Term of Reference of the Consultancy for Development of Training Materials for Life-skills-based Sexuality Education Background: Young people are the future and the hope of the nation, and only when young people are strong, could the nation be strong. Facilitating young people to developing better and healthier is regarded as the basic and strategic foundation of a country’s development (China Youth Development Plan, 2016-2025). One of the smart investments in young people is improving their access to quality sexual and reproductive health (SRH) information and services, including the availability of comprehensive sexuality education (CSE). CSE is curriculum-based education that aims to equip children and young people with the knowledge, skills, attitudes and values that will enable them to develop a positive view of their sexuality, in the context of their emotional and social development. By embracing a holistic vision of sexuality and sexual behaviour, which goes beyond a focus on prevention of pregnancy and sexually transmitted infections (STIs), CSE enables children and young people to: Acquire accurate information about human sexuality, sexual and reproductive health, and human rights, including about: sexual anatomy and physiology; reproduction, contraception, pregnancy and childbirth; sexually transmitted infections and HIV/AIDS; family life and interpersonal relationships; culture and sexuality; human rights empowerment, non-discrimination, equality and gender roles; sexual behaviour and sexual diversity; and sexual abuse, gender-based violence and harmful practices. Explore and nurture positive values and attitudes towards their sexual and reproductive health, and develop self-esteem, respect for human rights and gender equality. CSE empowers young people to take control of their own behaviour and, in turn, treat others with respect, acceptance, tolerance and empathy, regardless of their gender, ethnicity, race or sexual orientation. Develop life skills that encourage critical thinking, communication and negotiation, decision-making and assertiveness. These skills can contribute to better and more productive relationships with family members, peers, friends, and romantic or sexual partners. When CSE is started early, provided over time and involves all of the elements listed above, young people are more empowered to make informed decisions about their sexuality, including their sexual and reproductive health, and can develop the life skills necessary to protect themselves while respecting the rights of others. UNFPA is the lead UN agency to achieve universal access to sexual and reproductive health Page 1 of 3 with the aim to delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. Since 1979, UNFPA has been working with the government of the People’s Republic of China, as well as Chinese academia, research institutions and non-governmental organizations to address priority issues relating to sexual and reproductive health, gender, adolescents and youth, and population and development. In the current Eighth Country Programme (CP8, 2016-2020) in China, advancing CSE is one of UNFPA’s priority areas. UNFPA is partnering with the Ministry of Education on piloting a Life- skills- based Sexuality Education (LSBE) Project in selected primary and junior middle schools, aiming to contribute to the institutionalization of curriculum-based life skills education programme in China. One of the key activities of the LSBE Project is the development of age-appropriate life skills education training materials which will be used by teachers in pilot schools. Tasks of the consultancy: Establish a technical advisory group and organize expert meeting(s) to discuss and identify key issues and topics to be addressed in the training materials; Collect and review international and local existing teaching materials on sexuality, life skills, gender education etc.; Form a task team to develop / adapt age-specific life-skills-based sexuality education training materials; Organize experts to review and provide comments on the draft; Based on comments from the expert meeting, revise the draft and deliver final draft to UNFPA. Deliverable: Align with relevant national policies and guidelines, as well as international CSE standards, and based on existing teaching materials on sexual health education, three age-appropriate training materials for teachers’ use will be developed or adapted: One training material for junior-grades of primary school (grade one to grade three), One training material for senior-grades of primary school (grade 4 to grade 6), and One training material for junior middle school (grade seven to grade nine) The training materials should promote positive attitudes towards life, especially human rights and gender equality, provide comprehensive, scientifically accurate, and age-anddevelopmentally appropriate information, prioritizing developing life skills of students in addressing key challenges threatening their safety and healthy development. The training materials should also be user-friendly, easy for teachers to facilitate participatory classroom activities. Page 2 of 3 Through the pilot, the training materials will be revised and promoted to other sites and schools. Qualifications Successful applicant should demonstrate: Familiarity with and good understanding of international CSE guidelines, and relevant national health education policies and requirements; Strong evidence in developing age-specific CSE related training materials such as sexual health education, and HIV/AIDS education, which have been used in school settings and gained good feedbacks; In-depth understanding of child and adolescent development needs, human rights and gender equality, and learner-centered teaching methods; Prior experience in implementing and/or evaluating school-based sexuality and life skills education programme; Preference for institutions with a strong team of experienced experts in CSE.
