I
1. Background
The Department of Finance and Deregulation (Finance) is responsible for the procurement policy and
framework for the Australian Government. The procurement policy framework is articulated in the
Commonwealth Procurement Guidelines and is supported by the AusTender system (which is the
Australian Government’s centralised procurement information system).
Australian Government policy requires that all Government procurement contracts and agency
agreements with a contract value of $10,000 or over are published on AusTender by the agency
awarding the contract. AusTender provides a rich source of Australian Government purchasing
information that can be used for research into government procurements.
Finance has requested that Protiviti undertake an analysis of procurement activity across the
Australian Government for the 2009-10 financial year. That analysis is presented in this report. As
part of the analysis we used data from AusTender and the National Accounts data 2005-06 from the
Australian Bureau of Statistics (ABS).
AusTender categorises all procurement data according to a hierarchical coding system of products
and services called the United Nations Standard Products and Services Code (UNSPSC). The ABS
uses an alternative hierarchical coding system that is based on industry sectors, called the Australia
and New Zealand Standard Commodity Classification (ANZSCC). There are incompatibilities when
comparing data between the two coding systems. Therefore it is difficult to compare the data at a
detailed level. However there are similarities at a higher level and comparisons can be made at that
level for this purpose of this report.
The following aspects of Australian Government procurement have been analysed:

The split (by value) between the procurement of goods and services by the Australian
Government;

The total value of Australian Government procurement for each UNSPSC code in relation to
total expenditure in Australia;

The total value of goods procured that are likely to be “Australian made” and services
procured that are delivered from within Australia; and

The total value of goods or services procured by the Australian Government that are likely to
be imported.
The procurement arrangements across the Commonwealth are subject to a number of forces which
could have significant impacts on the nature, source and volume of procurement. These include:

The introduction of a policy of “coordinated procurement” which will involve Finance taking a
greater role in whole-of-Government procurement for certain goods and services;

Policy developments for the Australian Government which inevitably drive procurement
activities in areas of high current importance;

Australian Government budget constraints which is having significant impact in terms of:
o
Budgets available to agencies;
o
Economic impact on overall production in the Australian market impacting suppliers to
the Australian Government both in Australia and overseas; and
o
Impact that the Government has (and is expected to have) on the Australian
economy.
This report contains an analysis on Australian Government procurement as published in AusTender
from 1 July 2009 to 30 June 2010.

2. Executive Summary
During 2009/10 Australian Government agencies reported through AusTender 80,969 contracts with a
total value of $42.7b. This report assessed 79,682 contracts with external suppliers with a total value
of $42.5b (2008-09: $31.5b). For the purposes of this report, the analysis does not include
arrangements entered into between Government agencies (a snapshot analysis including interagency arrangements is included in Appendix 3 for information purposes). Data for inter-agency
arrangements is included separately in section 3.3. Those arrangements represent a very small
proportion (1,287 contracts with a total value of $237m) of the total procurement.
Goods and Services Contracts
Services spending accounted for 66% (approximately $28b), of the total value of contracts in 2009-10
(2008-09: 58.5%, $18.4b). Spending on goods was 34% ($14.3b, 2008-09: $13b, 41.5%).
Government agencies entered into 58,173 contracts with a value between $10,000 and $80,000
(2008-09: 62,770). This represents 73% (2008-09: 74%) of the total number of contracts for goods
and services at or below $80,000 (which is the threshold for agencies to be subject to the mandatory
requirements of the Commonwealth Procurement Guidelines).
The total value of contracts at or below $80,000 was 4% ($1.7b, 2008-09: 6%, $1.8b) of the total
value of contracts. Therefore, 96% ($41b) of the value of agency procurement is subject to the
mandatory components of the Commonwealth Procurement Guidelines.

Defence sector procurement accounts for 48.5% (2008-09: 56%) of the total value of recorded
Australian Government procurement.

Australian and Imported Goods and Services
Australian government agencies entered into contracts for procurement of goods valued at $6b (200809: $6.9b) with Australian suppliers and $8.3b (2008-09: $6.2b) with overseas suppliers. Most service
contracts were entered into with Australian suppliers amounting to $27b (2008-09: $18b) while a small
proportion of service contracts were awarded to overseas suppliers. A detailed analysis of the
estimates of Australian made or delivered and overseas procurement by Australian Government
agencies is presented below.

