JOB PROFILE ECLASS: 19097 POSITION 99287 TITLE: SENIOR MAJOR PROJECTS ANALYST CLASSIFICATION: ADMINISTRATIVE OFFICER 24 MINISTRY: FORESTS, LANDS AND NATURAL RESOURCE OPERATIONS WORK UNIT: MAJOR PROJECTS OFFICE (VICTORIA) CONTEXT Reporting to the Deputy Minister, through the Executive Director, Corporate Initiatives Division delivers the ministry’s strategic and business planning, performance measurement and reporting, and legislative programs, and supports ministry and natural resource sector wide transformational business projects. The Major Projects Office works with partners to make the vision of “One Project, One Process” a reality through aligning multi-agency approvals and streamlining process to support integrated decision making for all of the natural resource sector’s major projects throughout the province. JOB OVERVIEW To lead multiple program and/or ministry-wide projects that streamline major projects related approval processes and tools, and to develop and maintain tracking systems to support timely, inter-agency project management and integrated decision making. ACCOUNTABILITIES Required: Leads analysis of major projects work load, economic data (e.g. capital investment, job creation projections, etc.) for presentation to Ministry executive and management teams. Develops and manages provincial tracking and reporting systems to monitor project status for all major projects in the Natural Resource Sector. Leads the planning, implementation and evaluation of projects by developing project management policies and guidelines for streamlining authorizations processes and integrated decision making. Leads or facilitates project planning sessions with senior managers and project team members to identify project goals and objectives, scope, deliverables, communication plans and performance measures. Develops information for, and the management of the external Major Project Office’s website and internal websites and SharePoint sites to ensure efficient access to information for industry, public and internal use. Conducts detailed planning to determine project costs (i.e. resources and materials), benefits (i.e. estimated savings and business advancements) and options. Prepares and presents project charters, issue papers, briefing notes, and implementation plans to support management decision making. Career Group: Job Family: Project Management Project Management Job Stream: Role: Amended Professional October 2011 Monitors progress and takes/recommends corrective action to ensure projects are on time, within budget and meet quality standards and prepares related reports for Executive. Conducts post project evaluations and best practices reviews to document findings and improve project management processes. Trains staff on project management processes and reporting requirements. Leads project teams by estimating required resources and developing funding requests, defining and explaining project methodologies, reviewing team performance and providing direction as required. Supports the hiring of contractors including preparing contract documents, reviewing proposals, recommending successful bidders; assesses contract deliverables to verify completion and recommending payment. JOB REQUIREMENTS Education and Experience: Degree in natural resource management or a related field, plus a minimum of 1 year of related experience working in a natural resource sector environment (e.g. clean energy, mining, forestry, etc) with direct involvement in natural resource related policy issues or natural resource program management, projects or studies. Preference may be given to applicants with 3 or more years of related experience. Experience independently managing multiple projects or leading a component (e.g. sub-project) of a major project, using accepted and fundamental project management standards, principles and tools for project management. Experience directing the work of others (professional employees and/or consultants). Preference may be given to applicants qualified to complete the Project Management Professional (PMP) or Certified Associate (CAPM) designation requirements within 12 months. Knowledge, Skills and Abilities: Good problem-solving, organizational, communication and leadership skills. Knowledge of project management principles. Knowledge of procurement and resource and financial management. Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry (Note: It is important that you read the job posting carefully to understand the specific security screening requirements pertaining to the position).
