1. PURPOSE:
To ensure consistency with requirements as outlined in the Diseases and Dead Bodies
Regulation of the Public Health Act (P210 – R.M. 338/88R) for Infection Prevention &
Control reporting of Communicable Diseases in WRHA hospitals.
2. DEFINITIONS:
2.1
Communicable Disease:
According to the Regulation (P210 – R.M. 338/88R), a communicable disease
is “an illness due to a specific infectious agent or its toxic products which arises
through transmission of that agent or its products from a reservoir to a
susceptible host either directly as from an infected person or animal, or
indirectly through the agency of an intermediate plant or animal host, a vector
or the inanimate environment”. The term communicable disease is
synonymous with contagious disease or infectious disease.
2.2 Health Professional (HP) Reportable Disease:
Communicable diseases reportable to Manitoba Health by a duly qualified
Practitioner or a Registered Nurse, as listed on the CDC website noted in 5.1.
2.3 Outbreak: The occurrence in a facility/unit of cases of an illness with a
frequency clearly in excess of normal expectancy. The number of cases
indicating presence of an outbreak will vary according to the infectious agent,
size and type of population exposed, previous experience or lack of exposure
to the disease, and time and place of occurrence. Therefore, the status of an
outbreak is relative to the usual frequency of the disease in the same
facility/unit, among the same population, at the same season of the year.

3. OPERATIONAL DIRECTIVES:
3.1 The health professional, a duly qualified Physician, Registered Nurse, Infection
Control Practitioner/designate and/or the Laboratory are responsible for
reporting a Communicable Disease.
3.1.1 Some organisms/communicable diseases are reportable by both the
laboratory and a health professional. Some only require reporting from
the laboratory. Refer to the List of Diseases Reportable by Health
Professionals (HP) and Laboratory (L) for a complete list with
associated reporting responsibilities.
3.1.2 In hospitals, ICP’s do not report outpatient sexually transmitted
infections, as this is the responsibility of the attending
physician/designate. In patient sexually transmitted infections are
reported by the ICP unless the site has arranged an alternative process.
3.2
Communicable Diseases, as listed by the Province of Manitoba Public Health
Department shall be reported to the Manitoba Health Director of Communicable
Disease Control fax: (204) 948-3044.
4. PROCEDURE:
4.1 The health professional/designate shall refer to the List of Diseases Reportable
by Health Professionals (HP) and Laboratory (L). This is available on the
Manitoba Health, CDC Website:

Manitoba Health Communicable Disease Management Protocol Manual. It is
used to determine if a disease is reportable and for a guide to the management
and control of a Communicable Disease.
4.2 All health professional (HP) reportable diseases listed above shall be reported
to the Director, Manitoba Health Communicable Disease Control within four
days of the health professional becoming aware of the diseases.
4.2.1 A Communicable Disease not specifically named in the regulation is
reported within 24 hours if:
 The disease is occurring in an outbreak.
 Further cases are amenable to prevention.
 The disease is common but presents with unusual manifestations
or;
 The disease is potentially serious.
4.2.2 If a disease listed in Appendix A is identified by an asterisk (*), the report
shall be made as soon as possible by fax: (204) 948-3044 AND
telephone: (204) 788-6736 during the day.
 After hours fax: (204) 948-3044 AND telephone: (204) 788-8666, or
similar means of communication deemed acceptable by the
Director.

4.3 In the case of an outbreak, the ICP or designate shall:
4.3.1 Complete the Outbreak Report Initial Assessment, Manitoba Health
form, Appendix A located on Manitoba Health, CDC Website:

4.3.2 Fax this to the Director, Manitoba Health Communicable Disease
Control, (204) 948-3044
4.3.3 Notify the Program Director, WRHA Infection Prevention & Control of
the Outbreak Report Initial Assessment
4.3.4 Refer to WRHA Policy, Outbreak Management for Infection Prevention
& Control No. ___.
4.4 In the case of outbreaks of the following diseases, reporting shall occur within
four days of becoming aware, by number of cases or percentages:
 Chickenpox
 Impetigo
 Influenza Like Illness
 Pediculosis
 Ringworm
 Scabies
4.5 At the completion of an outbreak the ICP or designate shall:
4.5.1 Complete the Outbreak Report – Final, Manitoba Health form, Appendix
B located on Manitoba Health, CDC Website:

4.5.2 Fax the completed form to the Director, Manitoba Health Communicable
Disease Control, (204) 948-3044
4.5.3 Notify the Program Director, WRHA Infection Prevention & Control of
the Outbreak Report - Final
4.5.4 Refer to WRHA Policy for Outbreak Management for Infection
Prevention & Control No. 90.00.090.