Procurement by Segment
The Australian Government procurement profile is heavily impacted by professional services and
Defence military purchases. When this is taken out, Australian Government purchasing is heavily
focused on construction and maintenance, civic affairs services and healthcare services. This profile
has changed from 2008-09 with a significant increase in civic affairs services and healthcare services
compared to the prior year. A table outlining the top 10 Australian Government procurement
categories by value is presented below.

The largest segment “Management and Business Professionals and Administrative Services” (which
was also the largest segment in 2008-09) includes expenses such as property leases, rent, intergovernment transactions, outsourced services and corporate services. The total value of contracts
entered into in this category increased by $1.36b compared to 2008-09 data.
The second largest category “Commercial and Military and Private Vehicles and their Accessories and
Components” (consistent with 2008-09) includes large components of spending on air force
acquisitions and capability upgrades, life support of Collins class submarines and various other
projects. The total value of contracts entered into in this category increased by $1.54b compared to
2008-09 data.
In comparison to 2008-09 data there was also a significant increase in contracts for the following top
10 segments:

Politics and Civic Affairs Services where Australian Government agencies entered into
contracts valued at $4.84b (2008-09: $299m). The top three procurement categories under
this section in 2009-10 are Community and Social Services, Refugee program and Public
Administration and Financial Services. The largest contract procured under this category was
Detention Services Contract for $367m;

Healthcare Services where Australian Government agencies entered into contracts valued at
$3.18b (2008-09: $459m). The top three procurement categories under this section in 200910 are Comprehensive Health Services, Health Services and Rehabilitation Services. The
largest contract procured under this category was the CSL Australian Fractionation
Agreement for $2.4b; and

Transportation and Storage and Mail Services where Australian Government agencies
entered into contracts valued at $1.34b (2008-09: $382m). The top three procurement
categories under this section in 2009-10 are Relocation Services, Mail and Cargo Transport
and Transportation and Storage and Mail Services. The largest contract procured under this
category was Housing and Relocation for $920m.
In comparison to 2008-09 data there was a significant reduction in contracts for the following top 10
segments from last year:

National Defence and Public Order and Security and Safety Services where Australian
Government agencies entered into contracts valued at $267m (2008-09: $801m); and

Fuels and Fuel Additives and Lubricants and Anti Corrosive Materials where Australian
Government agencies entered into contracts valued at $480m (2008-09: $668m).

3. Methodology
The methodology used in the 2009-10 analysis is similar to the methodology used in the 2008-09.
Consistent with 2008-09:
 Inter-agency arrangements were identified and excluded from the analysis. This report
therefore, deals only in arrangements entered into between government agencies and
external suppliers;

A desktop review was conducted for contracts above $1m to ensure that the UNSPSC code
was correctly recorded; and

The Australian made / delivered content was determined by mapping UNSPSC codes to
ANZSCC codes.
During the current analysis duplicates were not matched and excluded from the analysis. We
understand that the AusTender management team have taken action to minimize the number of
potential duplicate entries, by simplifying the process in which agency’s publish data on AusTender.
3.1. Primary Data Sources
AusTender
The data was sourced from AusTender and included contracts with a published date between 1 July
2009 and 30 June 2010.
The AusTender data comprised 80969 contracts including inter-agency transactions.
The database extraction for the financial year is based on the date of publication of the arrangement
in AusTender. While this format is suitable for contract reporting purposes it creates some difficulties
for data mining purposes:

Government agencies are sometimes late in reporting their contracts. This potentially creates
a significant gap in time between the contract start date and the date the contract was
published; and

Agencies also make retrospective correction to AusTender data. As a result, contract data
extracts at different times can produce different results even if the extract covers the same
date range.
The extraction for 2009/10 was executed on 18 October 2010, following the annual cleansing process
by agencies. Agencies may have made changes to the source data after this point in time.
Data sourced from the Australian Bureau of Statistics (ABS)
A different set of data was sourced from the Australian National Accounts: Input-Output Tables
(Australian Bureau of Statistics, Final Electronic Publication 5209.0.55.001, 2005–06).
Input-output analysis reveals the inter-industry relationships within an economy. It classifies
industries using the ANZSCC codification. It shows the output of one industry as an input to each
other industry. For the purpose of this analysis Australian production, competing imports and total
use for each industry was used to determine the percentage of Australian production and percentage
of competing imports. These percentages were then used to determine the likelihood that a category
of product was produced in Australia or overseas.
Contract Value compared to Annual Expenditure
AusTender data provides information about the number and value of government contracts, but not
about the actual annual expenditure against each contract. It is generally not appropriate to compare
at a detail level contract data with annual expenditure. However, at a gross level broad comparisons
could be made.

