Re-thinking after remarks from M.Leinen, R.Weller, J.Orcutt:
• Given funding constraints we cannot build a global system
• Re-focus on building a system that addresses global science issues in innovative
transformative ways, not exhaustive (regionally, issues, disciplines) and
providing complete coverage !
• Goal is not to provide sustained observations to a network like GOOS or users
in various disciplines, but to build new capabilities that can be used later in
development of an IOOS/GOOS.
• Bring out more clearly the #1 science questions that can be answered with the
system, and target the system more clearly towards these
• formulate one global primary question per discipline and ask for 2 globally
important/critical locations to address these.... (hopefully will find again some of
the original sites...)
We could group the science questions into:
response of the ocean to surface and subsurface forcing, and internal variability.

What is the space-time geography of energy input and dissipation in the ocean ?

• sharpen justifications in terms of critical and unstudied processes of global
relevance
• Re-introduce multi-disciplinarity
• Define better the transformative infrastructure needs (instrumentation, platforms,
sampling, communication/control)
• Consider possible phasing, taking into account other programs, both national and
international
• formulate recommendations to STAC
• address the breakout group questions
