PURPOSE:
Approval of the Academic Senate
ACTION
That the Senate approve the degree title change for M.S. Business Analytics
REQUESTED: and be informed that the curriculum was approved for the transformation from
quarters to semesters.
BACKGROUND INFORMATION:
The Senate process for approving transformed degree programs for the semester calendar is
defined by 14-15 CIC 36. The Graduate Programs Subcommittee discussed the M.S. Business
Analytics (formerly M.S. Business Administration) program at its April 28 meeting, which was
attended by representatives from the Department of Management and approved the curriculum
unanimously with the acknowledgement that some non-substantive changes may occur in the
Catalog copy and recommended that CIC approve the degree title change.
At its meeting on May 16, CIC unanimously recommended that the Senate approve the degree
title change. Business Analytics is the only option within the existing MSBA program and the
new title will allow the program to be considered to be STEM. The proposal may be viewed
within Curriculog.

Change Degree Title and Suggest New Code for MSBA Program
Purpose:

Request a new code for the program: CSU Code 05071 (corresponding CIP Code: 52.1301)
Introduction
The Master of Science in Business Administration with the option in Business Analytics (MSBA BA
Option) was introduced in Fall Quarter of 2015, with Business Analytics being the only option. The
MSBA BA Option started strong in Fall 2015. There were more than 120 applicants, with 50 admitted
and 35 enrolled students. Based on the feedback from potential applicants and employers, and by
analyzing existing academic programs in Business Analytics, it becomes clear that there is a need to
change the title from the “Master of Science in Business Administration, Business Analytics Option”
to “Master of Science in Business Analytics”. In addition, we would like to apply for this program a
new CSU Code of 05071 (corresponding CIP Code 52.1301), which more accurately reflects the
content of the program curriculum.
Following the California State University Program Planning Resource Guide on “Changing a
Degree Title or Suggesting a New Code” (page 160-161), we submit this report to request changing
the degree title and CSU Code for the MSBA BA program. Both changes will benefit our students,
the program itself, and the university and community at large.
II.
Rationale for Proposed Title Change
Degree programs in Business Analytics are relatively new. As of October 2015, our program is the
first and the only degree program in Business Analytics across all 23 CSU campuses. Since there are
no similar programs from other CSU campuses, we have selected the following seven similar
programs from other US institutions. These seven programs are: MS Business Analytics, Arizona
State University; MS Analytics, Bowling Green State University; MS Business Analytics, George
Washington University; MS Analytics, Georgia State University; MS Business Analytics, Quinnipiac
University; MS Business Analytics, University of Colorado - Denver; and MS Business Analytics,
University of Denver.
We compare our degree requirements and curriculum to those of the seven selections. The
comparison has been summarized in the Appendix A table. The comparison data in the table clearly
demonstrate that our degree requirements and curriculum are similar and comparable to those of
many MS Analytics/Business Analytics programs across the country.
We also collected information on 77 similar graduate programs in the U.S., U.K. and Canada. Out
of the 77 programs, only 11 are concentrations or options, among which only two are titled as M.S.
Business Administration – Business Analytics option/concentration. All other programs have titles
such as M.S. Business Analytics (33 out of 77 programs), M.S. Analytics (16 of 77 programs), M.S.
Business Intelligence & Analytics (9), or Master of Business Analytics and similar titles (8). Although
graduate degree programs in Business Analytics are rather new, it is becoming more generally
accepted to be called “M.S. Business Analytics”.
The targeted jobs for MSBA BA graduates are data analyst, business analyst, data scientist and
data engineer. One of the common requirements for such jobs is a degree in a technical and
quantitative field, such as Computer Science and Operations Research. M.S. in Business
Administration may not be considered as such degree. The MSBA BA Option co-directors have
consulted the program’s advisors from LinkedIn, Chevron, SAP and Oracle, who are experts in the
respective field of analytics. None of them think that M.S. in Business Administration is a technical
degree. They strongly support the change of the title from M.S. in Business Administration to M.S.
Business Analytics. They believe that such a change will make our graduates much more employable,
and, in particular, will help them pass the first-round HR screening.
In recruitment, the confusion about our program title is widespread. We have received numerous
emails, phone calls, and questions that ask us to clarify the title of the program, in conjunction with
the STEM status of our program (Section III). Our marketing campaign and recruitment effort become
unnecessarily difficult.
III.
Suggest New Code (for STEM Status)
As shown in Section II, MSBA has a strong focus on technology-based, quantitatively-oriented,
and data-driven curriculum. Our program extensively utilizes technologies, tools and methods from
a variety of STEM-related disciplines such as Management Science and Operations Research,
Information Technology and Engineering, Statistics and Mathematics. Therefore, it is quite evident
that MSBA is indeed a STEM program. Similar programs titled M.S. Business Analytics (see Appendix
A) are also STEM eligible. For instance, the M.S. Business Analytics program offered by the Arizona
State University clearly indicates its STEM status with CIP code 52.1301.
In addition, without STEM status, our MSBA – Business Analytics option is at a disadvantage in
attracting more applicants, particularly international students. With a solid MSBA BA program, we
are able to garner strong interest regionally, domestically and internationally. However, many
international students eventually chose to apply to other similar STEM-eligible programs. The STEM
designation of the program allows eligible graduates on student visas access to an Optional Practical
Training (OPT) extension, up to 29 months, as compared to 12 months for non-STEM degrees.
For the success of our current students and to become more competitive in attracting interested
students, it is critical to strengthen the status of M.S. Business Analytics as a technology-driven and
quantitatively-oriented program. To that end, following the official list of approved system-wide
degree titles and their assigned CSU and CIP reporting codes, we would like to suggest a new code
for the M.S. Business Analytics program: CSU Code 05071 – Quantitative Methods Analysis
(corresponding CIP Code 52.1301). According to the most recent STEM-Designated Degree Program
List published by the U.S. Immigration and Custom Enforcement, this new CIP code 52.1301 will
make M.S. Business Analytics a STEM program and the corresponding CIP Code Title is Management
Science.