3.2. Materiality Test
Analysis of the AusTender dataset indicated that 3.57% of the contracts (2846) were individually
greater than $1m in value (2008-09: 2689). These contracts together accounted for 85% of the total
contract value (2008-09: 79%). Therefore, individual contracts below $1m had reduced impact on the
overall analysis.
Contracts over $1m were each individually analysed and manually categorised. Contracts below $1m
were analysed using automated procedures. The methodology used is depicted in Appendices 2 and
3.
3.3. Inter-Agency Arrangements
1,287 (2008-09: 736) Inter-agency transactions amounting to $237m (2008-09: $685m) were
identified during the analysis of raw data. The main contributors to these interagency transactions are
the Australian Tax Office ($45.7m, 19%), Attorney-General’s Department ($23.4m, 10%) and
Australian Customs and Border Protection Service ($17.4m, 7%). The main counterparty agencies
providing services are the Australian Government Solicitor (1.55b, 65%) and the Australian Federal
Police ($21m, 9%). These transactions were disregarded for the purpose of this analysis. A
breakdown of inter-agency transactions is provided in the figure below.

3.4. Data Quality
Contracts over $1m were checked to ensure they were correctly UNSPSC coded. Contracts
representing 0.11% of total contract value were found to be incorrectly coded (2008-09: 8.2%)
compared to contract description. A manual coding approach was used for the analysis of these
contracts.

For contracts >$1m, the UNSPSC Code assignment was manually reviewed (and updated as required).
This data cleansing step does not affect the volume or value of contracts, but assists with correcting errors to product type allocation.
3.5. Coding Systems and Translation Table Problems
The AusTender and ABS data coding systems are not fully compatible systems. It was therefore
necessary to develop a translation table to support the analysis.
Best endeavours were made to match the two methods of categorisation as accurately as possible.
However there was not an exact translation between the product categories used in AusTender
(based on UNSPSC coding) and the industry categories used in the ABS Input Output tables (based
on the ANZSCC system). The results and analysis presented should be considered in that light.
The two most common coding system compatibility issues that occurred were:

A UNSPSC category spanned multiple ANZSCC categories; and

An ANZSCC category contained more than one UNSPSC category.
The coding system compatibility issues presented challenges in the data analysis in terms of
determining Australian content and when making comparisons to the Australian economy. An
example of this is the UNSPSC category “Fuels and Fuel Additives and Lubricants and Anti-corrosive
Materials Petroleum” which was matched to the most similar ANZSCC category, “Petroleum and coal
products”. Although Petroleum and Coal were put together, in terms of Australian content they are
significantly different. Coal is an Australian product which is exported while petroleum is largely
imported.
3.6. Australian Made / Delivered
Analysis of “Australian Made / Delivered” can become an extremely complex process if undertaken at
an individual product level. This is mainly because individual products comprise components of mixed
origin. The issue can be further complicated if associated services such as research and
development, marketing and assembly is taken into account.
During the analysis we focused on the broad segments. Therefore it is possible to deal with the
Australian made or delivered more effectively at a product segment level.
For this analysis, a decision tree was developed to determine the component of a product / service
which was Australian made or delivered as opposed to being imported from overseas (refer
Appendices 2 and 3). This assessment was made at a broad level rather than investigating individual
products. ABS 2005-06 industry flow tables were used in this analysis to determine the component of
Australian content (Australian Production / Total Use) for each ANZSCC segment. The ANZSCC
segments were then mapped to each UNSPSC segment (refer Appendix 1). In instances where a
UNSPSC code is mapped to more than one ANZSCC code the average percentage was calculated
across each of the ANZSCC segments.

4. Findings
4.1. Government Procurement of Goods and Services
This section reports the relative proportion of goods and services contracted across all government
agencies. Inter-government transactions have been specifically excluded from this analysis.
Total Contracts for Goods and Services
This report assessed 79,682 contracts with external suppliers with a total value of contracts of $42.5b
(2008-09: $31.5b) over the period July 2009 to June 2010. Services dominated government spending
accounting for 66% (approx. $28.2b, 2008-09: $18.4b, 58.5%) of the total value of contracts in 200910. Spending for goods was 34% (approx. $14.3b, 2008-09: $13.1b, 41.5%).

The volume of goods contracts at or below $80,000 was 76% ($736m, 2008-09 76%, $797m) of the
total volume of goods contracts. This accounted for 5% (2008-09: 6%) of the overall value of
procurement on goods. The volume of transactions above $5m was less than 1% (259 transactions,
2008-09: less than 1%, 299 transactions). This accounted for $10.1b (71%) of the overall value of
goods contracts (2008-09: 64%).

