7-1-1.
Human Resource Manual.
Matters relating to personnel,
including, but not limited to, job position descriptions, job
classification and compensation, and personnel policies and procedures
shall be administered within guidelines set forth in the Riverdale City
Corporation Human Resource Manual. Three copies of said Manual shall
be filed in the office of the City Recorder for the use and examination
of the public. Amendments to said Manual shall be made by resolution
duly adopted and enacted by the Riverdale City Council and signed by
the Mayor. (Ordinance No. 539, Adopted June 17, 1998)

Expense Allowances
Salaries
7-2-1.
Expense Allowances. The expense allowance of members of the
City Council is Seventy-One Dollars ($71.00) per month and the expense
allowance of the Mayor is One Hundred Ninety-Nine Dollars ($199.00) per
month.
7-2-2.
Salaries. The salary of members of the City Council is Two
Hundred Thirty-Six Dollars ($236.00) per month for attendance at two
(2) Council meetings which salary shall be paid unless a Council member
is absent without excuse. Members of the City Council shall also be
paid One Hundred Eighteen Dollars ($118.00) per meeting for attendance
at other approved meetings. The salary of the Mayor is Three Hundred
Thirty-Two Dollars ($332.00) for attendance at two (2) meetings per
month and his other mayoral duties which salary shall be paid unless
the Mayor is absent from Council meeting without excuse. The Mayor
shall also be paid One Hundred Sixty-Six Dollars ($166.00) per meeting
for attendance at other approved meetings.

Chapter 3 - Appeal Board

Purpose
Procedure
7-3-1.
Purpose.
The purpose of this chapter is to establish a
procedure whereby the City of Riverdale can establish an Appeal Board
to hear appeals of all appointive officers and employees of the City,
except for members of the police department, fire department, and heads
of departments, who are discharged or transferred from one position to
another.
7-3-2.
Procedure.
(a) The Appeal Board shall consist of five members, three of whom
shall be chosen by and from the appointive officers and employees of
the city and two of whom shall be members of the City Council.
(b) The two members of the City Council who are to be members of
the Appeal Board shall be elected by the Council.
(c) The three members to be chosen by the appointive officers and
employees shall be selected by secret, written ballot in the following
manner:
(1) The City Administrator/Recorder shall distribute a
blank ballot to each appointive officer and employee, including
himself. All appointive officers and employees of the City,
including the City Administrator/ Recorder are eligible to be
members of the Appeal Board and to vote for the members of the
Appeal Board without restriction.
(2) Each appointive officer and employee shall select one
person from among all appointive officers and employees of the
City and place that person's name on the ballot for election to
the Appeal Board and return it to the City Administrator/Recorder.
(3) The ballots shall be counted at one time by the City
Administrator/Recorder, the Chief of Police, and the City
Accountant together. The names of the three persons receiving the
highest number of votes shall be certified as members of the
Appeal Board to the City Council and their names posted in a
conspicuous place in the City Municipal Building.
(4) In the event of a tie vote for one or more of the
three Appeal Board members, the City Administrator/Recorder
shall place the names of those persons receiving the same
number of votes on a ballot and conduct a new vote in
accordance with the procedures outlined above.
(d) The Appeal Board members shall hold office for two years from
the date of their selection. If a member leaves office or ceases to be
employed by the City of Riverdale, the Appeal Board shall be dissolved
and a new board shall be selected as soon as possible in accordance
with the above procedures.
(e) The Appeal Board shall be established by the above procedure
whenever the City Council determines by majority vote that such
establishment is necessary. (Ordinance No. 318, adopted September 17,
