1. Notice Inviting Bid

Sealed tenders are invited from the manufacturers for solar PV Integrator design, supply,
installation & commissioning and 2 years maintenance of two 5kWp Grid Connected SPV Power
plant and 500LPD Solar Hot Water System (Annex Building & Hostel Building) at Victoria
Institution (College)78B, A.P. C. Road, Kolkata - 700 009
Last date for submission of tender is 13th July, 2016.
Tender should be submitted in the prescribed format (Bidding Schedule).
All terms & conditions as mentioned in the tender documents should be bindings on the bidder.
The principle of the college may reject any tender without showing any reason.

2. Eligibility and Qualification Criteria
1. The bidder should be a Registered Manufacturing Company/Firm/Corporation in India of
SPV Cells/Modules Or PV System Electronic (Conforming to relevant National/
International Standards) having at least one or more Solar Photovoltaic Grid Connected
Power Plant(s) aggregating to a total of
10kWp capacity should have been
installed/commissioned.(Minimum size 5kWp)
2. The Bidder should have knowledge on installation of solar water heating system also.
3. Cumulative Experience of the Bidder in executing contracts of Solar Power plants
(Installed & commissioned) should not be less than 50kWp (Documents needed).
4. Bidder should having experience at least one or more 500LPD Solar Hot Water system(s)
aggregating to a total of 1500LPD capacity should have been installed/commissioned.
5. The Bidder should have valid CST/State VAT/TIN registration certificate. A copy of which
should be enclosed.
6. Overall Average Annual Turnover of the Company/Firm/Corporation in the last two
financial years should be at least 1.00crore.This must be the individual Company’s
turnover and not that of any group of Companies. (A summarized sheet of turn over
certified by registered CA should be compulsorily enclosed).
7. The Bidder should have registered office/authorized dealer/service network in Kolkata.
8. The Bidder should be an ISO certified Company.
3. Validity of Offer
Unless otherwise specified, the bidder shall keep his tender valid initially for a period of 6 days
from the due date of submission of the offer.

Insertion, post-script, addition and alteration shall not be recognized unless confirmed by
bidder's signature and stamp.
Incomplete tender or tenders not submitted as per requirement as indicated in the NIB are
likely to be rejected.
Bidders shall submit their offer strictly as per terms and conditions of the tender document
without any deviation.
If at any time any of the documents/information submitted by the bidder is found to be
incorrect, false or untruthful, the bid the resultant order may be summarily rejected/
cancelled at the risk of the bidder.
Failure to furnish all information and documentary evidence as stipulated in the bid
document or submission of an offer that is not substantially responsive to the bid document
in all respects shall be summarily rejected.
All bids will be received in duly sealed cover within the due date and time. Bids received
after the due date and time is liable for outright rejection.
No postal transaction shall be entertained for obtaining bid documents.
Issuance of bid documents shall not construe that the bidders would be automatically
considered qualified.
Self attestation of various documents enclosed along with the offer must be done.
Bid documents are not transferable.

5. General Terms & Conditions
1.0 Scope of Work
a) The Scope of work for 5kWp Grid connected SPV Power Plant includes manufacturing,
shop testing, packing & forwarding, transportation, transit-insurance, supply, installation,
testing & commissioning including 2years Maintenance Performance Warrantee Contract
(MPWC) of SPPs complete in all respects along with one set of operational instruction cum
maintenance manual (in English) and delivery on annex building of Victoria Institution
(College) 78B, A.P. C. Road, Kolkata - 700 009.
b) Design, supply, installation, commissioning and maintenance of 500 LPD Solar Water
Heating System in the Victoria Institution (College) hostel building.
2.0 Quantity of Supply
2.1 The quantity required as given in the Bid Details of Notice Inviting Bid is final & firm.
3.0

Effective Date of Contract
The effective date of commencement of execution of the order by the selected contractor
shall be the date of issue of the work Order.
4.0
4.1
Contract Price
The total contract price & rates of SPP and 2 years maintenance in full and complete set
including SPV module, control electronics & inverter, mechanical components, etc. should be
quoted . The price shall be for the total scope as defined in this document.
The contract price includes supply of items in full & good condition at Victoria Institution
(College) 78B, A.P. C. Road, Kolkata - 700 009 and all the i ncidental charges towards
packing & forwarding, inspection, installation at site, door delivery charges, loading charges
at site and transit insurance upto installation site. Contract Price is also inclusive of excise
duty, central sales tax, West Bengal VAT on the finished items; turn over tax (TOT)/octroi,
professional tax, service charge, income tax, entry tax, labour cess, etc. as applicable for the
supplies.
The project is to be implemented on turnkey contract basis and VAT will be applicable for
the whole component including system cost, transportation, I&C and MPWC.

