The Hanns Seidel Foundation, founded in 1967, is a
German political foundation, close to the Christian
Social Union (CSU), providing political education
“in the Service of Democracy, Peace and Development”
in Germany and abroad. It has been working for more
than 35 years in the field of development cooperation
and is currently taking an active part in approximately
100 projects in around 60 countries worldwide.

Our international activities based on Christian-social
ideals seek to promote humane living conditions and
to contribute to sustainable development by strengthening peace, democracy and social market economy.
In cooperation with our local partners we realize pro­jects
in the areas of political consulting and education. Our
partners’ independency and ownership are of particular
importance to us.

Our project work
Despite their heterogeneity, the countries of South- and Southeast Asia are increasingly shaped by regional integration. Concerted yet individualized approaches of project cooperation
therefore need to complement each other. Due to this reason
the work of the Hanns Seidel Foundation in South- and Southeast Asia is structured in a regional approach. This approach
simultaneously addresses the actualities particular to a country
and is acknowledging the specific developments in the region,
amongst others the increasing globalization and integration of
policy fields especially in Southeast Asia. Synergies result
through this organisation in transnational project work and
cooperation possibilities between the respective project offices.
Activities – Examples
u South Asia
Until today, regional politics in South Asia are characterised by
numerous inter-country conflicts. To further promote regional
integration within the South Asian Association for Regional
Cooperation (SAARC), the Hanns Seidel Foundation organises
different dialogue forums with its partner organisations on the
regional level.
In its project countries, the Hanns Seidel Foundation addresses
furthermore the promotion of federalism. This includes on the
local level for instance the advancement of local self-government (“Panchayats”) in India. Educational programs are implemented here for the disadvantaged demographic groups with
special emphasis on women.
On the national level, programs towards promotion of toleration, ethnic and religious diversity and also towards general
Hanns Seidel Foundation worldwide civil duties are components of our project work in Pakistan.
These approaches result from the past experiences and
­successes of the programs during last years in the province
of Khyber-Pashtunistan.
On the supraregional level, the annual conference “Federalism
Days at Wildbad Kreuth” amongst experts and decision makers
contributes to the advancement of federalism in the region.
This discussion of federalism is flanked by an intensive dialogue program in India and Pakistan.
u Southeast Asia
A focus of our project work in Vietnam is the support of private and public research institutes which are dedicated to the
preparation of policy recommendations in the field of social
policies as well as environmental and climate protection.

process in Myanmar,

cially in cooperation
with Myanmar’s parliament, and the implementation of sustainability guidelines in the tourism sector.
In the Philippines, the strengthening of rule of law and the
raising of awareness of human rights within the police and
armed forces as well as the participation of civil society are
in the centre of the activities. For this purpose, training measures are carried out in favour of the Human Rights Affairs
Office and cadres within the Philippines National Police.
Since the deficits in the rule of law in Thailand and in Laos
represent a crucial problem, especially on the local level,
training programs towards strengthening of the judicial and
police system come into force, with the inclusion of civil
society.
In Indonesia, the project’s emphasis lies on the promotion
of constitutional jurisdiction. Simultaneously seminars and
training programs are conducted towards environmental
issues, especially on Climate Change Education and Awareness. Within this framework a special focus is laid on the
development and application of teaching materials and guidelines for the integration of Climate Change into curricula.
The Hanns Seidel Foundation maintains close regional contacts to the Association of Southeast Asian Nations (ASEAN),
to the Asia Europe Foundation (ASEF), to the ASEAN InterParliamentary Assembly (AIPA) and to the United Nations
Environment Programme (UNEP). This network contributes
towards the utilization of outcomes from priority areas of
environmental protection and promotion of legislature in the
whole region of Southeast Asia and thereby promoting the
regional integration. Thus, a dialogue concerning human rights
issues in the security sector between the police ­forces of the
Phillipines, Thailand and Indonesia has been established.
