I. INTRODUCTION
Energy businesses are being encouraged to address societal concerns
such as resource scarcity, climate change, pollution, employment, and so on.
Environmental and social responsibility of energy companies is defined as a duty
by citizens, environmental, and government groups. As a result, CSR is a
mandate for energy firms. A corporation in the energy sector should be aware of
the social, environmental, and economic consequences of its operations in all of
the locations it affects. The mix of incentives and requirements that promote CSR
in the energy sector. These market or requirement-based forces can be divided
into three categories: economic, social, and political drivers. This research looks
at how corporate social responsibility has evolved in the energy sector. The
important challenges, drivers, and current significant issues of advanced
corporate social responsibility implementation have been recognized and
classified.
The five (5) companies which the researcher studied the Corporate Social
Responsibility Activities are: 1. Vivant Corporation 2. SPC Power Corporation 3.
Phoenix Petroleum 4. Petro Energy Resources Corporation and 5. Petron
Corporation.
1. Vivant Corporation
Vivant Corporation is a publicly listed holding company registered with the
Philippine Stock Exchange (PSE) with a diversified portfolio in the power
generation, power distribution and retail electricity supply business. Through its
equity interests in subsidiaries and associates, Vivant provides services in all
three major island groups in the country.
Power generation (renewable and non-renewable) comprises the majority of
Vivant’s business. The company provides its services through bilateral contracts

with power distribution utilities and electric cooperatives. The company also
conducts transactions in the Wholesale Electricity Spot Market (WESM). Vivant
also has interests in Visayan Electric Company (VECO), the country’s second
largest power distribution utility. VECO supplies electricity to a franchise area
covering four cities and four municipalities in Cebu.
Aside from its interests in the power industry, Vivant also believes in supporting
the country’s growth through corporate social responsibility. Through its green
initiatives, it continues to move towards providing quality service with minimal
effects on the environment. Vivant Corporation believe that CSR is a key
component to their mission of bringing excellence to industries that improve
everyday living.
2. SPC Power Corporation
SPC Power Corporation (the Parent Company) was incorporated in the
Republic of the Philippines and registered with the Philippine Securities and
Exchange Commission (SEC) on March 11, 1994.
The Parent Company was formerly a venture company owned by members of
the Salcon Consortium which entered into a Rehabilitation, Operation,
Maintenance and Management Agreement (ROMM Agreement) with the National
Power Corporation (NPC) on March 25, 1994 for the purpose of undertaking the
rehabilitation, operation, maintenance and management of the 203.8 megawatt
(MW) Naga Power Plant Complex (NPPC) in Colon, Naga, Cebu under the
rehabilitate-operate-maintain-and-manage scheme as defined in the ROMM
Agreement.
On September 9, 2016, the Parent Company’s Board of Directors further
amended the Company’s Articles of Incorporation in order to engage in the

business of selling, brokering, marketing, or aggregating electricity to the endusers. The amendments were subsequently approved and confirmed by written
consent of the stockholders representing at least 2/3 of the outstanding capital
stock of the Parent Company. On January 4, 2017, the SEC approved such
amendment.
SPC's subsidiaries are SPC Island Power Corporation; Cebu Naga Power
Corporation; SPC Malaya Power Corporation; Bohol Light Company, Inc.; SPC
Light Company, Inc.; and SPC Electronic Company, Inc. The Company’s
associates are Mactan Electric Company, Inc. and KEPCO SPC Power
Corporation.
The Group expects continued growth in terms of operating results and in the
benefits it gives to shareholders with: (i) sustained improvements in the reliability
and availability of existing power facilities, (ii) the anticipated commercial
operation of PB 104 in the second half of 2018, and (iii) vigorous but careful
pursuit of new opportunities. With the development of a new 2 x 150 MW coalfired power plant at the Naga Power Plant Complex already halted due to an
adverse Supreme Court Decision, the Board of Directors has set its sights on
other power project opportunities. New hydro power plant projects are presently
being considered in the Visayas and other parts of Luzon.
The Company believes that as a business enterprise it is morally obligated
to act in a manner that benefits society as a whole. It is mindful that its activities
are not purely of an economic or financial nature but affects the environment and
its sustainability, social justice and equity. It shall align its operations to the extent
that all its means of production and business chain, from procurement of
supplies, labor, customers shall benefit basic human rights, the environment and
social justice. The Company is committed to minimize any adverse or negative
environmental impact of all of its activities, from the delivery of services to its
BATANGAS STATE UNIVERSITY

