Service Sankalpa Job Title Manager – Maternity cover 6 month contract. Reports To Board of Management Hours 39 hours (some evening work) Base Finglas Salary Range HSE Grade VII €47,015 - €61,417 (commensurate with experience) Purpose of Job The Manager will lead the delivery and development of Sankalpa Addiction Services working closely with the staff team, service users, community, voluntary and statutory sector partners, the funders and board of management. The service provides a range of programmes and interventions across the continuum of care ranging from structured stabilisation supports to drug free community employment work programme. The post holder’s remit is to create an outcome focussed culture and provide a constant stimulus for improving services in a learning environment. The post holder will have core responsibility to manage, monitor and develop the service ensuring clear and effective communication and accountability is in place along with effective governance and performance against agreed targets and outcomes and report to the board on a monthly basis. The post holder will also oversee the day to day running of all aspects of the service. The post holder will provide leadership, supervision and support to all staff members. The post holder will oversee the implementation of inter-agency case management within the service and feed into the local structures of the Finglas / Cabra Drug and Alcohol Task Force and Framework Implementation Committee. It is expected in the normal course of events that the role will evolve as professional and service demands change. Principal Duties and Responsibilities To provide a high level of professional leadership and motivation which is conducive to good working relationships and work performances. Create a positive working environment, which contributes to maintaining and enhancing effective working relationships. Promote the development of staff to maximise potential in line with personal and organisational goals. Sankalpa Managers JD – Ref: 0001 To manage and coordinate the activities of the service, including management of the staff team, sessional workers, sub-contractors and volunteers/peer mentors, so that the service runs efficiently and effectively, making the best possible use of financial and human resources. To ensure the realisation of the three year strategy and to report as agreed with the board of management the status of all ongoing projects. To provide line management supervision and leadership to achieve performance outcomes in line with service level and contractual arrangements. To maintain excellent communication with local commissioning bodies, HSE representatives and other key stakeholders and contacts. To develop and maintain effective working relationships with all commissioning bodies. To ensure the service runs within the allocated budgets, and seek new opportunities to deliver more within the service contract. To ensure the implementation and monitoring of the three year stratagy and the adjoining action plans and work plans. To give the board of directors a quarterly update in regards to the status of the strataguic plan and all relevant financial and governance aspects. To oversee the monitoring and evaluations of the service offered to clients and actively engage, involve and consult with service users regarding on-going service development. To be accountable for the day to day management. To develop an annual work plan for the team based upon the strategic plan of Sankalpa. To ensure that adequate, appropriate and accessible services are offered to clients and that client needs are a priority. To engage with wider services (HSE, FCLDATF, Probation, Mental Health, Prisons, Community & Voluntary service providers). To contribute to the strategic management and planning process. To be accountable to the board of management with regards to the financial reporting of the organisation in line with governance procedures. To oversee the implementation of inter-agency case management within the service. To oversee, develop imporove and monitor the social media marketing of Sankalpa and maintain the professional reputation of the organisation. To use mechanisms for monitoring and evaluating the service in line with funding requirements. Ensure appropriate records are maintained and audited and in line with all relevent policies and procedures from the data protection comissioner the DSP, HSE and the financial regulator as per their requirements. Sankalpa Managers JD – Ref: 0001 To ensure the safety of all staff and clients by implementing safety syatements, risk assessment procedures and monitoring the maintenance of health, safety and security and Fire procedures in the working environment. Duties will involve responsibility for reports and recommendations to the board of management. To promote and publicise the service through the agreed communications plan and continue to develop referral and access opportunities so that the service maintains and increases its client base. To ensure that the sankalpa brand nd ethos are consistant in our messaging and service delivery. To oversee all aspects of HR in conjunction with the board of directors in relation to recruitment, selection, induction, probation and perfrmance mnagement. General terms of reference: In carrying out the above duties the post holder will: Work flexibly across operational sites as required Work flexibly within an agreed number of hours of work to maintain the most appropriate level of service provision. Keep up-to-date with developments in services, legislation and practice relevant to the relevant client group. Ensure the review, development and implementation of the all Sankalpa policies, procedures and guidelines in line with qUADS and moving towards safer better health care starndards. Contribute to maintaining safe systems of work and a safe environment. Undertake other duties appropriate to the grade of the post. Person Specification Essential Criteria Each candidate must have: A third level qualification (minimum diploma level) in Addiction Studies, Community Drug and Alcohol Studies, Social Care or equivalent. A minimum of 3 years of management experience in a similar setting and an understanding of the need for and ability to deliver quality services. Have a thorough knowledge of drug and poly substance related issues and their effect and influence on individuals, families and communities. Have experience of high quality inter-agency work, involving community, voluntary and statutory agencies. Experience in risk assessment and treatment care planning. Have experience in people management, dvelopment and leadership. Sankalpa Managers JD – Ref: 0001 Possess sufficient administrative capacity to discharge the functions of the post. Experience of staff support and supervision in a similar setting. Experience of working within and managing contracts, service Level agreements and service delivery systems. Have an understanding of working within the HSE and the DSP codes of practice for service delivery. Have excellent relationship building and communication skills. Therapeutic competencies e.g. MI, CBT, CRA etc. Experience of data collection systems, information technology (E.g. ECASS, Excell database). Experience that demonstrates administrative organisational, observational and financial management skills. Have a good understanding of therapeutic group work and development. Competencies & Knowledge Demonstrate effective written, oral and interpersonal communication skills, including IT skills. Demonstrate initiative, innovation and ability to manage change effectively. Have excellent client work track recprd Demonstrate an excellent problem solving, analytical and decision making skills. Demonstrate ability to lead and develop teams. Excellent Stakeholder communication & relationship building Tenure This appointment is a whole time Maternity leave cover position (subject to funding) for 6 months. 3 month probationary period will apply.
