Facility Assessment Report, Weatherford Independent School District 3 Mary Martin Elementary School CIVIL - SITE Introduction This report provides the results of the Civil/Site assessment of the above referenced school performed by Pacheco Koch Consulting Engineers, Inc. (PKCE) The Civil /Site assessment consisted of: 1) a site visit for a visual evaluation; and 2) a meeting between Weatherford ISD faculty members and PKCE staff, focused on the following items: 1. Paving 2. Surface Drainage 3. Accessible Route / Parking 4. Utilities (no subsurface verified during site visit) 5. Erosion Based on observed conditions, recommended improvements for each of the deficiencies identified have been accompanied with estimated quantities and an opinion of probable construction cost, to be used as a budgetary tool. Site Visit: March 19, 2014 On the above date, PKCE personnel visited Mary Martin Elementary to observe the items discussed above. The table below shows each deficiency found, the photograph number, an estimated quantity, a unit cost, and a construction cost estimate. Meeting with Weatherford ISD Staff On Tuesday, April 1, 2014, PKCE personnel met with representatives of the School District’s Maintenance Department to learn about any known issues that may not be discovered/visible during the site visit and to gain historical/current knowledge of the site. During the meeting, the following Civil/Site issues were brought up for Mary Martin Elementary: • With the original site construction, a French-drain running along north side of the site was installed, but never daylighted to an outfall location. This causes seepage issues along the north and east boundaries of the site. • There are existing surface drainage issues around portable buildings. • Installation of perimeter fencing around the playground area is desired. • There are existing surface drainage and resulting erosion issues in the west playground/field area. • It is difficult to keep the north field grassed, due to rocky soil. Facility Assessment Report, Weatherford Independent School District 25 Mary Martin Elementary School ENGINEERING REPORT - MECHANICAL / ELECTRICAL / PLUMBING Mary Martin Elementary School was originally built in 1996, with a substantial addition in 2005. The building is equipped with a fire sprinkler system. Air conditioning is primarily by use of package rooftop a/c equipment. The fresh air for the 2005 addition is preconditioned by a package rooftop O.A. unit that feeds the individual rooftop a/c units. Building electrical service is 277/480 volt, 3 phase, 4 wire, 1600 amp BPS main switch, served from power company pad-mounted transformer. Main switch is manufactured by “Challenger”. The building interior lighting system utilizes predominantly T8 fluorescent lamps. Gym and exterior lighting are HID type fixtures. The building is equipped with a non-addressable type fire alarm system manufactured by “Faraday”. This system should be replaced. MECHANICAL: • • • In 2005 addition, remove the package rooftop O.A. unit, and replace the rooftop units it serves with new rooftop a/c units with two-stage cooling and induced O.A. This in order to reduce energy use as well as maintenance concerns associated with the O.A. unit. Paint all exposed gas piping on roof in order to resist rusting and future failure. Add service/isolation valves in various water and gas lines to aid in maintenance of the systems This will avoid shutting down entire systems in order to do maintenance on a single piece of equipment or work in a specific area. ELECTRICAL: • • • • • • Replace gym HID light fixtures with T5HO fluorescent or LED type for energy savings and easy “ON-OFF”. Add emergency light fixtures in gym. Replace all exterior lights with new LED type fixtures for energy savings. Provide occupancy sensors in classrooms and offices for automatic lighting shut-off as required by the International Energy Conservation Code (IECG) and for effective energy savings. Replace all downlights with “LED” type for energy savings. Replace existing non-addressable fire alarm system with new addressable type system. Retrofitting new structural components may be recommended. Further Study is recommended to determine if the structural unreinforced masonry has cracked behind wall finishes such as interior coverings and exterior veneers due to foundation movement. Repair of such cracks or retrofitting new structural components may be recommended. Repairing all known cracks in all structural unreinforced masonry due to foundation movement is recommended. If any modification to the Unreinforced Masonry is desired, Special Analysis will be required and significant Architectural and Structural limitations may be required. Further Study is recommended to determine if there is sufficient lateral anchorage at the top of all exterior unreinforced masonry walls that are parallel to roof joists. Installing lateral restraints may be recommended after further study. Further study is recommended to determine the design and condition of the connectors between wythes. Installing new connectors may be recommended after study. Further Study is recommended to determine if installation of new bottom chord net uplift horizontal bridging angles along the ends of the steel joist is required.
