Rwanda Human Resources for Health Program: Partnership with the Government of Rwanda, Ministry of Health Terms of Reference for Nursing and Midwifery Faculty I. Purpose of the Project The Rwanda Human Resources for Health (HRH) Program aims to build the health education infrastructure and health workforce necessary to create a high quality, sustainable healthcare system in Rwanda. Rwanda currently faces a severe lack of highly qualified physicians, nurses, midwives and other health care workers. The key obstacle to building the health workforce in Rwanda is the inability of Rwandan schools of medicine, nursing and midwifery, dentistry, public health, and clinical teaching hospitals to offer adequate levels of teaching, clinical training, mentorship, research experience, and opportunities for advanced/specialized study. The US Academic Consortium for the Rwanda HRH Program has been invited by the Ministry of Health to assist in strengthening nursing education, faculty development, and professionalization of Rwandan nursing. The US universities’ Schools of Nursing including: New York University, University of Illinois at Chicago, University of Texas, Howard University, University of Maryland and Duke University. The primary goal is to support nursing and midwifery faculty in Rwanda and strengthen clinical teaching programs for nursing and midwifery students. As part of this program, the US universities will hire nursing and midwifery educators and clinical mentors and deploy them to Rwandan Schools of Nursing and teaching facilities. These educators will fill a number of roles at Rwandan academic institutions and in the teaching hospitals and clinics (Partner to the Dean of the Faculty of Nursing Sciences, Curriculum Development Advisor, E-Learning Advisor, Simulation Lab Advisor, Educational and Professional Standards Advisor). Clinical mentors are being recruited with expertise in a number of clinical specialties, including: Pediatrics (including neo-natal intensive care), Midwifery, Mental Health Nursing, Adult Nursing (including critical care, trauma and surgery, infectious diseases and infection control), and Public Health and Community Nursing. The US nursing and midwifery educators and clinical mentors will be a resource for all nursing and midwifery faculty, the Nursing and Midwifery Council, currently practicing nurses and midwives, and nursing and midwifery students throughout Rwanda. II. Objectives The goals of the partnership between the Ministry of Health and the affiliated US nursing schools in the Rwanda HRH consortium include the following: 1. Develop the clinical, teaching, and research skills of current and future nursing and midwifery faculty 2. Improve the quality of nursing and midwifery education at clinical sites 3. Develop the capacity of the Nursing and Midwifery Council to license and register nurses and midwives, develop professional standards, accredit educational programs, provide for continuing education and all other functions necessary to maintain a professional nursing and midwifery workforce. 4. Dramatically increase the percentage of nurses and midwives with at least a diploma from a 3year nursing and midwifery school 5. Create clear pathways for nursing and midwifery students to advance from A2 to diploma to Bachelor’s degree to Master’s Degree through curriculum development, development of distance learning technology and content, and development of national policy to support these efforts. 6. Ensure an adequate number of highly educated and skilled Rwandan nursing and midwifery educators to sustain and advance high quality education once the HRH Program is phased out III. I. Overall Qualifications Overall Skills and Abilities: Successful candidates will have emotional intelligence and personal maturity, enthusiasm for working in a developing country, cultural flexibility and competence, and a passion for making a positive contribution to Rwanda’s healthcare delivery system. Defining characteristics are uncompromised integrity, strategic and innovative thinking skills, and the ability to foster interdisciplinary collaboration. Candidates must be able to develop and apply quantitative measurement to promote effective decision-making and continuous organizational improvement. Communication and Reasoning Ability: Demonstrated ability to effectively and diplomatically communicate information and data in written and verbal form to top management, government officials, and hospital-based colleagues is required. The ability to interpret and apply instructions in diverse settings, and proven ability to support organizational change and develop management capability of others is required. English proficiency required; French proficiency preferred. Nursing: specific nursing skills/qualifications are outlined in the various nursing job descriptions. Compensation and Benefits Faculty will receive salary and benefits, in addition to assistance with costs related to travel to/from and housing in Rwanda. Health insurance will be provided by the respective US school. Contract Period US faculty will live and work in Rwanda for at least one academic year. The 2012 deployment of US faculty will begin in August 2012 and end in July 2013. Longer term commitments will be encouraged. Salary US faculty will receive a salary defined by the respective US