Information Sharing, experience exchange and learning Request summary (In 200 words or less please summarise your request for readiness support) Activity area 1: NDA strengthening Recruiting an international expert (climate and environmental finance) for about 2 months and a national financial assistant (with good command of English language) to provide technical and management assistance to the NDA in order to: 1. Build the knowledge and capacity of the coordination team (i.e. the General Secretariat of the MERF; GCF steering committee, etc) 2. Coordinate with relevant ministries, departments and agencies on key issues related to GCF 3. Draft a country programme (see activity 2 below); 4. Liaise with other ministries, departments and relevant agencies including consultations on the development of a country programme; and 5. Conduct robust awareness campaigns in order to get greater commitment from key stakeholders, starting with an initial national workshop for implementing the 'readiness' programme by end July 2015. The NDA may also add other activities in accordance with the Fund’s defined scope of work on NDA strengthening (see Annex I). Activity area 2: Strategic Framework including the preparation of country programmes. The NDA will develop a country programme comprising: 1. The collation and review of Togo’s development priorities (e.g. SCARPE - the Start and end dates Duration of support (in months) Estimated total cost (in US$) strategy for accelerated growth and employment promotion), institutional and legal framework for climate change (e.g. the Framework Law on environment enacted in May 2008) and relevant plans and strategies (e.g. PNIERN – the National Investment Programme for the Environment and Natural Resources) with a view to identifying transformational investment opportunities in accordance with the Fund’s Initial results management framework; 2. The identification of opportunities to involve the private sector, including micro, small and medium enterprises, and to take advantage of their ability to implement Togo’s programming priorities 3. The clarification of the roles of prospective public and private sector entities that may be accredited by the Fund in implementing Togo’ programming priorities with respect to the Fund; 4. The identification of a comprehensive portfolio of projects and programmes to be submitted to the Fund for financing, including public-private partnerships, in accordance with the Fund’s Initial investment framework; and 5. Determining how to avoid duplications, if any, with the readiness work of other donors in the country (e.g. GIZ) and encourage synergies between the support of GCF and other partners’ efforts. The NDA may add other elements of the country program and will also be required to undertake consultations with stakeholders in accordance with the Fund’s defined scope of work on developing strategic frameworks (See Annex II) including the preparation of country programmes. 15/07/2015-14/07/2017 24 months (2 years) Up to US$ 300,000 SECTION A: CONTEXT Status of GCF readiness in the country (include information on previous engagement with the Fund and related readiness initiatives and activities) Togo ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1995 and its Kyoto Protocol in 2004. It developed and presented its First and Second National Communications in 2001 and 2010 respectively. The process for developing the Third National Communication started in 2013 and is still in the works. A.1 Previous engagement with the Fund On 6 August 2014, The Directorate of Environment, within the Ministry of Environment and Forestry Resources (MERF) was nominated as the National Designated Authority for the GCF. Following the NDA nomination, a national consultative stakeholder workshop was organised in collaboration with civil society. At the sub-regional level, a regional consultation workshop between Benin, Ghana and Togo was convened to share initial country experiences with regard to the operationalisation of the GCF in different countries. In the margins of the COP 20 in Lima (December 2014), the Togolese delegation met with staff from the GCF and discussed the GCF readiness programme and how Togo could benefit from it. A subsequent mission in late December 2014 by the GCF Mitigation Coordinator, Youssef Arfaoui, enabled national stakeholders in Togo to gain a better understanding on the process for developing a pipeline of projects and programmes for submission to the GCF. Other readiness initiatives include: The initiation of a process for developing Togo’s National Adaptation Plan, and the launch of the REDD+ readiness process with GIZ support The establishment of a coordination team for the preparation of Togo’s draft NAMA portfolio. This process will build on the mitigation studies conducted in national communications and relevant sectoral strategies. The operationalization of the National Environment Fund (created in 2010) with funding from GEF and UNDP as delivery partner. Description of planned project / programmes (applicable for project / programme preparation request only) Although