A Bill to Cease the Coinage of Pennies to
Save Money

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

Section 1.
The coinage of the United States penny will be stopped.

Section 2.
A. Coinage will be defined as the minting process of metallic currency.

B. The United States penny will be defined as the one cent coin.
Section 3.
A. The United States Mint of the U.S. Treasury will oversee the cessation
6
of this production.

B. Any aforementioned coins used to pay for an item may be returned to
8
the government from a licensed seller and will be compensated equally.

Section 4.
This legislation will go into effect as of 1st January, 2018.

Section 5.
All laws in conflict with this legislation are hereby declared null and void.

A Bill to Require All Places of Work to Offer Paid
Maternity/Paternity Leave

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. A. All places of employment will provide women 8 weeks and men 4

weeks of paid child rearing leave commensurate to their usual salary.

B. Documentation of childbirth or adoption must be provided to the

employer within two weeks of the start of the child rearing leave.

C. Employers in need of supplemental funding up to 75% of these salary
7.
costs, may submit an annual application to the Department of Health and
8.
Human Services. This application must show a loss of profit of at least
9.
2.0% from these child rearing leaves.
10. SECTION 2.
A. A place of employment shall be defined as an organization which pays
11.
people for their services.
12.
B. Birth certificate, adoption certificate and documents from a midwife,
13.
doctor or hospital will be the forms of documentation accepted.
14. SECTION 3.
A. This bill will be enforced by U.S. Departments of Health & Human
15.
Services and Labor.

B. Any additional funding for this bill from the above departments will be
17.
from a 2% cut in the U.S. Department of Defense budget.
18. SECTION 5.
This legislation will take effect at the beginning of the 2019 fiscal year.

A Resolution against the Sale of Arms to Saudi Arabia
Whereas: The State Department announced the potential sale of Military arms to Saudi Arabia
Whereas: and the sale of arms may harm innocent civilians and may fuel a regional arms race
and;
Whereas: The sale of arms may also contribute to the killing of innocent Yemen citizens, as has
occurred in the past and may be further perpetuated by an influx of weapons into the region.
Therefore: Be it resolved by the Congress assembled today that this legislative body vehemently
disagrees with the proposed sale of weapons to the Saudi Arabian military by the United States
State Department.

A Bill to Nullify Car Dealership Franchise Laws to
Promote Competition

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. Upon passage of this legislation, all car dealership franchise laws
will be considered null and void.

SECTION 2. Car dealership franchise laws are considered any piece of
5
legislation that pertains to the prohibiting of car manufacturers to
6
terminate franchises, requirement that automakers sell new cars
7
through their franchises, and the awarding of exclusive sales
8
territories to franchises.

SECTION 3.
Each state’s Division of Motor Vehicles will oversee the enforcement of
10
this bill. This is in order to oversee each state’s specific implementation
11
of the three aforementioned components of car dealership franchise
12
laws.

A. This is a national law that all states must follow even though one
government agency does not enforce this bill.

A Resolution to Offer Tax Credits to Incentivize the Use of
Environmentally Friendly Vehicles
WHEREAS, The United States is the second leading emitter of greenhouse emissions
and air pollutants on a worldwide scale; and
WHEREAS, The use of fossil fuels and natural gas in America introduces over 6,000
metric tons of greenhouse emissions into the atmosphere annually; and
WHEREAS, The presence of air pollutants can lead to medical hazards including
increased risk of respiratory defects, cardiac defects, and exposure to
carcinogens, as well as environmental hazards including sulfuric rain and
ozone depletion; and
WHEREAS, Motor vehicle emissions make up more than half of the air pollutants and
carbon emissions of the United States; and
WHEREAS,
On average, hybrid cars reduce emitted air pollutants by 90% and
reduce emitted carbon dioxide by 50%; now, therefore, be it
RESOLVED, That the Congress here assembled make the following recommendation
for a 25% tax credit for the purchase of a gas-electric hybrid vehicle and a
35% credit for the purchase of a fully electric vehicle, to be returned to the
purchaser by the U.S. Department of Energy.