Terms of Payment
50% of the value of the contract of supply offers all equipment up to site in good
condition. The storage is at the risk of the contractor.
40% at the successful commissioning of the system.
5% at the completion of 1st year of operation.
Balance 5% at the completion of 2nd year of operation.
6.0 Dispatch Instructions:
6.1 All items/equipments shall be subjected to inspection by College officials after dispatched.
7.0 Transit Insurance:
7.1 Transit Insurance shall be arranged by the Supplier for his total supplies. In case of any
damage/loss/pilferage/non-delivery during transit, the Supplier shall lodge the claim and
settle the claim with the insurance agency. The Supplier shall also arrange replacement of
the damaged, lost/pilfered items
expeditiously pending settlement of
commercial
implications with insurance agency, if any, so as not to hamper the working of the system.
The resultant loss if any due to failure of Supplier to comply with the above shall be to the
account of the Supplier.

8.0 After Sales Service and Availability of Spare Parts:
8.1 The Supplier shall depute authorized Service Engineer within 3 days from the date of the
intimation of fault, and establish sufficient inventory of spares, technicians in Kolkata in
consultation with College authority to provide satisfactory and uninterrupted services
during the guarantee/ MPWC period for which a servicing centre must be established at
College. Address, contact number etc. of the Servicing centre must be submitted before
commencement of the work.
A.) Technical Specification for 5kWp Solar PV Power Plant
1. SPV MODULES:
1.1 The SPV Module must be tested, approved & certified by any one of the IEC authorized test
centers – NABL/BIS Accredited Testing/Calibration Laboratories or by any International IEC
authorized test centre. The PV modules must conform to the latest edition of any of the
following IEC/equivalent BIS Standards for PV module design qualification and type approval
(as per JNNSM):
Type of Module:-Crystalline Silicon Terrestrial PV Modules - IEC 61215/IS14286. The
manufacturer should certify that the submitted module is also manufactured using
same design and process and modules being supplied are as per above.
In addition, the modules must conform to IEC 61730 Part1-requirements for construction &
Part 2- requirements for testing, for safety qualification. I-V curve both soft copy & hard copy
must be provided (Image/PDF).
1.2 Stabilized output of the Solar PV Array for the Power plant should not be less than 5kWp
under STC after one year of operation. Modules for Power Plant shall be made of Crystalline
Silicon Solar cells (No. of PV cells 60 Nos.).
1.3 SPV modules to be supplied should have minimum declared output of 24 V 250 Wp. Number
of modules to be supplied shall be 20(twenty) to be connected in series and parallel
connections in order to have total output of 5kWp .
1.4 Module conversion efficiency should be equal to or greater than 14% under STC.
1.5 Electrical characteristics of each module should be as per IEC specifications.
1.6 Other general requirements of the SPV Modules and sub-systems shall be as follows:
(a) The rated power output of any supplied module shall not vary more than 5% (five percent)
from the average power rating of the modules.
(b) Peak power point voltage and the peak power point current of any supplied module and/or
any module string (series connected module) shall not be more than 5% from the
respective arithmetic means for all modules and/or for all module strings, as the case may
be.
(c) Except otherwise specified, the front module surface shall consist of impact resistant,
tempered & textured, low iron and high transmission glass. Thickness 3.2 mm (minimum).
(d) The module frame Anodized aluminium type shall be made of corrosion resistant material,
which shall be electrically compatible with the structural material used for mounting the
modules.
(e) The module shall be provided with a junction with provision of external screw terminal
connection and with arrangement for provision of by-pass diode.( Minimum 3Nos. bypass diode & System Voltage 1000V) The box should have hinged, weatherproof lid with
captive screws and cable gland entry points protection level IP65.
(f) The PV module shall perform satisfactorily in humidity up to 100% with temperature
between minus100 Celsius to plus 650 Celsius and to withstand a gust upto 200km/hr. from
back side of the modules.
(g) The rated output power of any supplied module shall have a tolerance of +/-5% as per
MNRE/IEC standard specification.
(h) The fill factor of modules shall not be less than 0.70.