details are not yet readily available at this particular time, Togo intends to submit a portfolio of projects both for adaptation (especially in agriculture, water resources, coastal zone) and mitigation (focussing on energy efficiency, transportation, access to low emission energy sources, and production of low-emission energy). Enabling activities, such as NAPA and national communication processes, benefitted from the support from multilateral executing entities such UNDP. Such projects were meant among other objectives to strengthen the institutional and operational capacities of the country. Yet, nearly 20 years after the implementation of the First National Communication, Togo still lacks adequate capacity to facilitate direct access to climate financing for the implementation of climate-related projects and programmes. In 2009, Togo chose the West African Development Bank (BOAD) as its regional implementing entity for projects under the Adaptation Fund. More than five years later, not a single project from Togo has been accepted by the Adaptation Fund. This is partly due to insufficient capacity in project development. Readiness support will contribute to strengthening Togo’s institutional capacity at national level including the identification of potential candidates for accreditation as GCF’s implementing entities. Activity 1 The Directorate of Environment within MERF, with the support of other stakeholders from institutional arrangement (in section D2) will steer Togo’s efforts to transition to a climate resilient and green economy. They will also be responsible for engagement with the Fund in the long-term. However, in the short term, the NDA requires short-term specialist resources in order to effectively accelerate their engagement with the Fund, and also build the capacity of the staff team that will take up these responsibilities in the long-term. Activity 2 There is a multiplicity of climate-related strategies, plans and programmes in Togo. With GCF readiness support, Togo wishes to collate and review these plans and strategies at the national level, in order to assess their adequacy, prioritise those with transformational potential, and identify gaps that may need to be filled in order to have robust country programme that is consistent with the Fund’s Initial investment framework. The country also envisages identifying geographic and thematic options for programming, and collecting additional data available to fill in the identified gaps. Such a process is expected to provide a comprehensive portfolio of projects that will be submitted to the GCF for funding. In doing so, the aim is to avoid overlap or duplication with projects/programmes supported by other donor agencies. SECTION C: BUDGET (include total cost and share of GCF funding) The following is an indicative budget outline. A detailed budget breakdown will be provided with the inception report. Activity 1: US$ 150,000 Consultancy services (including travel cost): US$ 95,000 Workshops: US$ 47,500 Contingency: US$ 7,500 Activity 2: US$ 150,000 Consultancy services (including travel cost): US$ 95,000 Workshops: US$ 47,500 Contingency: US$ 7,500 The Directorate of Environment within MERF (NDA) will provide counterpart support in the form of staff, office space, settling utility bills, office supplies, and other in-kind contributions, amounting to approximately US $75,000. The NDA anticipates that it will need additional resources to fully undertake activities to strengthen the NDA and develop a country programme and it may supplement the Fund’s resources with additional resources from other development partners. The audit fees are included in the overall approved budget. SECTION D: IMPLEMENTATION PLAN D.1 Implementation and disbursement schedule The funding will be transferred to UNDP (Togo) in three tranches: The first disbursement, which amounts US$ 100,000 (US$50,000 for Activity 1 and US$50,000 for Activity 2), will be transferred upon the submission of an inception report from the Directorate of Environment within MERF, the NDA to the Fund, in form and substance acceptable to the Fund, which includes detailed implementation plan, procurement plan and budget; The second tranche of US$ 100,000 will be transferred upon submission of an interim progress report and financial report, in form and substance acceptable to the Fund, including an expenditure statement; and The final disbursement will be made upon submission of a completion report and financial report, including an audited expenditure statement. D.2 Implementation arrangements (include delivery partners, opportunity for South-South knowledge sharing and transfer where applicable) While UNDP will take responsibilities for fiduciary management of the readiness funding, the NDA will lead the implementation process of this programme in collaboration the institutional framework described below. The NDA, with support from 2 (maximum 3) individual consultants or a consulting firm, will deliver Activity 1 and 2 in accordance with the procurement plan and a detailed implementation plan, both of which will be further elaborated