school. Benefits Specific benefits are provided by the respective US school, and typically include health insurance, life insurance, disability insurance and medical evacuation insurance. Malpractice insurance will be provided by the Ministry of Health. Paid Time Off Paid time off (PTO) will be consistent with the standard policy set by the respective US school. Housing US faculty will receive a monthly housing allowance from the Ministry of Health. The housing allowance will be a standard rate, based on location and the number of family members living in Rwanda. Additionally, upon arrival in country, US faculty will receive a standard allowance to stay in a hotel determined by the Ministry in order to allow time to finalize housing. Travel The travel allowance will be a standard rate of $2,500 for one coach class ticket to/from Rwanda for each member of the family. This will be funded by the Ministry of Health Program Evaluation Plan A detailed program evaluation plan and required tools will be developed in consultation with local partners based on final program design. The plan will include focused student and faculty feedback and skills assessment, and information on key clinical quality indicators at the teaching sites. VI: In-Country Organization Each US university School of Nursing will appoint one faculty member to serve on the Nursing and Midwifery Steering Committee. This committee also includes the Chief Nursing Officer, the Nursing Registrar, the Dean of the Faculty of Nursing Sciences at Kigali Health Institute, and the Directors of the Schools of Nursing and Midwifery. This committee will meet regularly (to be determined) to address all issues related to nursing and midwifery education. Each US university School of Nursing will appoint one faculty member in-country as the coordinator of faculty from his/her school. He/She will address issues related to faculty integration into the nursing education community and adjustment to life in Rwanda. This person will serve as the liaison to the home university. Each US university School of Nursing will appoint one coordinator to be based in the US to maintain a connection with the Rwanda-based faculty, serve as a mentor, and address any issues related to the US Academic Consortium. VII: Specific Nursing Faculty Positions Detailed on pages below: Partner to the Dean of the Faculty of Nursing Sciences The Partner to the Dean will provide comprehensive support to the Dean of the Faculty of Nursing Sciences (FNS) at Kigali Health Institute (KHI) Responsibilities include, but are not limited to: Assisting the dean to: o establish the vision and mission of the school in collaboration with faculty o provide leadership in education, research and practice Mentoring the dean in o faculty hiring and development o development and administration of the annual budget o setting academic rules and policies o developing academic programs consistent with the dean and faculty vision o monitoring policies for consistency and compliance o ensuring excellence in classroom, simulation and clinical instruction of nursing and midwifery students Contributing to the development of accreditation and national standards concerning academics and professional practice Participating in activities of faculty committees Consulting with the rector of Kigali Health Institute on academic matters as appropriate Providing professional development advising to faculty Providing support for the Advisors to the Directors at the 5 schools of nursing and midwifery Working with nursing and midwifery faculty at KHI to facilitate the development of advanced nursing and midwifery education opportunities, including master’s degree programs Connecting Rwandan and US faculty to develop collaborative nursing and midwifery research Serving on committees of the Rwanda Human Resources for Health Program as requested by the Dean or the Minister of Health The education/experience qualifications for the job of dean partner include: At least 3+ years of experience in executive academic administration in a College of Nursing A proven track record as a leader and teacher, with faculty development expertise Teaching and curriculum development experience Experience in developing baccalaureate and master’s degree programs in nursing and/or midwifery Research experience with a track record of developing, completing and publishing funded research A PhD or equivalent from an accredited institution Former position as a dean is preferred International development experience is preferred Other qualifications: Excellent written and oral communication skills Management style that is inclusive and collaborative Willingness to live in Rwanda for a minimum of 11 months Respect for the experience and expertise of Rwandan colleagues Commitment to the goals of the Rwanda Ministry of Health and Rwandan nursing leadership as it relates to strengthening of nursing and midwifery education French or Kinyarwanda language skills preferred but not required Simulation/Skills Lab Advisor The simulation/skills lab advisor will provide support at Kigali Health Institute (KHI) and at the 5 schools of nursing and midwifery. Responsibilities include, but are not limited to: Working with the National Department of Nursing and Midwifery to develop national policy (e.g., licensure, professional practice standards, certification