The total volume of service contracts at or below $80,000 was 71%, ($993m, 2008-09: 72%, $1b) of
the total volume of service contracts. However this accounted for 4% of the overall value of money
spent on services. The volume of transactions above $5m was 1% (539 transactions). However, this
accounted for $21.7b (77%) of the overall value of service contracts (2008-09: 67%).

Total Contract Value by Quarter
The number of contracts entered into by government agencies during quarters 1 and 4 are higher
than in quarter 2 and 3. This may be due to more purchasing activity taking place at the beginning of
the financial year when the appropriation is known and towards the end of the financial year when the
balance funds available for spending is known.
An overview of all contracts entered into by quarter is depicted in the figure below.

The value of goods contracts were highest during quarter 3 and quarter 4 (2008-09: quarter 2 and
quarter 3). The value of services contracts was highest during quarter 1 and quarter 3 (2008-09:
quarter 1 and 4). A detailed analysis on the volume and value of contracts for goods and services is
presented below.

4.2. Defence and Non-Defence Procurement
Since 2007-08 the Defence Material Organisation (DMO) has fully reported its contracts in AusTender
as an agency separate to the Department of Defence. For analysis purposes, DMO contracts have
been included in the Defence figures.
The analysis indicates that Defence contracts account for 49% of the total value of all government
contracts (2008-09: 56%).
An overview of Defence and non-Defence contracts is presented below.

Defence was primarily responsible for the majority of the total spend on goods contracts while other
agencies procured the majority of the service contracts. A detailed analysis of the procurements
made by Defence and non-Defence agencies is presented below.

Defence entered into fewer procurement contracts during quarters two and three. In 2008-09

expenses (2008-09: 60%). A detailed analysis on the value bands of all contracts entered into by

4.4. Australian and Imported Goods and Services
Background
Analysis of “Australian Made / Delivered” can become an extremely complex process if undertaken at
an individual product level. This is mainly because individual products comprise components of mixed
origin. The issue can be further complicated if associated services such as research and
development, marketing and assembly is taken into account. During the analysis we focused on the
broad segments.
For this analysis, a decision tree was developed to determine the component of a product or service
which was Australian made or delivered as opposed to being imported from overseas (refer
Appendices 2 and 3). This assessment was made at a broad level rather than investigating individual
products. ABS 2005-06 industry flow tables were used in this analysis to determine the component of
Australian content (Australian Production / Total Use) for each ANZSCC segment (refer to section
3.1). The ANZSCC segments were then mapped to each UNSPSC segment (Appendix 1). In
instances where a UNSPSC code is mapped to more than one ANZSCC code the average
percentage was calculated across each of the ANZSCC segments.
Total Contracts
Australian government agencies entered into goods contracts valued at $6b (2008-09: $6.9b) with
Australian suppliers and $8.3b (2008-09: $6.2b) with overseas suppliers. Most service contracts were
entered into with Australian suppliers amounting to $27b (2008-09: $18b) while a small proportion of
service contracts were awarded to overseas suppliers. A detailed analysis of Australian made /
delivered and overseas procurement by government agencies is presented below.

Appendix 4: Total Contracts
There were a total of 80,969 Australian Government contracts reported through AusTender over the
period from July 2009 to June 2010 (2008-09: 85,870). A total of $42.7b of procurement was reported
over the reference period (2008-09: $33b).
Services dominated government spending accounting for 66% (approx. $28b, 2008-09: $19.5b, 59%)
of the total value of contracts in 2009-10. Spending for goods was 34% (approx. $14.4b, 2008-09:
$13.4b, 41%).
Contracts over $5m accounted for 74% (2008-09: 66%) of the total value of goods and services
contracted by agencies across all government, or $31.8b (2008-09: $20.7b). This was concentrated
in a total of 795 (2008-09: 686) transactions.

Defence versus Non Defence Contracts
Defence sector procurement accounts for 48% (2008-09: 56%) of the total value of all Australian
Government procurement.
Australian and Imported Goods and Services
Australian government agencies entered into goods contracts valued at $6b (2008-09: $6.9b) with
Australian suppliers and $8.3b (2008-09: $6.2b) with overseas suppliers. Most service contracts were
entered into with Australian suppliers amounting to $27b (2008-09: $18.2b) while a small proportion of
service contracts were awarded to overseas suppliers. A detailed analysis of the estimates of
Australian made or delivered and overseas procurement by Australian Government agencies is
presented below.