1.7 Identification And Traceability
Each PV module must use a RF identification tag(RFID), which must contain the following
Information:
i. Name of the Manufacturer of PV module
ii. Name of the Manufacturer of Solar cells
iii. Month and year of the manufacture(separately for solar cells and module)
iv. Country of origin (separately for solar cells and module)
v. I-V curve for the module
vi. Peak Wattage, Im, Vm and FF for the module
vii. Unique Serial No. and Model No. of the module
viii. Date and year of obtaining IEC PV module qualification certificate
ix. Name of the test lab issuing IEC certificate
x. Other relevant information on traceability of solar cells and module as per ISO 9000series.
Until March, 2013, the RFID can be inside or outside the module laminate, but must be
able to withstand harsh environmental conditions. However, from 1st April, 2013
onwards RFID should be mandatorily placed inside the module laminate.
•
(a)
Warranty
PV modules used in solar power plants/systems must be warranted for their output
peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at
the end of 25 years.
(b) The
mechanical
structures,
electrical
works
including
power
conditioners/inverters/charge
controllers/distribution
boards/digital
meters/switchgear/storage batteries, etc. and overall workmanship of the SPV power
plants/systems must be warranted against any manufacturing/design/installation
defects for a minimum period of 5 years.
1.9 PV ARRAY
a) Nominal Capacity 5kWp
b) PV array String Voltage Compatible with the MPPT Channel of the inverter.
2. MODULE MOUNTING STRUCTURE:
2.1 The array structure shall be made of hot dip galvanized MS angles of size not less than 50 mm
x 50 mm x 6mm size. The minimum thickness of galvanization should be at least 85 microns.
All nuts & bolts shall be made of very good quality stainless steel. The minimum clearance of
the lowest part of the module structure and the developed ground level shall be 600 mm.

2.2 Leg assembly PV Module mounting structure made of different diameter galvanized
tubes may be accepted. The work should be completed with supply, fitting fixing of clamps,
saddles, nut & bolts etc. While quoting rate, the bidder may mention the design & type of
MMS. The minimum thickness of galvanization should be at least 85 microns. All nuts &
bolts to be used for the system should be lock nut & bolt (anti-theft nut & bolt) and
made of very good quality stainless steel except foundation bolts and the nuts to be
used for connection of earthing strip with module mounting structure which will be of
MS chrome plated.

The structure will be designed for easy and simple mechanical and electrical installation. It
will support SPV modules at the mentioned orientation and absorb, transfer the
mechanical loads to the ground or any suitable/existing strength structure as deemed fit.
2.3 The structure shall be designed for simple mechanical and electrical installation. It shall
support SPV modules at a given orientation, absorb and transfer the mechanical loads to the
ground properly. There shall be no requirement of welding or complex machinery at site.
2.4 The array structure shall be so designed that it will occupy minimum space without sacrificing

the output from SPV modules at the same time it will withstand severe cyclonic storm with
wind speed upto maximum 200 kmph.
2.5 The supplier/manufacturer shall specify installation details of the PV modules and the
support structures with appropriate diagrams and drawings. Such details shall include, but
not limited to the following:
a) Determination of true South at the site;
b) Array tilt angle to the horizontal, with permitted tolerance;
c) Details with drawings for fixing the modules/junction/terminal boxes;
e) Interconnection details inside the junction/terminal boxes;
f) Structure installation details and drawings;
g) Electrical grounding (earthing);
h) Inter-panel/Inter-row distances with allowed tolerances; and
i) Safety precautions to be taken.
2.6 The drawings along with detailed design shall be submitted in triplicate to College for approval
before starting the execution work. The work will be carried out as per designs approved by
NBIRT.
3. RCC ARRAY FOUNDATION BASE:
3.1 The legs of the structures made with GI angles will be fixed and grouted in the RCC foundation
columns made with 1:2:4 cement concrete. The minimum clearance of the lowest part of any
module structure shall be 600 mm from ground level. While making foundations designs due
consideration will be given to weight of module assembly, maximum wind speed of 200 km
per hour. Seismic factors for the site to be considered while making the design of the
foundation.
3.2 Foundation drawings & designs shall be submitted to College for approval before starting the
work.
3.3 Proper adhesive should be add on the foundation base and the roof junction area to ensure leak
proof.
3.4 The Civil foundation work should be vetted by a Civil engineering organization (assuring the
roof condition)