in specialty areas of advanced practice) to regulate nursing and midwifery practice Working with FNS, the nursing schools, and the National Department of Nursing and Midwifery to develop national policy on nursing and midwifery curriculum approval and accreditation of nursing and midwifery education programs Working with FNS and the 5 schools of nursing and midwifery to create advanced nursing and midwifery in-service education opportunities focused on practice standards and professional regulation Working collaboratively to integrate national standards and professional regulation into management and leadership courses within nursing and midwifery curricula The education/experience requirements for the job of education and professional practice standards consultant include: At least 3+ years of experience in working with state and national regulatory bodies for nursing and midwifery education and professional practice accreditation and regulation Experience includes preparing schools of nursing/midwifery for accreditation by nursing/midwifery regulatory bodies A proven track record as a leader and teacher, with accreditation and practice standards experience A PhD or equivalent from an accredited institution is preferred; Master’s degree with at least 3 years teaching experience and proven track record of education and professional practice standards development will be considered International development experience is preferred Other qualifications: Excellent written and oral communication skills Management style that is inclusive and collaborative Willingness to live in Rwanda for a minimum of 11 months Respect for the experience and expertise of Rwandan colleagues Commitment to the goals of the Rwanda Ministry of Health and Rwandan nursing leadership as it relates to strengthening of nursing and midwifery education French or Kinyarwanda language skills preferred but not required Curriculum Development Advisor The curriculum development advisor will provide support to the Faculty of Nursing Sciences (FNS) at Kigali Health Institute (KHI) and to the 5 schools of nursing and midwifery nationally. Responsibilities include, but are not limited to: Advising on program and curriculum development at KHI and the 5 schools of nursing and midwifery Advising on revisions of curriculum at KHI and the 5 schools of nursing and midwifery Advising on the development of clear educational pathways for nurses and midwives to advance from basic nursing to academic degrees and/or specialization Working with the FNS and the 5 schools of nursing and midwifery to create advanced nursing and midwifery education opportunities in curriculum development and revision Providing expert advice on distance learning curricula Ensuring the appropriate integration of simulation training and clinical instruction into all curricula Connecting Rwandan and US faculty to develop collaborative research related to education and curriculum development Collaborating with the Rwanda Nursing Council to ensure that nursing and midwifery curricula support the approved scope of practice Participating in high level committees of the Rwanda Human Resources for Health Program as requested by the Minister of Health The education/experience requirements for the job of curriculum development expert include: At least 3+ years of experience in teaching at an accredited college of nursing Experience in curriculum development and revision in nursing/midwifery education A proven track record as a leader and teacher, with program and curriculum development expertise A PhD or equivalent from an accredited institution is preferred; Master’s degree with at least 3 years teaching experience and proven track record of program and curriculum development will be considered Former position that included program and curriculum development is preferred International development experience is preferred Other qualifications: Excellent written and oral communication skills Management style that is inclusive and collaborative Willingness to live in Rwanda for a minimum of 11 months Respect for the experience and expertise of Rwandan colleagues Commitment to the goals of the Rwanda Ministry of Health and Rwandan nursing leadership as it relates to strengthening of nursing and midwifery education French or Kinyarwanda language skills preferred but not required Distance and E-learning Programs Advisor The Distance and E-Learning Programs Advisor will provide support to the Faculty of Nursing Sciences (FNS) and the 5 schools of nursing and midwifery nationally. Responsibilities include, but are not limited to: Advising FNS, the 5 schools of nursing/ midwifery, and the National Department of Nursing and Midwifery on the effective use of distance-learning in all programs Assisting with the creation of online or distance educational modules Training faculty to optimize the effectiveness of e-learning materials Assisting with the integration of e-learning into all future nursing education curricula Working with faculty at KHI and the 5 schools of nursing and midwifery to create in-service advanced nursing and midwifery education e-learning opportunities Connecting Rwandan and US faculty to develop collaborative nursing and midwifery research related to the role of e-learning in nursing and midwifery education The education/experience