in the inception report. Figure 1 (below) provides an overview of the proposed institutional framework for monitoring the implementation of the readiness process in Togo. Figure 1: institutional framework for monitoring the implementation of the readiness process in Togo. The Directorate of Environment within MERF (NDA) will manage the readiness project. The Director of Environment will be the National Director for Readiness process and ensure regular monitoring of the GCF’s activities. He will report to the General Secretariat of the MERF (which coordinates all technical activities at the MERF) on progress with regard to the GCF readiness activities in Togo. The contact point for the NDA will act as coordinator of the readiness process, whose main task will be to ensure day-to-day management of readiness activities. UNDP will be the executing entity. The coordinator will operate under the authority of the Director of the Environment and with oversight from a multi-stakeholder GCF Steering Committee that will be set up, to facilitate access to information in relevant departments and monitor the implementation of readiness actions. Short-term specialist resources will be recruited to assist the coordinator. The National Committee on Climate Change (CNCC) will provide a framework for consultation and guidance as it has a much broader, economy-wide outlook. It is composed of representatives of relevant government ministries, departments and agencies, and non-state actors such as stakeholders from the private sector, civil society and research institutions. D.3 Procurement plan UNDP procurement processes will be used throughout the implementation of this project. UNDP (Togo), in collaboration with the NDA, will competitively procure services consistent with its procurement policies: Consultants will be procured on a competitive basis and the terms of reference of consultants will be developed further to include the tasks outlined in the request summary above. The NDA may also add other tasks to the ToRs of the consultants in accordance with the Fund’s defined scope of work on NDA strengthening within the resource envelope in this proposal and any supplementary resources secured from other sources. For items such as venues and travel for stakeholder workshops to be organized, a shopping method will be used to procure such services consistent with UNDP’s procurement policies. Information on the process and the results of procurement to undertaken will be included in the inception report where such information can be provided in advance, and in any case, in interim progress or completion reports when such procurement has been undertaken and completed. SECTION E: COUNTRY OWNERSHIP & STAKEHOLDER ENGAGEMENT E.1 Alignment with national plans and strategies Togo developed its National Communications with GEF funding, in a bid to deliver on its commitments under the UNFCCC, the implementation of which allowed gradual establishment of an institutional framework for managing climate change issues. The Ministry of Environment and Forest Resources (MERF) provides oversight of such framework, the main components of which being the Inter-ministerial Commission for the Environment and the National Committee on Climate Change (CNCC). Despite being among the first African countries to adopt environmental legislation, Togo does not yet have an adequate legal framework for climate change. It ratified the UNFCCC and its Kyoto Protocol but does not yet have an implementing legislation that is integrated into the national corpus juris. This said, the Framework Law on environment enacted in May 2008 takes into account climate change issues. This readiness process will strengthen the provisions provided for in the legal framework on climate change. From a development standpoint, the strategy for accelerated growth and employment promotion (SCAPE in French acronym) is Togo medium-to-long term development framework and also provides strategic guidance on climate change and disaster management issues. Adaptation and mitigation projects that will be developed within the GCF readiness process will therefore have to be consistent with the implementation of the SCARPE. The National Investment Programme for the Environment and Natural Resources (PNIERN in French acronym) is Togo’s strategic investment framework in the environmental sector. The PNIERN enables a sector-wide alignment and harmonisation of interventions of partners and stakeholders and contributes thus to the sustainable management of the environment and natural resources. The promotion of adaptation and mitigation actions and the mobilisation of resources for their implementation feature prominently among the strategic courses of actions of the PNIERN. The readiness process will therefore give a further boost to the implementation of PNIERN. With regard to UNFCCC responses, Togo completed its first and second National Communication (SNC) as well as the implementation of National Strategy of the UNFCCC. The 3rd National Communication is being finalised. Climate-related documents (policy, strategy, etc) were also