POWER CONDITIONING UNIT/INVERTERS:
4.1 The Power Conditioning Unit/Inverters must conform to the latest edition of IEC/equivalent BIS
Standards as specified below:

4.2 The PCUs required shall be of 5 KVA rating designed to operate as a multifunction power
conditioning system.

4.4 Other important Features/Protections of PCU:
(a) The PCU shall be self commuted and shall utilize a circuit topology/DSP technology and
components suitable for meeting the specifications listed above at high conversion efficiency
and with high reliability.
(b) Since the PCU is to be used in solar photovoltaic energy system, it should have high operational
efficiency.
(c) The idling current -if no load, must not exceed 2 percent of the full-load current.
(d) The PCU shall have an appropriate display on the front panel to display the instantaneous AC
power output and the DC voltage, current and power input. The display shall be visible from
outside the PCU enclosure. Operational status of the PCU, alarms, trouble indicators and AC and
DC disconnect switch positions shall also be communicated by appropriate messages or
indicator lights on the front of the PCU enclosure.
4.5 Electrical safety, earthing and protection:
a. Internal Faults: Inbuilt protection for internal faults including excess temperature,
commutation failure, and overload and cooling fan failure (if fitted) is obligatory.
b. Over Voltage Protection: Over Voltage Protection against atmospheric lightning discharge
to the PV array is required. Protection is to be provided against voltage fluctuations in the
grid itself and internal faults in the power conditioner, operational errors and switching
transients.
c. Earth fault supervision: An integrated earth fault device shall have to be provided to
detect eventual earth fault on DC side and shall send message to the supervisory system.
d. Cabling practice: Cable connections must be made using PVC Cu cables, as per BIS
standards. All cable connections must be made using suitable terminations for effective
contact. The PVC Cu cables must be run in GL trays with covers for protection.
e. Fast acting semiconductor type current limiting fuses at the main bus-bar to protect from
the grid short circuit contribution.
4.6 The PCU shall include an easily accessible emergency OFF button located at an appropriate
position on the unit.
4.7 The PCU shall include ground lugs for equipment and PV array grounding.
4.8 The PCU enclosure shall be weather proof and capable of surviving climatic changes and
should keep the PCU intact under all conditions in the room where it will be housed. The
INVERTER shall be located in door and should be either wall/pad mounted. Moisture
condensation and entry of rodents and insects shall be prevented in the PCU enclosure.
4.9 Components and circuit boards mounted inside the enclosures shall be clearly identified
with appropriate permanent designations, which shall also serve to identify the items on the
supplied drawings.
4.10 All doors, covers, panels and cable exits shall be casketed or otherwise designed to limit the
entry of dust and moisture. All doors shall be equipped with locks. All openings shall be
provided with grills or screens with openings no larger than 0.95cm. (about3x8inch).
4.11 Maximum Power Point Tracker (MPPT)
Maximum power point tracker shall be integrated in the PCU to maximize energy drawn
from the array. The MPPT should be microprocessor based to minimize power losses. The
MPPT must have provision (manual setting) for constant voltage operation.
4.12 Operation outside the limits of power quality as described in the technical data sheet should
cause the power conditioner to disconnect the system. Additional parameters requiring
automatic disconnection are: Neutral voltage displacement over current Earth fault and
reverse power.
4.13 Inverters should be of very high quality having high efficiency and should be capable of
running in grid connected mode. Capacity of the inverter shall be 5kVA. The inverter should be
completely compatible with the charge controller and distribution panel.
4.14 The inverter shall be designed for continuous, reliable and prime power supply as specified.
The inverter shall have high conversion efficiency from 25 percent load to the full rated load.

The efficiency of the inverter shall be minimum 90% at full load and more than 80% at partial
load (60%-80%).
4.15 The inverter shall have high overload capability. The overload capability of the inverter shall
be a minimum of 150% at rated full load for 30 seconds.
4.16 The output power factor of the inverter should be of suitable range to supply or sink reactive
power.
4.17 The output voltage of the inverter shall be sinusoidal with harmonic distortion less than 3%
THD.
4.18 The Inverter shall have internal protection arrangement against short circuit, over load,
AC&DC lines fault & other faults.
4.19 The dimension, weight, foundation details etc. of the inverter shall be clearly indicated in the
detailed technical specification and the same should be submitted along with the bid.
4.20 The Inverter shall have provision for input & output isolation. Each solid-state electronic
device shall have to be protected to ensure long life of the inverter as well as smooth
functioning of the inverter.
4.21Supplier shall indicate tripping voltage & start up voltage for the inverters.

