Introduction The regulations on the notification of communicable disease, and the powers of Local Authorities to control these diseases, have been changed with effect from 6th April 2010, within the amended Public Health (Control of Disease) Act 1984 and its accompanying Regulations. Doctors registered with the General Medical Council (GMC) in England and Wales have a statutory duty to notify a 'Proper Officer' of the Local Authority or local health protection team of suspected cases of certain infectious diseases. The attending Registered Medical Practitioner (RMP) should fill out a notification certificate immediately a notifiable disease is suspected or confirmed. The RMP should not wait for laboratory confirmation of the suspected infection or contamination before notification. The certificate should be sent to the address specified on the form within three days or verbally within 24 hours if the case is considered urgent (see pages 7 and 8). 2. Purpose The purpose of the policy is to ensure that all staff understand and complete the process required for the notification of communicable diseases. RMPs need to understand that timely notification is a key step towards protection of the public health because it can initiate urgent protective action. 3. Definitions PHE – Public Health England RMP – Registered Medical Practitioner 4. Duties The Chief Executive is responsible for ensuring that there are effective infection control arrangements in the Trust. 5. Notification duties of Registered Medical Practitioners (RMPs) RMPs attending a patient must notify the local authority or the Public Health England Centre in which the patient resides when they have “reasonable grounds for suspecting” that the patient: has a Notifiable disease as listed in Schedule 1, page 5, Section 6 of this policy. or has an infection not included in Schedule 1 which in the view of the RMP presents, or could present, significant harm to human health e.g. emerging or new infections; or is contaminated, such as with chemicals or radiation, in a manner which, in the view of the RMP presents, or could present, significant harm to human health; or Page 4 of 8 UNIQUE IDENTIFER NO: C-56-2013 Review Date: September 2017 Review Lead: Lead Infection Prevention & Control Nurse has died with, but not necessarily because of, a Notifiable disease, or other infectious disease or contamination that presents or could present, or that presented or could have presented significant harm to human health. Notification of cases of infection not included in Schedule 1 and of contamination are expected to be exceptional occurrences. Note RMPs should not wait for laboratory confirmation or results of other investigations in order to notify a case. Notification should be recorded in the case notes, so other RMPs involved in the care of the patient are aware that there is no requirement on them to notify. Good practice would be to advise the patient that a Notification has been sent. They can be advised that it will be treated in confidence, although they may be subsequently contacted by a member of the public health team. 6. Training and Implementation Training will be carried out to all Trust staff by the Infection Prevention and Control Team through Induction and risk management as well as targeted training sessions to key personnel / areas. This includes link infection prevention and control practitioners in departments and wards across the Trust who will then cascade the information to appropriate colleagues within their area/departments. 9.
