Plan of Action for Implementing the MOU Between The Department of Environment of The Islamic Republic of Iran And The Ministry of Environment, Energy and Sea, in charge of International Relations on Climate, of the Republic of France, In view of the joint efforts of both countries to expand bilateral relationships, and efforts on implementing the 2015 Paris Agreement on climate, in the prospective of its ratification, and considering the Memorandum of Understanding (MOU) signed 28th January 2016 between the two governments, hereinafter referred to as the Partners, intend to strengthen mutual relationships by means of exchange of experiences and know-how in the field of environment. The Partners jointly decided to implement the following Plan of Action, hereinafter referred to as Plan of Action. 1 Article 1 Objectives In accordance with the aforementioned MoU, this Plan of Action, taking special consideration of the friendly relations between the two countries, has the objective to strengthen the environmental, energy, climate change (mitigation and adaptation) cooperation, including conservation of natural and marine environment, improving the well-being and health of the present and future generations, and cooperation in the field of sound environmental technologies, transitions to low-carbon and sustainable economy to foster green growth, public awareness, research, training and management. Article 2 Implementation According to the MoU, the Partners will focus initially to implement this Plan of action as follows: a) Sustainable water management, including improving water distribution performance, water quality and sanitation, watershed management and governance, waste water reuse, desalination, irrigation efficiency. These actions may build up on the Paris Pact for Water and the Global Alliance for Clean Water Desalination, launched in Paris during COP 21. b) Modeling, monitoring and control of air pollution and sand and dust storms, including improvement of forecast and mitigation. c) Development of energy efficiency and renewable energies, in the residential and office buildings, in the industry and transport sectors, in order to develop smart and sustainable cities. These actions may build upon the Industrial Energy Efficiency Initiative (IEE), the Sustainable Energy for All Initiative (SE4ALL), the Carbon Pricing Coalition, the Global Geothermal Alliance (GGA), the International Solar Alliance (ISA), and the Global Alliance for Buildings and Construction (GABC), launched in Paris during COP 21. 2 d) Reinforcing cooperation on biodiversity and conservation of terrestrial and marine ecosystems, including expanding the scientific cooperation between the French Museum National d’Histoire Naturelle (MHNH) and the National Museum of Iran (MNI), exchange of experience in the field of interactions between large carnivores and cattle breeding, and management of natural areas. e) Reinforcing scientific cooperation on climate change and sharing of experiences, research and technology in the field of mitigation and adaptation, between partners, French and Iranian academic institutions, such as the University of Tehran. Article 3 Actions Implementation of this plan of action will be based on the following actions, which will contribute to the preparation of the 2017 Tehran International Environment Exhibition. • Signing of an agreement between the MHNH and the MNI (by the end of 2016) • MHNH/MNI joint exhibition on biodiversity (early 2017) • Implement partnership between Meteo France International and the IRIMO to reinforce multi-risk alert systems, and extend to Department of Environment for sand and dust storm forecast and prevention, and air quality forecast and monitoring (by the end of 2016) • Workshop on sustainable water management and depollution of ground water, with French and Iranian Experts (by the end of 2016) • Launch of pilot projects on water distribution performance in big Iranian cities, including Tehran. (by the end of 2016) • Workshop on integrated coastal areas management, including preservation of mangroves (2017) • Workshop on the French Pavilion at the 2017 Tehran International Exhibition on Environment, with solutions for environment, energy and climate change issues presented by French companies (by the end of 2016). • Workshop on solar energy with the International Solar Alliance and the Terawatt Initiative (by the end of 2016) • Annual steering committee of the Plan of Action 3 Article 4 Financial Support The Partners decide to provide financial support of their own experts' visits and workshops equally as follows: The host Partner will provide accommodation and local transportation for the guest delegation. Each Partner will provide air tickets and travel expenses for its own experts and delegation members. Article 5 Amendments Each partner may propose amendments to this Plan of Action. Amendments to this Plan of Action will be decided at ministerial level. They could be in writing or orally in meetings. However the approved text of any proposed modification to this Plan of Action will be communicated between the two Partners through the diplomatic channels. Article 6 Effect This Plan of Action will enter into effect after signing by the Partners. This Plan of Action is accepted and signed in Tehran on 28 August 2016 in English, and two original copies, both versions being equally authentic.
