Snow Event
iv. Pandemic Event
v. Mass Casualty Event
c.
WEAVR database – The department has recently started using WEAVR as a resource for volunteers.
Individuals can go to: https://weavrwi.org. An article will be placed in the City Connection to educate
the community on local volunteering opportunities in an emergency.
7. Environmental Health
Ted Tuchalski, RS provided the following updated on the environmental health programs.
a. Routine inspections are the majority of the inspection work load at this time. They will need to
complete 3.5 inspections per day to be completed by June.
b. Ted will be completing standardization training in March & April. The training will enable him to
standardize Jeff.
c. The campground code will be changing in the near future. Training for these changes will occur
in March.
d. Well water training was held in February for changes in the guidelines that will go in effect on
April 1st.
e. Lead inspections are on-going and are taking a large amount of time to complete.

8. Health Officer
a. Lead. Carol briefed the members on the Childhood Lead Program policies and the departments’
responsibility and authority to follow-up on identified elevated blood lead levels in children under
age 6. The policies are adopted from Wisconsin Childhood Lead Poisoning Prevention and Control
Handbook.
The State recently released the 2014 Report on Childhood Lead Poisoning in Wisconsin. The
report contains a chart that identifies the local health department jurisdictions in Wisconsin with
the highest prevalence rates of lead poisoning in children in Wisconsin, see chart below.
Watertown is listed as the second highest. The chart does not provide an explanation of the
numbers contained in the chart. Of the 45 children in Watertown that tested >5ug/dl, 38 of those
children did not have a follow-up test to confirm the results. The health department reached out
to all of the families and provided appropriate follow-up.
Many residents that saw this report connected the numbers with lead in the water due to the Flint,
Michigan water crisis. Carol is working with Kevin Freber of the Water/Wastewater Department to
release information on lead exposure and assure the community that the water in Watertown is
monitored by the Watertown Water Department and no risk exists.
b. Zika Virus. Carol went over the Centers for Disease Control guidelines that the Health Department
has at this time and working with local providers to identify any residents at risk.
c. Communicable Disease statistics for 2015 were reviewed.
d. An update on the parenting program was provided.
e. A copy of the consolidated grant and the objectives was given to the board members for their
review.

The next Board of Health meeting will be set for May 19, 2016 at 5:30 p.m.
Motion was made to adjourn. Motion passed unanimously.
