The link between WFD implementation and water scarcity management prevention of further deterioration mitigation of drought effects good ecological status achievement qood quantitative status for groundwaters 1 Dicembre 2004 • POM • RBMP • DROUGHT MANAGEMT SUB-PLAN • PUBLIC PARTICIPATION Athens 19 January 2007 Water Scarcity & Drought Expert Network Issues in the implementation of WFD • When and where needed, a specific “drought management (sub)plan” should be included in the WFD RBMP (art. 13.5). • Public participation (art. 14) should also be organised around water scarcity management issues, as required by the WFD. • When developing the WFD POM and associated RBMPs (art. 11 and 13), quantitative and qualitative aspects should be jointly considered for the plans and programmes to be coherent and to create synergies where possible. • The integration of specific quantitative management measures inside the POM could add supplementary constraints (technical and financial) for concerned countries to take into account. • When setting the environmental objectives in the RBMPs, these additional constraints should be taken into account when justifying the potential exemptions. • Drought plans must establish objective thresholds in order to implement the specific measures that are related to an indicator system and also included in the RBMPs 1 Dicembre 2004 Athens 19 January 2007 Water Scarcity & Drought Expert Network Main further development needed •Evaluation of the efficiency of measures (methodologies) •Link with Climate changes •Link with the research sphere •Drought Exemptions /Drought Monitoring and appropriate indicators for a common assessment •Link with other policies (agriculture, land planning, industry…) •Explore the EU funding instruments for WS and Drought •Public Awareness •Best Combination of measures 1 Dicembre 2004 Athens 19 January 2007 EU Activities on “WATER SCARCITY AND DROUGHT” CIS Drafting Group June 2006 • Technical document “Water Scarcity and Drought management in the context of WFD” • Policy Summary on Water Scarcity and Drought PENDING ISSUES (exemptions, drought management plans, agriculture) European Action on Water Scarcity and Drought June 2006 • First Report on Water Scarcity and Drought presented by the Commission to the Environment Council Need for FURTHER ANALYSIS EU Activities on “WATER SCARCITY AND DROUGHT” POLITICAL ACTION Policy development on Water Scarcity&Drought (COMM supported by a Stakeholder Forum and Expert Network) COMMUNICATION (by June 2007) TECHNICAL WORK MODULE 1 In-depth assessment (COMM supported by expert net) MODULE 2 Links between WS&D and WFD (EXPERT NET) Support to other CIS groups (agriculture, exemptions, climate change, GWs) Water Scarcity & Drought Expert Network The Expert Network, led by FR,IT, ES, will : Support the COMM in the in-depth analysis Work on the “pending issues”, producing one technical (?) output Function as an observatory for WS&D issues, referring to WDs, via SCG Work as interface with other WGs and with the MED-EUWI/WFD JP 1 Dicembre 2004 Athens 19 January 2007 MODULE 1: IN-DEPTH ASSESSMENT Leader COMMISSION Support Co-leader, Expert Network Objective Get a more detailed picture of the situation in order to assess whether additional actions are needed and in particular: the extent and magnitude of problems the size of gaps in EU legislation to address WS&D Tasks definition of the kind of data and indicators data collection and examination (consistency, comparability) synthesis of available information analysis of existing gaps in EU legislation and financial instruments Outcomes first interim report (analysis of data) final report (impacts, existing measures, gaps) complementary report (information from research sphere) MODULE 2: Links between WS&D and WFD Leader Expert Network (on the basis of the existing group WS&D with new MS and stakeholders) - leaded by FR, ES, IT Objective Analyse specific aspects of the implementation of WFD linked to WS&D in order to have a common understanding: agriculture exemptions (prolonged droughts) drought management plan (as supplementary plan - art. 13) groundwaters climate change Tasks interface with other CIS WGs (exemptions, agriculture, climate change, groundwater) through the FR, ES, IT representatives and through written documents develop common understanding of provisions of art. 13 (RBMP - supplementary plan) in WS&D situations Outcomes technical report on drought management plan technical inputs on exemptions and agriculture (to be sent to the thematic CIS WGs) workshop on best practices and lessons learnt Water Scarcity & Drought Expert Network MODULE 2: activities The following specific aspects of the implementation of the WFD linked to WS&D will be scrutinized within the CIS WGs and need a common understanding: Agriculture Exemptions (art. 4.6) DMP (art. 11, 13) - analysis of measures that could be utilised to address WS&D - what is already done by MS (table by country & by measure) - Common understanding of ‘prolonged droughts’ (definitions of indicators and thresholds according to climatic context) - Measures under exceptional circumstances - Analysis of existing practices and development plans - Allowing compatibility with article 13 Climate change evaluation of climate change effects on drought events. Interface with WS&D activities will be identified as soon as the activity is set up GWs providing information (legislative and financial) on existing measures at EU and national levels linked with preventing and mitigating WS&D in case of groundwater resources overexploitation 1 Dicembre 2004 Athens 19 January 2007 EXPERT NETWORK ON “WATER SCARCITY AND DROUGHT” TIMETABLE Time 2007 2 2008 Actions 1 3 4 1 Management phase X Working Module 1 X X X X X Working Module 2 X X X X X 4 X X Workshop under the French Presidency X Deliverables Module 1 reports First Interim Report (available) Final report X Complementary report X Module 2 reports Technical input on agriculture to be sent to WFD&Ag SSG Technical report on drought management plan 3 X Workshop under the Portuguese Presidency Technical input on exemptions to be sent to EO&Exmpt group 2 2009 X X X 1 2 3 4 Water Scarcity & Drought Expert Network To meet the objectives of module 1 and 2 will be crucial to: Facilitate the information exchange Set a strong coordination among the different existing activities on WS & D Learn from the existing experience Make the best use of the scientific results coming from the Research Projects Make the best use of the EU Research founds 1 Dicembre 2004 Athens 19 January 2007