Inverter shall have arrangement for adjusting DC input current and should trip against sustainable
fault in the Distribution system and shall not start till the fault is removed.

AC DISTRIBUTION BOARD (ACDB)
This shall consist of box of suitable powder coated metal casting. One feeder per phase shall
be provided in ACDB with MCB of suitable capacity installed at each feeder in the ACDB. One
Electronic Energy Meter, ISI make, Single/Three Phase, of good quality shall be
installed in ACDB suitably placed to measure the consumption of power from SPV
Power Plant. Proper rating MCB shall be installed at every feeder to protect feeders from
short circuit current as per requirement of the site. A separate dedicated feeder from
conventional/grid line to PCU/Inverter as well as ACDB should also be installed. A separate
change over switch of proper rating should be suitably installed in the ACDB to isolate the
existing connected load from the SPV system and cater the power to the existing load from
conventional/grid line, in case of emergency. ACDB should be connected between PCU and
Load. Proper separation of distribution line of load for operation of other load of the Complex
should be made so that there is no overload for the SPV Plant.

6. PV ARRY JUNCTION BOXES (AJB)/ENCLOSURES:
6.1 The Junction Boxes/Enclosures must conform to the latest edition of IEC/ equivalent BIS
Standards as specified below:
General Requirements IP 65 (for outdoor)/IP 21 (for indoor), IEC 62208
6.2 The junction boxes shall be dust, vermin and waterproof and made of FRP. The terminals
will be connected to copper bus-bar arrangement of proper sizes to be provided with EPDM
rubber gasket to prevent water entry. The junction boxes will have suitable cable entry

points fitted with cable glands of appropriate sizes for both incoming and outgoing cables
with provision of earthing. Suitable markings shall be provided on the bus-bar for easy
identification and cable ferrules will be fitted at the cable termination points for
identification. Suitable arrangement shall be provided for connecting ‘Reverse Blocking
Diodes’ in the Array junction Boxes.
The Junction Boxes shall have suitable arrangement for the followings:
Combine groups of modules into independent charging sub-arrays that will be wired into the
controller.
Provide arrangement for disconnection for each of the groups.
Provide a test point for each sub-group for quick fault location & also group array isolation.
The rating of the JBS shall be suitable with adequate safety factor to inter connect the Solar
PV array.

7.2 Unit length of cable has been shown in respective item in running meter. The length of cable
shown is indicative & actual length may vary depending on layout, design & site condition.
However, payment will be made on basis of actual utilization.
7.3 All cables shall be PVC insulated 1100 V grade conforming to IS: 694-1990 or IS: 1554 (Part-I).
7.4 The wiring for module inters connection shall be with hard PVC conduit of BIS approve make.
All Tees, Bends etc. shall also be BIS approve make hard PVC material
7.5 Cables in the array yard shall be laid direct in ground at a depth of 500 mm in the excavated
trenches along the approved route and covered with sand cushion. A continuous single brick
protective layer of first class brick shall be placed over the entire length of the underground

cable before refilling the trench with loose soil. Alternatively, 6” wide continuous layer of 1½”
thick concrete cable markers may also be provided as protective cable cover. The cables shall
be laid inside class-B, GI pipes of suitable size under road crossings, drains, sewerage lines,
entry or exit points of the buildings or where there are chances of mechanical damage.
7.6 Cables on the roof shall be laid in suitable Cable Tray.
7.7 All wires shall conform to IS: 694-1990 (as amended upto date) and should be of 650/1100
volt grade as per requirement. Only copper conductor wires of reputed make shall be used.
Cable terminations shall be made with suitable cable lugs & sockets etc., crimped properly and
passed through brass compression type cable glands at the entry & exit point of the cubicles.
The panels’ bottoms should be properly sealed to prevent entry of snakes inside the panel.
7.8 All cable/wires shall be marked with good quality letter and number ferrules of proper sizes so
that the cables can be identified easily.
7.9 The terminal end of cables and wires are to be fitted with good quality letter and number
ferrules of proper sizes so that the cables can be identified easily.

