RECONSTRUCTION
HOW DO YOU REBUILD A
COUNTRY THAT HAS JUST
KILLED 620,000 OF ITS OWN
MEN?
Process used to readmit Confederate states
into the Union
Election of 1864
• With the success that Sherman
was having with his total war
campaign on his “March to the
Sea,” Lincoln used the momentum
to get re-elected.
• His focus would be to bring the
south back into the Union.
• His second focus would be to try
and get Congress to end
SLAVERY.
th
13
Amendment
• Lasting legacy of Lincoln is the
fact that he used a law to end
slavery forever.
• Huge struggle to get the votes in
Congress, but it passed.
• With a victory almost at hand, with
the fall of Richmond the focus
moved to bring the Confederate
States back into the union.
Lincoln Assassinated
Andrew Johnson
• A southerner from
Tennessee replaced
Lincoln.
• He had his own ideas
about Reconstruction
• He didn’t agree with
the Radical
Republicans who
dominated both
Houses of Congress,
thus they controlled

Rebuilding Brings Conflict
• Southerners were afraid of the now 4 Million
freed slaves and the interaction that would
take place with them.
• Black Codes: Laws passed by Southern
states that limited the freedom of former
slaves
Carpetbaggers
• Northerners who
went to the South
after the war.
• Investing and
buying up things
cheap in order to
gain economic &
political power.
• They had money
and that’s what the
south needed.
Freedman’s Bureau
• Organized by
Lincoln
• Built schools,
reunited families,
provided food and
clothing for former
slaves
• FBI= Freedman’s
Bureau of
Independence
Rise of the Ku Klux Klan
• Many Southerners
were bitter.
• They created a
secret organization
in 1866 to intimidate
the freedmen.
• Encouraged racism,
hatred and
discrimination
towards the former
slaves.
• Used terrorism
tactics.
Reconstruction Amendments
• Declared all
persons born in
the U.S. (except
N.A.) as citizens
• Johnson vetoed
the bill
• Congress voted to
repeal the veto
–Bill became law.
14th Amendment
• Citizenship to all
African Americans
• Equal protection
under the law to
all citizens
• President
Johnson did not
support it.
th
15
Amendment
• Guaranteed
voting rights
to African
American
men.
Johnson Impeached
• 1867: Tenure of Office Act
– Pres. Could not fire gov.
officials w/o Senate
approval
• Johnson fired his Sec. of
War anyway
• House of Reps. voted to
impeach the President 3
days later
• Differed w/ Radical Rep. in
Congress on how to
reconstruct the South
• His plan of Restoration
wasn’t enough and they
wanted him out.
• He stayed but lost power.
Grant Takes Office
• In 1868 Grant became president with the support of the
Radical Republicans
• He got 700,000 votes from the freed African Americans
that rose above the intimidation of the KKK, to cast their
vote...
– Reconstruction would slowly but surely rebuild the South for the
next 10 years.