A Bill To Support Research For Climate Change
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1.
The United States of America will provide $100 billion to support research to
combat climate change.
Section 2.
Many problems related to climate change such as forest fires, water-borne
diseases, degraded water quality, and respiratory illnesses are increasing in our
country today because of climate change.
Section 3.
The US Department of Agriculture, Global Climate Change, will oversee the
implementation of this law.
Section 4.
This bill will be enacted 30 days after the acceptance by the United States
government.
Section 5.
All laws in conflict with this legislation are hereby declared null and void.

presents the following legislation:
A Bill
To:
Diminish minimum sentences for nonviolent felonies.
Section One: This legislation would greatly reduce but not abolish minimum sentences for
nonviolent felonies. Therefore, this bill would intend to give more power to the judge in deciding
the length of the sentence for nonviolent felons
Section Two:
Minimum Sentence- the minimum amount of jail time required to be served for different federal
crimes
Felony- A serious crime which is punishable by at least a year of imprisonment.
Section Three: This legislation would reduce the minimum amount of time served in non violent
crimes such as drug and property offenses to the minimum to be classified as a felony, one year.
This adjustment of minimum sentences will give a judge more power to assign an appropriate
punishment for those convicted. If passed, this legislation will not restrict Judges from giving
longer sentences but will only give the option to issue shorter sentences if deemed appropriate.
Section Four: This legislation will require no funding and will actually cut costs of operating
prisons because many convicts will be spending less time in prison.
Section Five: This bill will be enacted 91 days after passage.
RESOLUTION TO ENFORCE UNCLOS DECISION IN SOUTH CHINA
SEA
1. WHEREAS, there has been constant turmoil in the South China Sea over the two island
archipelagos of the Paracel and Spratly Islands
2. WHEREAS, China, Vietnam, and the Philippines have been vying for control of the islands
with China harassing Filipino vessels in the area
3. WHEREAS, UNCLOS (United Nations Convention on the Law of the Sea) has made a
decision in July of 2016 that China has violated the Philippines sovereign rights
4. WHEREAS, China has boycotted the decision and continues to harass Filipino fishermen
and other vessels entering the Paracels and Spratlys
5. BE IT RESOLVED, that the United States shall enforce the UNCLOS decision on basis to
prevent war between China and our ally, the Philippines
A Resolution To Grant Statehood to All US Territories and
the District of Columbia
WHEREAS,
The United States of America has mistreated its five territories and its capital as
well as, and more importantly the citizens of these lands for years; and
WHEREAS,
This mistreatment leads to a negative world view of the United States, a horrific
life for the citizens of the District of Columbia and the US territories, and the United States
becoming a empirical regime akin to the one that these colonies rebelled against;
WHEREAS,
US citizens living in US territories are not treated as equal citizens and most
importantly cannot vote in US elections for political offices that could send a citizen of these
territories off to war and citizens of the District of Columbia cannot function as a city government
without Congress’s approval of any of their actions;
RESOLVED, That the Student Congress here assembled grant immediate statehood to Guam,
the US Virgin Islands, Puerto Rico, the Northern Mariana Islands, American Samoa, and the
District of Columbia;
FURTHER RESOLVED, That these new states will be granted all the protections of US states
immediately including electoral votes in the upcoming Presidential election if their statehood is
granted in time.
A Bill to Subsidize the African Farming Industry
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The United States shall provide 12 million dollars in micro loans to

African farmers.

SECTION 2. Micro loans are defined as small loans (microloans) given to
4
impoverished borrowers who typically lack collateral, steady employment
5
and a verifiable credit history. The loans specified in this legislation will
6
not exceed $6,000 per farmer, and will be designated to be used for
7
creating sustainable agriculture.

SECTION 3. The United States Agency For International Development will oversee the
implementation of this legislation.

A. The microloans will be provided directly to the farmers in Africa.

B. At the end of the 2017 fiscal year, USAID will determine the
12
effectiveness of the microloans and determine whether an additional 12
13
million dollars will be provided annually.

C. If the aid is determined to be ineffective, the program shall be shut down
immediately.
D. The funds for this legislation will be supplied from the existing Official
Development Funds (ODA) being supplied to African countries.

SECTION 4. This legislation will be implemented at the start of the 2016 fiscal year.

A Resolution to develop the Sahel region to
counter Terrorist Aggression
WHEREAS, The Sahel region of Africa is highly susceptible to being capitalized by
terrorist organizations; and
WHEREAS, seeing an interest of ISIS, Al-Qaeda, and other terrorist groups to expand
their control into the Sahel region demands preemptive action to prevent
the expansion; and

WHEREAS, failure to stop further advances would allow these groups to lay the

foundation with in the area to repel aggressive counter actions afterwards;

RESOLVED, That the Congress here assembled make the following recommendation

that military assistance be prioritized over developmental support to the

Sahel region.

stations, bus stations, and all other public transit centers that

are not secured by the Department of Homeland Security or

the Transportation Security Administration.

A Bill to Close the Guantanamo Bay Detention Camp
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The Guantanamo Bay Detention Camp will be shut down and will cease
operation. All other functions of Guantanamo Bay Naval Base will be
unchanged.
SECTION 2. “Guantanamo Bay Detention Camp” being defined as the United States
Military Prison located within Guantanamo Bay Naval Base.
SECTION 3. The Department of Defense will be responsible for the implementation of
this bill.
SECTION 4. This bill will be implemented within two years of passage.