8. LIGHTNING & OVER VOLTAGE PROTECTION
8.1 The Switches/Circuit Breakers/Connectors must conform to the latest edition of
IEC/equivalent BIS Standards as specified below:

8.2 The SPV Power plants should be provided with Lightning and over voltage protection
connected to proper earth pits. The main aim of over voltage protection is to reduce the over
voltage to a tolerable level before it reaches the PV or other sub-system components. The
source of over voltage can be lightning or other atmospheric disturbance.
8.3 The Lightning Conductors shall be made of 20mm - 25 mm diameter 3000mm - 4000 mm long
G. I. Spike as per provisions of IS 2309-1969. Necessary concrete foundation for holding the
lightning conductor in position to be made after giving due consideration to maximum wind
speed and maintenance requirement at site in future. The lightning conductor shall be earthed
through 20 mm x 3 mm thick GI flat with earth pits/earth bus made with 25 mm x 5 mm GI
flats. Each Lightning Conductor shall be fitted with individual earth pit made with GI pipe, 4.5
m long 40 mm diameter including accessories, and providing masonry enclosure with cast iron
cover plate having locking arrangement, watering pipe using charcoal or coke and salt as

required as per provisions of IS:3043.
8.4 The bidder shall ensure adequate lightning protection to provide an acceptable degree of
protection as per IS: 2309 for the array yard. If necessary more numbers of Lightning
conductor may be provided, in such a case payment will be made on actual basis.
9. EARTHING SYSTEM
9.1 The earthing for array and distribution system shall be made with GI pipe, 4.5 m long 40 mm
diameter including accessories, and providing masonry enclosure with cast iron cover plate
having locking arrangement, watering pipe using charcoal or coke and salt as required as per
provisions of IS: 3043. Necessary provision shall be made for bolted isolating joints of each
earthing pit for periodic checking of earth resistance.
9.2 Each Array structure of the SPV Yard shall be grounded properly. The array structures are to
be connected to earth pits through 25 mm x 5 mm GI strip.
9.3 The earthing for the power plant equipment shall be made with copper plate 600 mm x 600
mm x 3 mm thick including accessories, masonry enclosure with cover plate having locking
arrangement and watering pipe etc using charcoal or coke and salt as per provisions of IS:
3043. Necessary provision shall be made for bolted isolating joints of each earthing pit for
periodic checking of earth resistance.
9.4 The earth conduction shall run through GI pipe partly buried and partly on the surface of the
control room building.
9.5 The complete earthing system shall be mechanically & electrically connected to provide
independent return to earth. All three phase equipment shall have two distinct earth
connections.
9.6 The inverters and all equipment inside the control room to be connected to earth through 25
mm x 5 mm tinned copper strip including supplying of material and soldering. An Earth Bus
shall be provided inside the control room with 25 mm x 5 mm tinned copper strip of minimum
length 25m. The strip & all earth bus should run on suitable size porcelain base fixed on wall
surface.
9.7 In compliance to Rule 33 and 61 of Indian Electricity Rules, 1956 (as amended upto date), all
non-current carrying metal parts shall be earthed with two separate and distinct earth
continuity conductors to an efficient earth electrode.
The details specifications are as follows:i.
Equipment grounding (Earthing) will connect all non‐current carrying metal receptacles,
electrical boxes, appliance frames, chassis and PV panel mounting structures.
ii.
Array Structure will be earthed with GI Strip / GI wire.
iii.
The complete earthing system will be electrically connected to provide return to earth
from all equipment independent of mechanical connection.
iv.
Earthing system design to be as per the standard practices.

10. OTHERS ACCESSORIES
a. DANGER PLATES
Size of the each Danger Notice plates will be 200 mm x150 mm made of mild steel sheet
and at least 2 mm thick, and vitreous enameled white on both sides, and with inscription
in signal red colors on front side as required. The inscriptions shall be in Bengali script
and English.
b. DRY CHEMICAL FIRE EXTINGUISHERS
The dry chemical fire extinguisher shall be Upright type of capacity 10 kg having IS: 2171.
7 IS: 10658 marked. The fire extinguisher shall be suitable for fighting fire of Oils,
Solvents, Gases, Paints, Varnishes, Electrical Wiring, Live Machinery Fires, All Flammable
Liquid & Gas.
c. SAND BUCKETS
The sand buckets should be wall mounted made from at least 24 SWG sheet with bracket

The Solar water heating system of 500 LPD capacity will be installed at Victoria Institution
(College) hostel building.

