The Philippine Statistics Authority Republic Act No. 10625 or the Philippine Statistical Act of 2013 signed on 12 September 2013 “AN ACT REORGANIZING THE PHILIPPINE STATISTICAL SYSTEM, REPEALING FOR THE PURPOSE EXECUTIVE ORDER NUMBER ONE HUNDRED TWENTY-ONE ENTITLED “REORGANIZING AND STRENGTHENING THE PHILIPPINE STATISTICAL SYSTEM AND FOR OTHER PURPOSES” Asia-Pacific Economic Statistics Week I. The Philippine Statistics Authority The Philippine Statistics Authority (PSA) • constitutes the existing major statistical agencies engaged in primary data collection and compilation of secondary data: • • • • National Statistics Office (NSO) National Statistical Coordination Board (NSCB) Bureau of Agricultural Statistics (BAS) Bureau of Labor and Employment Statistics (BLES) Asia-Pacific Economic Statistics Week 2 I. The Philippine Statistics Authority Headed by the National Statistician, Dr. Lisa Grace S. Bersales The PSA is composed of: a. Sectoral Statistics Office (SSO); b. Censuses and Technical Coordination Office (CTCO); and c. Civil Registration and Central Support Office (CRCSO) including the Field Statistical Service comprising of the Regional Statistical Service Offices and Provincial Statistical Offices Asia-Pacific Economic Statistics Week II. Advocacy and Coordination Sec. 6 of RA 10625 (Philippine Statistical Act of 2013) • Mandates the PSA to prepare the Philippine Statistical Development Program (PSDP) Philippine Statistical Development Program • sets the directions, thrusts and priorities of the PSS for the medium term for the generation and dissemination of statistical information used in policy and decision-making • identifies priority statistical development activities to be undertaken to support the data requirements of the medium-term national development plan Asia-Pacific Economic Statistics Week 3 II. Advocacy and Coordination Philippine Statistical Development Program • aims to: – achieve overall development and improvement in the operations of the PSS – address critical information needs of various stakeholders – address data requirement needs of national and sectoral development plans as well as programs in line with the country’s international commitments • The Philippines equivalent of the National Strategy for the Development of Statistics (NSDS) advocated by the international community as an instrument for “setting the vision for where the NSS should be in five to ten years and will set milestones for getting there” • Long before the NSDS, we already have the PSDP Asia-Pacific Economic Statistics Week II. Advocacy and Coordination Updating the Core Set of Economic Statistics • The updating of the PSDP is usually done every six years once new administration comes • The PSDP is released one year after the formulation of the Philippine Development Plan (PDP) • The PSDP supports the statistical requirements of the PDP. Improvements in Statistical Capacity Statistical Programs • Formulation of policy and appropriate mechanisms to ensure interconnectivity and facilitate data sharing among administrativebased data systems based on the principle of public good; • Establishment of competency standards for statisticians to identify core skills training needed to improve organizational and job performance; • Institutionalization of competency-based human resource capacity building program for statistical human resources • Improvement of interagency mechanisms to initiate and coordinate the development of economic statistics; Asia-Pacific Economic Statistics Week 7 III. Improvements in Statistical Capacity • Participate in international cooperation and capacity building programs/projects, international conferences, workshops and expert group meetings; • Strengthen the institutional coordination within the PSS and between PSS and budget department, legislative bodies, and development partners to ensure funding for continuous improvement of economic statistics; and • Implementation of a data quality assurance framework (DQAF) for economic statistics; • Upgrading of ICT resources to support automation of collection, processing and dissemination of economic statistics. Role of Statistics on SDGs Role of Statistics in Society • Statistics must inform decisions! • Statistics must serve as a tool towards good governance! • Statistics, both positive and negative, must be communicated! • Statistics must be relevant to society! • Statistics must contribute to the measurement of genuine progress of society! • Statistics must be able to answer the question: Are we achieving our targets…our commitments? Asia-Pacific Economic Statistics Week 9 V. Role of Statistics on SDGs 1. For policy formulation and planning - Input to the preparation of the Philippine Development Plan (PDP) and its Results Matrix - Will serve as reference on appropriate programs by Line Departments, as well as, in policies to be adopted for the achievement of SDGs 2. For targeting/prioritization - Will be used to identify priority areas/sectors to be included in the government’s program - May serve as reference for budget preparation/allocation Asia-Pacific Economic Statistics Week V. Role of Statistics on SDGs 3.