customers to the operation of its offices and facilities, selection of suppliers and
other business activities. All its policies shall adhere to environmental laws and
regulations as well as Company made commitments on sustainable practices
and environmental protection.
3. Phoenix Petroleum
Phoenix Petroleum has been publicly-listed on the Philippine Stock
Exchange since July 2007, the first oil company to do so after the Oil
Deregulation Law of 1998. They are deeply committed to environmental causes
and social responsibility, supporting various initiatives that give back to the
communities.
Phoenix Petroleum’s rapid rise as a key oil company from southern Philippines is
due to its strong leadership and strength as a credible provider of top-performing
fuels. Its new Phoenix PULSE Technology elevates its fuel products, providing
enhanced performance to our large and loyal customers throughout the country.
Its well-equipped stations, enhanced by strong locator partners, service a steady
flow of motorists and travelers who rely on the company’s high-quality fuels and
array of services. They are dedicated to delivering world-class service and
leadership that empowers people and inspires every Filipino’s entrepreneurial
spirit.
Phoenix Philippines Foundation, Inc. works with communities to enhance
their education, environment, well-being, and dignity. They have initiated and
supported programs that, in small but meaningful steps, improve the lives of
people and preserve our natural resources. This commitment to fueling people’s
lives for better futures is exemplified through their programs that empower
people, protect the environment, improve health, and reduce suffering. These
initiatives, as well as future ones, are built on their vision to be an indispensable
partner to everyone whose life they touch. Phoenix Petroleum Philippines is the
BATANGAS STATE UNIVERSITY
Graduate School
leading and fastest growing independent oil company with an expanding network
of operations nationwide. It is engaged in the business of trading refined
petroleum products and lubricants, operation of oil depots and storage facilities,
shipping/logistics and allied services. Phoenix Petroleum Philippines, Inc. is a
member of the Philippine Business for Social Progress (PBSP), the country’s
largest corporate-led social development foundation. PBSP has directly benefited
over five million Filipinos and assisted over 6,400 social development projects
through more than P7.6 billion in grants and development loans. Phoenix plans
to expand their CSR involvement by partnering with other PBSP member
companies for greater impact in communities.
4. Petro Energy Resources Corporation
PetroEnergy Resources Corporation (PERC) is a publicly-listed Philippine
energy company that holds a diversified business portfolio in upstream oil
exploration, renewable energy development, and power generation. PERC's
main oil asset, with four (4) producing fields, is located in Gabon, West Africa.
Since its commercial production in 2002, it has produced 108 MMBO. PERC also
has petroleum assets in the Philippines, which are in advanced exploration and
pre-development stages. Recognizing opportunities in diversification, PERC set
up a subsidiary – PetroGreen Energy Corporation (PGEC) – to invest in
renewable energy development. Since its inception in 2010, PGEC managed to
enter into joint venture partnerships for the development and operation of
geothermal, wind, and solar power facilities. PERC, through its subsidiaries, also
ventured into power generation and electricity supply. PGEC's joint venture
companies currently hold power purchase agreements and are members of the
Philippine Electricity Market Corporation's Wholesale Electricity Spot Market
(PEMC-WESM).

