STARTING SITUATION Most cities and some transport routes have lighting levels that, during low-volume off-peak traffic periods, are excessive for current needs. This is having an extremely negative impact on the following, among others: - The environment (light pollution is an increasing problem for birds, air navigation, earth observations, etc.). - Energy consumption. To deal with this situation, IBERDROLA is encouraging the implementation of luminosity regulators with voltage stabiliser for public and street lighting. 2. OPERATING PRINCIPLE OF THE PROPOSED LUMINOSITY REGULATORS They are centralised units installed at the head end of the public and street lighting supply (next to the electrical panels). They perform two functions: - They stabilise the voltage supplied to the lights and auxiliary equipment at the normal preset value. - They regulate the luminosity of all of the lights connected to each control cabinet, allowing it to be reduced during pre-determined periods by 50% (lowering the voltage supplied to the lights by up to 175-195 V). 3. EQUIPMENT FEATURES IBERDROLA markets static equipment that covers the entire range of public lighting panels: 3 - 230V single-phase supplies. - 3x230V three-phase supplies without neutral. - Conventional three-phase supplies: 3x400/230V. The power rating for mass-produced equipment generally goes up to 75 kVA, but customdesigned equipment can be manufactured for higher power ratings. They apply to high pressure mercury vapour or sodium vapour lamps. They cannot be used with metal halide lamps. 4. SELECTED SUPPLIERS IBERDROLA has selected the following suppliers: - SCORPIO ELEKTRO XXI. - CORPORACIÓN ZIGOR. The customer can choose a brand from the ones mentioned. 5. SERVICES OFFERED The installation sale price includes: - The regulator supply. - Assembly to build the stand and installation for the equipment (including possible civil engineering required). - Preventative maintenance for three years, including two annual visits to check that the units are working properly. - Three-year warranty, including the cost of repairing damages components, labour and travelling expenses. 4 The manufacturer (or whoever he/she appoints) will directly invoice for the assembly. 6. ADVANTAGES FOR CUSTOMERS - Energy saving (up to 25% with high pressure mercury vapour lamps and 40% with high pressure sodium vapour lamps). - Installation paid without increase in electricity bill (the monthly cost would be similar to the saving earned). - Reduction of lamp and auxiliary equipment replacement cost (longer service life). - Three-year equipment maintenance without affecting working conditions for the company in charge of public lighting management. 7. PRIORITISATION CRITERIA With a public lighting supply, depreciation is usually quicker: - The greater the installed power. - When all of the lamps are high pressure sodium vapour. - In the case of three-phase supplies with 3x400/230 V voltage. - When the subscribed power is more than 15 kW. On the other hand, the depreciation period becomes excessively long, regardless of the power, when the supply voltage is 3x230 V. 5
