June 11, 2010 Dear Market Participants and Interested Parties: Re: Letter of Notice – Proposed Level II Changes to Existing ISO Rules: a) Removal of OPP 702 Voltage Control; and b) Relocation of Authoritative Requirement in OPP 702, Subsection 4.3 to ISO Rule Section 3, Subsection 3.5.3.4 (collectively the “proposed ISO OPP 702 Removal”) The Alberta Electric System Operator (“AESO”) is providing notice and seeking feedback from market participants on the attached ISO OPP 702 Removal pursuant to Section 2 of the Alberta Utilities Commission (“AUC” or “Commission”) Rule 017. The proposed ISO OPP 702 Removal applies to all market participants and will be of specific interest to market participants with facilities connected to the Alberta Interconnected Electric System (“AIES”). The proposed ISO OPP 702 Removal is considered by the AESO to be a Level II Change. Level II Changes are changes that are expected to have a moderate or low impact on the industry and/or the AESO, and generally require little or no effort by stakeholders in implementing a solution. Summary of ISO Rule The purpose of ISO OPP 702 is to provide consistent voltage control guidelines for the AIES and operating policy for all parties concerned with voltage control, including the transmission facility owners, generation facility owners and the AESO. AESO Papers and Other Related Communications There were no previous AESO papers or other related communications issued respecting the proposed ISO OPP 702 Removal. Transition of Authoritative Documents (“TOAD”) Reform The proposed ISO OPP 702 Removal is the result of a specific Transition of Authoritative Documents project (“TOAD”). Under TOAD, the AESO is endeavoring to eliminate duplication, address conflicts and gaps and improve clarity within its three authoritative document domains, the ISO rules, the ISO tariff and the Alberta Reliability Standards. Information on the TOAD project can be found on the AESO website at www.aeso.ca. Page 1 of 3 Rationale for ISO OPP 702 Removal Existing ISO OPP 702 was reviewed in conjunction with proposed Alberta Reliability Standards “VAR-001-AB-1a Voltage and Reactive Control” and “VAR-002-AB-1.1b Generator Operation for Maintaining Network Voltage Schedules”. In the AESO’s opinion, all authoritative requirements represented in ISO OPP 702 are addressed in these two Alberta Reliability Standards, with the exception of the following one authoritative requirement in ISO OPP 702, subsection 4.3: “Availability of AVRs and PSSs will be reflected in the ancillary service declaration in the ISO’s energy trading system at all times.” The AESO proposes to remove ISO OPP 702 Voltage Control in its entirety and relocate the above requirement to ISO rules Section 3, subsection 3.5.3.4, which sets out other related submission protocols. This relocation will be temporary until the AESO transitions the entire ISO rules Section 3 through the TOAD project. Separate Consultation on Proposed Adoption of Alberta Reliability Standards The proposed adoption of Alberta Reliability Standards, “VAR-001-AB-1a Voltage and Reactive Control” and “VAR-002-AB-1.1b Generator Operation for Maintaining Network Voltage Schedules” is being consulted on separately (click here to view the Letter of Notice dated June 11, 2010). Once VAR-001-AB-1a and VAR-002-AB-1.1b become effective, ISO OPP 702 Voltage Control will be removed in its entirety. Information Document An Information Document 2010-004RS – “General Operating Practice - Voltage Control” – will be created to support Alberta Reliability Standards VAR-001-AB-1a and VAR-002-AB-1.1b. The Information Document will contain the non-binding and procedural content applicable to market participants that is currently set out in existing ISO OPP 702. This document is under development and will be posted shortly on the AESO website at http://www.aeso.ca/ and follow the path Rules & Standards > Information Documents. Request for Stakeholder Comments Comments and suggestions on the proposed ISO OPP 702 Removal are encouraged. Please use the attached comment matrix provided when submitting comments to the AESO on the proposed ISO OPP 702 Removal. The AESO’s rationale for the removal of ISO OPP 702 and the relocation of the one authoritative requirement to ISO rules Section 3, Subsection 3.5.3.4 has been provided within the comment matrix. Only written comments will be considered in finalizing the proposed ISO OPP 702 Removal. Stakeholder comments received along with AESO responses will be published with the final proposed ISO OPP 702 Removal being recommended for internal AESO approval in July, 2010. Attachments to Letter of Notice In accordance with Section 4 of AUC Rule 017, the following documents are attached to this Letter of Notice: a) Clean copy of existing ISO OPP 702 Voltage Control; b) Blacklined and clean copy of amended ISO rule Section 3, Subsection 3.5.3.4; c) Copy of the comment-rationale matrix for the proposed ISO OPP 702 Removal. Proposed Effective Date The AESO proposes that the proposed ISO OPP 702 Removal take effect concurrently with the Commission approved effective dates for VAR-001-AB-1a and VAR-002-AB-1.1b.