As their company grows, they ensure that their host communities grow
with them. Their Corporate Social Responsibility (CSR) Program is a
systematically designed scheme of establishing sustainable Health, Education,
and Livelihood Programs (H.E.L.P.). Their Health projects stress the need to
ensure that the residents of their host communities have access to medical
services and proper nutrition. Their Education projects cover three objectives: to
engage the community through information, to educate them through formal
programs, and to enable them by providing proper education materials and
facilities. Their Livelihood programs are anchored on sustainability and resilience.
They employ a systematic approach consisting of regular community
consultations, active participation of community members and adequate social
preparation.
5. Petron Corporation
Petron Corporation is the largest oil refining and marketing company in the
Philippines and is a leading player in the Malaysian market. They have a combined
refining capacity of 268,000 barrels-per-day, producing a full-range of world-class fuels
and petrochemicals to fuel the lives of millions of Filipinos and Malaysians. Here in the
Philippines, they supply nearly 30% of the country’s total fuel requirements through the
operation of our 180,000 barrel-per-day oil refinery in Bataan. Considered one of the
most advanced facilities in the region, their refinery processes crude oil into a full range
of petroleum products including gasoline, diesel, LPG, jet fuel, kerosene and
petrochemicals.
From Bataan, they move their products mainly by sea to nearly 30 terminals
located across the archipelago. Through their robust distribution network, they fuel
strategic industries such as power generation, manufacturing, mining, agribusiness,
among others. Petron also supplies jet fuel at key airports to international and domestic
carriers. Through their service station network – the most extensive in the country – they
retail gasoline, diesel, and autoLPG to motorists and the public transport sector. Their
BATANGAS STATE UNIVERSITY
Graduate School
wide range of world-class fuels includes Blaze 100 Euro 6, XCS, Xtra Advance, Turbo
Diesel and Diesel Max. They also sell LPG brands Gasul and Fiesta Gas to households
and commercial consumers through an extensive retail network. They source their fuel
additives from their blending facility at the Subic Bay Freeport. This gives them the
unique capability to formulate additives suited for Philippine driving conditions. Their
product leadership also extends to their premium line of engine oils that meet or even
exceed global standards. These are formulated, tested, and produced locally at their
brand-new Lube Oil Blending Plant in Tondo, Manila, having twice the capacity of their
former plant in Pandacan. They have partnered with popular food and service locator
chains to give their customers a one-stop, full-service experience. They have San Mig
Food Ave. and Treats convenience stores in select stations, offering a wide variety of
food, beverages, and personal items for motorists-on-the-go.
In line with their efforts to increase their presence in the region, they continue to
expand their business in Malaysia, which comprises integrated refining, distribution, and
marketing. They operate an 88,000 barrel-per-day refinery in Port Dickson, Lumut PME
Plant, 10 terminals including four affiliates, and a retail network of around 700 service
stations. As part of the San Miguel Group – one of the largest and most diversified
conglomerates in the Philippines – they are committed to expand and grow their
business to ensure that they have a positive impact in markets where they are present.
They are guided by their vision “to be the leading provider of total customer solutions in
the energy sector and its derivative businesses.”

Table 1 to Table 3 shows the CSR Activities of Vivant Corporation from
2020 down to 2018. It can be seen that their activities are concentrated in
providing renewable energy to various communities where they operate. They
also decided to focus on Education, particularly in Science, Technology,
Engineering and Math by providing donations in the form of Solar Equipment,
Science Laboratories, Scholarship Programs, and Sponsorship for Teachers
Training. Their role as responsible and involved members of the community
embody in their core values: Honor, Relationship and Excellence. They believe
that helping the communities develop encapsulates their commitment to integrity.
They strive to ensure that their CSR programs are partnerships – with LGUs,
schools, community leaders and other businesses and foundations – which foster
continuous relationships. They listen to what our communities need and not just
what they think they want. They believe that every person and community has
the potential to achieve great things. They promote programs that provide their
beneficiaries with the tools to build a collective future of enrichment.

Table 4 to Table 6 shows the CSR Activities of Phoenix Petroleum. It can

Covid 19 Pandemic. They adopted the concept of the Bayanihan Act which is
directed at addressing the public health emergency caused by Covid-19. The
ultimate goal is to protect and promote the welfare of the people.
In the year 2018-2019, Phoenix Philippines Foundation, Inc. works with
communities to enhance their education, environment, well-being, and dignity.
They have initiated and supported programs that, in small but meaningful steps,
improve the lives of people and preserve the natural resources. This commitment
to fueling people’s lives for better future is exemplified through their programs
that empower people, protect the environment, improve health, and reduce
suffering. These initiatives, as well as future ones, are built on their vision to be
an indispensable partner to everyone whose life they touch.