requirements for the job of e-learning director include: At least 3+ years of experience in teaching at an accredited college of nursing Teaching experience includes the use of distance or e-learning modalities in nursing/midwifery education A proven track record as a leader and teacher, with e-learning expertise A PhD or equivalent from an accredited institution is preferred; Master’s degree with at least 3 years teaching experience and proven track record of e-learning course development will be considered Former position that included planning for purchases and setting up computer lab/studio with elearning equipment is preferred International development experience is preferred Other qualifications: Excellent written and oral communication skills Management style that is inclusive and collaborative Willingness to live in Rwanda for a minimum of 11 months Respect for the experience and expertise of Rwandan colleagues Commitment to the goals of the Rwanda Ministry of Health and Rwandan nursing leadership as it relates to strengthening of nursing and midwifery education French or Kinyarwanda language skills preferred but not required Infection Control Nurse Educator The Infection Control Nurse Educator will be assigned to the referral and provincial hospitals which serve as clinical placement sites for the majority of Rwandan nursing and midwifery students. Responsibilities include, but are not limited to: Serving as a shared resource and developing a training course for infection control nurses at each institution Consulting on developing/updating and implementing written infection control protocols at clinical care sites Consulting with faculty members at Kigali Health Institute and the 5 schools of nursing and midwifery to incorporate updated infection control protocols into skills lab and clinical curricula Working with the newly developed infection control nurses to develop in-service training courses for all institutional staff whose responsibilities include patient contact Collaborating with hospital administrators in the area of infection control in an effort to attain hospital accreditation The education/experience requirements for the job of infection control nurse include: At least 3+ years of experience in infection control A proven track record as a leader and expert clinician Knowledge and experience in public health and tropical disease conditions A master’s degree or post-master’s certificate in their clinical specialty from an accredited institution is preferred Former position that included staff training and infection control program development is required International development experience is preferred Other qualifications: Excellent written and oral communication skills Management style that is inclusive and collaborative Willingness to live in Rwanda for a minimum of 11 months Respect for the experience and expertise of Rwandan colleagues Commitment to the goals of the Rwanda Ministry of Health and Rwandan nursing leadership as it relates to strengthening of nursing and midwifery education French or Kinyarwanda language skills preferred but not required Advisor to the Director of Rwandan School of Nursing and Midwifery (5 positions) Each Director of a School of Nursing and Midwifery will be assigned a US faculty advisor. Responsibilities include, but are not limited to: Modeling the role of preceptor for nursing and midwifery students in their area of clinical expertise Serving as part of the professional development team at the clinical teaching sites Providing continuing education to the existing nursing and midwifery staff Working closely with the physician mentors to foster integrated education of medical, nursing and midwifery students and medical residents Serving as a resource for FNS and the 5 schools, providing lectures, faculty development programs, and advice on curriculum development in their specialty areas Specialty areas include: o Adult nursing – including general adult care, critical care, trauma and surgery, infectious diseases, and chronic disease management o Pediatrics –including general pediatric care, neo-natal intensive care and pediatric infectious diseases o Mental Health Nursing – including expertise in PTSD and pediatric and adolescent mental health issues o Midwifery – including pre-natal care, family planning, emergency obstetrical care, and Prevention of Mother to Child Transmission of HIV o Public Health and Community Nursing The education/experience requirements for the job of clinical mentor include: At least 3+ years of experience in their clinical specialty Ability and willingness to teach students at all levels- from fundamentals to advanced nursing practice Experience adapting to resource limitations while maintaining high quality care A proven track record as a leader and expert clinician Former position that included mentoring/precepting students is required Other qualifications: Excellent written and oral communication skills Management style that is inclusive and collaborative Willingness to live in Rwanda for a minimum of 11 months Respect for the experience and expertise of Rwandan colleagues Commitment to the goals of the Rwanda Ministry of Health and Rwandan nursing leadership as it relates to strengthening of nursing and midwifery education French or Kinyarwanda language skills preferred but not required
