Assignment Title: INDIVIDUAL CONSULTANT – DISASTER RISK FINANCE
AND INSURANCE ADVISOR

The Government of Tonga has received financing from the World Bank toward the
cost of the Pacific Resilience Program (PREP) and intends to apply part of the
proceeds for consulting services for Individual Consultant – DISASTER RISK
FINANCE AND INSURANCE ADVISOR
The Consultant will be based in the Ministry of Finance and National Planning
(MFNP) to build the capacity within MFNP for development, administration and
implementation of disaster risk financing instruments. This should encompass (i)
oversight for the national Disaster Risk Financing and Insurance (DRFI) and climate
finance strategy; (ii) ensuring insurance of key public assets provides adequate
coverage against Tonga’s main disaster perils; (iii) mainstreaming risk reduction into
the budgetary process; (iv) supporting swift budget mobilization and execution of
funds in the event of a disaster, with cost as well as quality-based considerations that
adhere to emergency procurement procedures; (v) strengthening Tonga’s capacity to
access climate finance; (vi) supporting representation at any regional or international
meeting on DRFI, ensuring that experiences and lessons learned in this area are
shared; and (vii) supporting the implementation of the Contingency Emergency
Response Component (CERC) under subcomponent 3.1.
The Ministry of Meteorology, Energy, Information, Disaster Management,
Environment, Climate Change and Communications (MEIDECC) now invites
eligible Individual Consultants (“Consultants”) to indicate their interest in providing
their Services. Interested Consultants should provide information demonstrating that
they have the required qualifications and relevant experience to perform the
Services. Curriculum Vitae (should include a description of education and general
qualifications, similar assignments, experience in similar conditions etc. and the
names, business contacts and email addresses of three (3) referees).
The Shortlisting criteria are;






Advanced university degree (Master’s degree or equivalent) in
economics/finance/public policy/accounting/or equivalent;
Strong knowledge of the macroeconomic context in the Pacific region;
A minimum of ten years of progressively responsible experience in public
finance management and/or budget planning processes;
Experience working with Ministry of Finance in the Pacific Region;
Strong quantitative skills;
Excellent writing and oral skills.
The attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans
and IDA Credits & Grants by World Bank Borrowers January 2011, revised July
2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of
interest.
A Consultant will be selected in accordance with the Selection of Individual
Consultant method set out in the Consultant Guidelines – Section V.