2. Cover plate :- The cover plate shall be single piece tempered / toughened glass
and minimum of 4 mm thick ,free from bubbles and rough surface as per the

4. Absorber:-The absorber consists of risers, headers and sheet for absorber.

continuous nature, unbrazed /unsoldered portion should not exceed more

than 10 % of the length of the riser. For brazing /soldering, minimum 60%
tin solder or suitable brazing material shall be used. The flux used for
soldering /brazing shall be non greasy.
(g) Header- riser joints:- The assembly of riser with the header shall ensure the
tube protrusion inside the header not exceeding 3mm. The riser shall be
brazed /welded with header.
(h) Absorber coating: - In all systems selective coating shall be used. The
selective coating shall have emissivity <0.2 and absorbitivity > 0.92.
(i) Absorber area:- 2 sqm per 100 LPD at 60 °C .For 80 °C system of capacity
500LPD desired extra solar collectors to be provided to meet the standard
requirement..
Testing of riser –Header: - Riser and header assembly designed for working
pressure up to 245 kPa ( 2.5 Kg/cm² ) shall be tested for leakage at a
minimum hydraulic pressure of 490 kPa ( 5Kg/cm² ) . The system designed for
higher pressure than 245 kPa, the assembling shall be tested at a pressure twice
the designed pressure.
Collector box installation:(a) Back & side insulation: - Minimum 50mm thick insulation of rock wool/ glass
wool/ mineral wool shall be provided. Thermal resistance of insulation
materials shall be minimum 0.96 square meter ° C /W for back insulation and
minimum 0.48 square meter° C/W for side insulation. The collector box
insulation shall conform to latest BIS specification. (IS 3346).
(b) Aluminium foil of thickness of .016 mm ± 0.005 mm shall be used for covering
the back as well as side insulation.
(c) Back and side insulation shall withstand at 175°C.
Gaskets and grommets: - The load of the absorber should not be on the
insulation. It should be taken by the collector box. Insulation should not be
allowed to slide. Gasket used for sealing the glass with collector box may be of
Neoprene / Silicon/EPDM rubber channel section. Grommets for sealing the
collector box and the header joint may be one of the following types and shall fit
properly so that no dust can pass through the joints:
a) Neoprene rubber,
b) EPDM,
c) Silicon rubber
Grommet and gaskets shall be capable of withstanding temperature up
125° C and shall conform to thermal shock test.
Header flanges: - Copper/brass flanges of 62mm ± 3mm diameter and minimum
thickness of 4mm with provision for 4nos of brass nut and bolts with diameter of

5mm -6mm shall be used. Flanges shall be brazed to header and brazing tested for
leakage to test pressure. In no case crude solder flanges shall be used. Assembly of
the flanges should be at right angle to the header area to ensure proper assembly at
the side of the insulation.
Assembly of the Collector:a) The collector shall be assembled in such a way that the weight of the absorber is
distributed uniformly on the side wall of the collector box.
b) The entire assembly shall be free from surface defects. All sharp edges and
corners shall be rounded off. The exposed surfaces shall be properly made
corrosion resistant.
c) The air gap between the cover plate bottom and the absorber surface shall be
within 20mm to 40mm.
d) The glass should be firmly held, without strain taking in to account the
expansion of glass. Top surface along with the edge between the glass and the
aluminium angle shall be caulked with suitable sealant such as zinc oxide based
or rubber based or silicon rubber based or epoxy based compound.
Gasket for Flanges:- 3m thick compressed asbestos fibre or Neoprene rubber
gasket shall be used for sealing the joints between flanges.
Collector Support frame: - The structure shall be in a position to withstand
wind velocity of 200 Km/hr. The structure shall be made with angle iron
stronger than 35mm X 35mm X 3mm and shall have the vertical support at top
and bottom edge of the inclined plane of the collector at a distance of 2.5 m or
less. The vertical support shall be firmly grouted to the roof or in the ground in
case of ground mounted system. The grouting blocks shall be minimum 25cm X
25cm X 15cm and finished properly. In case of grouting is carried out on a roof
already water proofed with asphalt , the back support of the collector may be
anchored to the parapet or the size of the grouting block shall be increased to
provide for a dead load weight anchoring of 75 Kg per leg of the vertical stand.
The collector support frame shall be rectangular shape i.e. having all four
sides touching the collector edge. The cement pedestals should be made after
chipping of the existing rooftop to provide proper gripping and strength.
Structure should be such that collector’s bottom side is at least 30 cm above the
ground/roof level. In case of inclined roof, the collector housing frame along
with the vertical angle shall be mounted & fixed using suitable necessary
structure keeping in view the load bearing capacity of the roof top ensure the
stability against storm. The collector should be properly clamped and tightened
with frame and supporting structure at both the ends by 20mmX 2mm size MS
strip consisting rubber packing to avoid chemical reaction between the
collector bodies and clamp. Last row of collector supporting structure should be