developed, including: The “Capacity building for improving the quality of greenhouse gas inventories in West and Central Africa"; The NAPA - National Action Plan for Adaptation to Climate Change The “National Capacity Self Assessment to better manage the Global and National Environment”; The “National capacity building strategy for the management of the Environment”; The “assessment of investment flows and financial flows for mitigation in the energy sector and adaptation in the agricultural sector in Togo" The "Communication strategy on climate change and the transition to a green economy in Togo" The CDM project note idea portfolios It is envisaged that the readiness process will build on the above and help Togo deal with the various weaknesses and identified gaps with regard to climate action. In particular, the limited involvement of key stakeholders constitutes one of Togo’s major hurdles for advancing the climate agenda in the country. This may partly be due to either the lack of awareness of their roles in the process or the usefulness of the information at their disposal. Such situation stems from the inadequacy of the institutional and legal frameworks on the one hand and limited capacity in terms of financial, and technical (including communication) resources, on the other hand. We envisage conducting robust awareness campaigns in order to get greater commitment from stakeholders. E.2 Stakeholder engagement (e.g. civil society, sub-national and national government, private sector, intended beneficiaries) As indicated under D2, the readiness programme will be managed by the MERF, through the NDA with support from the executing entity (UNDP) and guided by a GCF Steering Committee comprising of representatives from key relevant national government agencies and non-state actors. Other sectoral ministries, such as the Ministries in charge of Industry, Economy and Finance, Mines, Energy, Agriculture, Livestock, Fisheries, Transport, public Works, Higher Education, Research, Development, Planning etc., will play an important role in the implementation of this process. The various ministries will play an important role in identifying transformational investment opportunities within their respective sectors. MERF through the NDA will organise information sharing and awareness events and build capacity with regard to climate-related project identification, appraisal and preparation in key economic sectors. The sectoral ministries will take part in these training workshops. Other relevant stakeholders will also participate in trainings, viz: Academic and research institutions given their role in science, technology and innovation. Examples include the University of Lomé, the University of Kara, the Institute of Advisory & Technical Support (ICAT) and the Togolese Institute of Agricultural Research (ITRA). civil society and the private sector stakeholders e.g. the union of non-governmental organisations in Togo (UONGTO), the Federation of NGOs of Togo (FONGTO) the Consortium of environmental NGOs in Togo (COMET), the chambers as the Chamber of Commerce and Industry of Togo, chambers of agriculture and others. These organizations can provide important information for the government regarding options and mitigation measures in project formulation. The National Committee on Climate Change will be an important consultation framework for the process. All other departments and agencies on national development, including the MDGs cell, Local authority, the Permanent Secretariat of the SCAPE will also play an important role. The involvement of all these actors will contribute to increasing ownership of Togo’s readiness process and the strengthening of institutional and technical capacity of a wide range of stakeholders. The project will also aim to develop synergies (and avoid duplication) with other relevant on-going projects in the country to enable an efficient exchange of information between projects and full use of their results. These include: (1) the REDD + project preparation, (2) NAMAs, (3) the third national communication, (4) the biennial report, (5) adaptation of farmland to climate change, (6) the development of 1,000 hectares of lowlands in the 5 economic regions of Togo, (7) the NAP process, the integrated land and disaster management project (PGICT) etc. The priorities identified during these projects will be used in the formulation and readiness to supply the project portfolio. This readiness project will integrate a gender perspective in the identification of transformational investment opportunities. SECTION F: MONITORING & REPORTING PLAN The reports to be submitted will be as per what is included in section D.1, and will include reporting against the logical framework included in section B.1. SECTION H: KNOWLEDGE MANAGEMENT AND COMMUNICATION PLAN The experiences gained, lessons learned and good practices will be systematically compiled and shared between different stakeholders at national level. These knowledge products will also be made available to other countries and stakeholders through window on the MERF website that will be created.
