2. Country cannot assume public debt – the country cannot owe the people money.
3. The United States can intervene any military action if Cuba requires it – to
preserve independence
4. The United States is fully approved of any acts while they preserve a military
presence in Cuba.
5. Cuba must be sanitary in order to protect the people from disease and to protect
commerce of Cuba and anything coming from the Untied States
6. The Isle of Pines (Isla de La Juventud) is exempted from these rules
7. The United States, in order to protect Cuba, will sell or lease lands on Cuba to the
United States for the establishment of a Naval Base (Guantanamo Bay)
8. These laws will be part of a permanent Treaty with the United States