grouted throughout its length opposite to collector facing with c.c work ratio
1:2:4 of size 25cm X 30cm ( d x h i.e. height X width) and then plaster with
cement.
Painting of stand: - Proper cleaning and degreasing of the surface should be
done before painting. Two coats of zinc chromate red oxide primer shall be
applied followed by one coat of enamel paint. Suitable anticorrosion paint
should be applied after proper treatment.
Storage tank
Materials: - The storage tank should be stainless steel SS304/316. The
thickness of 500 LPD system should be 20 gauge (0.91mm) whereas for 1500
LPD system it should be 18 gauge (1.2mm). Socket and internal fittings should
be stainless steel.
Insulation: - Insulation should withstand temperature of 100 ° C. Thin
polythene sheet shall be used as covering between the glass wool and the
cladding sheet besides the retaining materials such as chicken mesh etc.
Aluminium sheet of thickness, 22 SWG / GI sheet of minimum 24 SWG shall be
used for cladding the tank insulation. External of the tank should be properly
insulated so that hot water temperature does not decrease by more than 5
degree C in about 16 hours times.
The storage tank shall be properly installed at site using enameled coat
appropriate size angle iron stand, girder cement pedestals of 1:2:4 ratio or any
other specific provision suitable to site to ensure the stability against heavy
storm etc.
Piping:½ inch to 2 inch dia ISI marked GI pipe, medium class of IS 1239 shall be
used for piping. 50 mm thick rock wool insulation of 48 Kg/cum density be used
for hot water pipes. Thin plastic sheet shall be used as covering between rock
wool and aluminium cladding besides other retaining materials like chicken
mesh etc. 26 SWG thick aluminium sheet shall be used for cladding the insulated
pipe. The pipe line should be properly supported and fixed with clamp with the
help of suitable size stand/civil structure (cement concrete ratio 1:4). ISI mark
gunmetal strainer of standard make should be fitted in the main cold water
supply line before the system.
Valves/Nipple/tees/bend/taps:Gunmetal valve as per ISI specification shall be used. Nipple/tees and bends
shall be of medium class G I (B-class) /brass or copper. Gunmetal valve in each row

shall be provided. TAPs of stainless steel ISI mark or reputed make shall be
provided.
Temperature gauge:Temperature gauge (ISI mark):- one for hot water storage tank/outlets – dial
type – duly calibrated and suitable for temperature ranges (0 to 120 ° C)
Cold water tank: a) Only Syntax or equivalent materials and it should be as per the capacity of the
solar water heating system. Supply of cold water tank is not within the scope of
the supplier. The same is to be provided by Victoria Institution (College). The
supplier should install /grouted on suitable stand and do necessary connection
for proper function of the system.
b) Make up tank: - A suitable make up water tank should be provided with the
system. Materials may be syntax or equivalent.
C.) Two Years Maintenance and Performance Warrantee Contract
(MPWC)
12.1 Preventive/Routine Maintenance
This shall include activities such as, cleaning and checking the health of the SPV Power
plant, cleaning of module surface, tightening of all electrical connections, changing of
tilt angle of module mounting structure and any other activity that may be required for
proper functioning of the SPV Power Plant as a whole.
12.2 Breakdown/Corrective Maintenance
Whenever a complaint is lodged by the user, the bidder shall attend to the same within
a reasonable period of time of 3days and in any case the breakdown shall be corrected
within a period not exceeding 7 days from the date of complaint.
12.3. The bidder shall maintain the following facilities at the local Service Centre for
ensuring highest level of services to the end user.
1. Adequately trained manpower, specifically trained by the bidder for carrying out
the service activities.
2. Adequate provisions for record keeping, which shall inter-alia, include the
following:
(a) Details of system supplied within the command area of the service station
including full name and address of end user, system and sub-system serial numbers
and records of routine maintenance carried out (duly signed by the end user).
These records shall include voltage, current, indicator charge, full glow, charge
controller operation, electronics, etc.
(b) History record sheets of maintenance done.