They expanded their advocacies to include Education, Environment, and Health
and Safety as a result of their outreach. It gives great pleasure to watch how
these many projects have benefited thousands of individuals in Davao City,
Mindanao, Cebu, and Batangas. The work of their foundation is about more than
stewardship and charity. It's all about leadership and taking the initiative to
empower people so that they can design the world they want.

Corporation. In their website there is an annual magazine showing their
comprehensive CSR Activities which is the PERC CSR Magazine.
There is no doubt that COVID-19 pandemic has hit many businesses,
operationally and financially. But PERC managed to go beyond their usual
routines and to innovate, to survive and thrive. Although their power business
was not deeply affected, they had to help their employees and host communities
deal with and mitigate the impact of the pandemic. Their Corporate Social

Responsibility (CSR) projects in 2020 were oriented towards pandemic response
- promoting nutrition, assisting students in remote learning, and providing
assistance to the country’s first responders.
When the Department of Education (DepEd) shifted to online or remote classes,
PERC responded by donating mobile phones and tablets to be used to monitor
the learning progress of the students and to aid them in their new academic
journey. In their Health program, they conducted annual medical missions and
blood donation drive and also stepped up their nutrition campaign with the launch
of Petro Bibo, an initiative aimed at promoting a holistic approach where children,
parents, and teachers actively work together to curb malnutrition. The project
involves feeding, regular check-up and weight monitoring, donation of vitamins,
and planting of vegetables to enhance the project’s sustainability. They continue
to take part as well in the renovation efforts of their adopted public schools and in
providing supplies and learning materials to students. They intensified their
Information and Education Campaign (IEC) through immersion opportunities for
students who are interested in learning best engineering practices in solar and
wind power plant operation. Because of the collective efforts of their CSR team,
partners, and host communities, PetroSolar’s CSR program was declared as
Country Winner and represented the Philippines in the ASEAN Business Awards
2019, held last November 2019 in Bangkok, Thailand. Despite the challenges
brought by the pandemic, they pleased to share that their environmental and
CSR efforts were once again recognized by award-giving institutions. PetroWind
Energy Inc. (PWEI) was awarded with the 2020 Asia Corporate Excellence and
Sustainability Awards by the MORS Group, while PetroSolar Corporation (PSC)
entered PEZA’s Hall of Fame Awards for Outstanding Community Projects.

PFI decided to focus on a
new CSR environment
program as it partnered with
government and
communities on mangrove
conservation and restoration
efforts through the “Puno ng
Buhay Program.”
The program piloted in
Anibong, Tacloban
City, where 7,500
mangrove propagules
were successfully
planted in the proposed
3-hectare mangrove
site. Due to the pilot’s
success, Petron
adopted 25 hectares of
mangrove forest in
Ivisan, Capiz with
hopes to expand our
project in other regions
as well. As of March
2018, 20,000 Avicennia
marina propagules
have been planted in
our adopted 10-hectare
mangrove forest in
Brgy. Agustin Navarra,
Capiz.
Based on the latest
records from carbon
capture
measurements, the
results show that the
Tacloban mangrove
forest can capture
up to 14 tons of
carbon per hectare,
and the site in Ivisan
can potentially
capture up to 80
tons of carbon per
hectare.

Waterways Management Programs
Petron’s success in Bataan has been replicated in Boracay, the Philippines’
premier tourist destination.
Petron and San Miguel Corporation (SMC), in partnership with the Province of
Aklan, the Municipality of Malay, and Boracay Foundation, Inc. (BFI) launched
the Boracay Beach Management Program (BBMP) on September 25, 2010.
Together, we proactively take part in preserving the island’s pristine natural
environment.
BBMP focuses on seven priority programs that address the critical needs of the
island: water and waste water management; hazard prevention; coastal resource
management; watershed management; solid waste management; effective
governance; and information, education and communication. It has since been
institutionalized by the Sangguniang Bayan of Malay through S.B. Resolution No.
