INDUSTRY-DRIVEN SECTOR ROADMAPS
2020: European Technology Platforms (Wind, CCS)
EMERGING ISSUES:
Shaping the innovation systems in energy technologies
towards societal challenges and enhancing
competitiveness.
INNOVATION NETWORKS:
Graphics of CCS actor network, Using SNA. Projects funded by EU and
commercial with European actors involved. Projects commencing from
January1993 to March 2006, based on IEAs database.
THE OBJECTIVE OF THE EUROPEAN ENERGY
TECHNOLOGY PLATFORMS (ETPs)
To bring together stakeholders to formulate a vision
through consented research agendas enabling bringing
European R&D closer to market. The platforms are
industry-driven, yet gathering multiple stakeholders on a
volunteer basis. They are supported by the EU
Commission and a member state mirror-group is attached
to each platform.

SOCIAL NETWORK ANALYSIS (SNA)
 Network includes industrial actors as well as the network contains strong
research and universities - color of nodes
 High centrality measures may point to key-stakeholders - size of nodes
 Density is high in the network
 International collaboration
 Significant positive correlation with central organizations in the innovation
network and the members centrally placed within the ZEP (Zero
Emissions Platform, CCS) and the same result in TPWind
 A such ETP can offer the sector roadmap (the foresight vehicle) a strong
infrastructure with industrial as well as strong university players
CREATING OWNERSHIP VIA
ETPs:
CREATING OWNERSHIP OF
ROADMAPS, A BOTTOM-UP
PROCESS:
a. A shared direction – a joint or
common vision among stakeholders
b. Engaging key-stakeholders
c. Legitimacy and a transparent
process
d. Implementation systems: The
roadmaps are then integrated into
the EU common assessment
framework and industrial innovation
efforts
Illustrating the foresight process,
creating ownership of visions and
roadmapping processes:
1. Micro level related to learning by
doing in the joint projects
2. Sector level related to knowledge
sharing & network in the ETPs
3. Macro level related to coordination
at the supra national level
WHAT TO LEARN FROM THIS ANALYSIS OF THE ROADMAPPING PROCESSES IN THE EUROPEAN TECHNOLOGY PLATFORMS?
The roadmaps serve as both a
strategy and a communication tool
at many levels:
Firstly, the roadmaps serve as tools to
communicate market information to
the SET-plan’s information system.
Secondly, the roadmaps serve as
strategies for the European Industrial
Initiatives. And thirdly, to align funding
schemes.
Strategic efforts: aligning the EU Policy 2020
targets and industrial innovation efforts. These
bottom processes are visible efforts and a
valuable joint effort in shaping the energy
system and enhancing competitiveness, as
setting the targets alone has proven to be
insufficient to the EU government. The strength
of the ETP roadmaps is the ability to create
ownership as well as to provide implementation
systems to support processes.
The basic value of the strategic effort is that it
increases the effectiveness of public support and
enhances the coordination of available funding
schemes - both EU and national funds can from
now on focus on the actions and priorities
identified in the Roadmaps. As a result, the added
value of the roadmapping processes is that it also
helps clarify the long-term development trajectory
of low carbon technologies and contribute to create
certainty for investors.
